ORDER
The meeting of the City Council of the City of
North Richland Hills was called to order by
Mayor Marion L. Massey at 7:30 P.M.

The invocation at this regular City Council
Meeting was given by Councilman Charles L. Owen.
APPROVAL OF THE
MINUTES OF THE
PREVIOUS MEETIID
Regular City Council Meeting November 23, 1970
Councilman Newman moved, seconded by Councilman
Faram, that the City Council approve the Minutes
of the Regular City Council Meeting of November
23, 1970 as presented. The mtion carried by a
vote of 6-0.
ZONOO ORDINANCE
AMENDMENTS
PUBLIC HEAROO
Upon review and discussion by the City Council,
Councilman Cato mved, seconded by Councilman
Newman, that this item be tabled. The mtion
carried by a vote of 6-0.
Councilman Faram moved, seconded by Councilman
Hubbard, that the City Council invite the members
of the Planning and Zoning Commission to the
regular City Council breakfast scheduled for
January 9, 1971 at 6:00 A.M. to review and dis-
cuss the proposed zoning amendment changes before
any further action be taken on this item. The
motion carried by a vote of 6-0.

APPOINTMENT

ARSON REWARD ORDINANCE
Councilman Faram mved, seconded by Councilman
Cato, that the City Council approve and adopt
Ordinance No. 338, Arson Reward Ordinance, as
presented. The motion carried by a vote of 6-0.
Independent Audit
Fiscal Year ended September 30, 1970
Financial audit having been completed and pre-
sented to the City by Alen Wilkerson, CPA,
Councilman Hubbard roved, seconded by Councilman
Newman, that the City Council accept and approve
the audit as presented. The mtion carried by
a vote of 6-0.
Mayor Massey directed that all correspondence
from the auditor be addressed to the City
Manager, with copy to Mr. Tom E. Newman, Liason
Committee between the City Council and auditor,
and as a matter of policy that this procedure
be followed.
The 1970 Personal Property and Ad Valorem Tax
Roll was presented to the City Council by the
Tax Assessor/Collector, all billing having been
completed and verified. Councilman Riddle moved,
seconded by Councilman Cato, that the 1970 Tax
Roll be approved as submitted. The mtion
carried by a vote of 6-0.
Metropolitan Highway Committee
Councilman Faram mved, seconded by Councilman
Owen, that the City Council appoint City Manager
Jack D. Russell as the representative of the
City to the Metropolitan Highway Committee.
The motion carried by a vote of 6-0.
Councilman Hubbard mved, seconded by Councilman
Faram, that the City Council cancel the regular
City Council meeting scheduled for December 28,
1970, with the next regular City Council meeting
to be held January 11, 1971. The mtion carried
by a vote of 6-0.

Councilman Hubbard IOOved, seconded by Councilman
Faram, that the City Council approve and adopt
Ordinance No. 337, as presented. The motion
carried by a vote of 6-0.

COMMUNICATION
SYSTEM
Councilman Cato mved, seconded by Councilman
Hubbard, that the City Council approve purchase
of equipment to change the Fire Departrœnt' s
two channels and approve the funds to erect a
new tower to be taken out of the municipal
building account, and approve funds for purchase
of a 4BO cycle antenna to be mounted on the new
tower and then let bids to all communication
companies known to us at this time, and the bids
specifications should contain the following:
North Richland Hills will be accepting bids for
radio equipment for operation on an exclusive
North Richland Hills channel to be obtained by
the bidder in the appropriate 40 MHz or 150 MHz
band or on 458.30 and 455.30 MHz and authorize
the City Manager to determine when the bids
should be due - sometime within 30 days to 45
days and at the same time the City Council should
consider purchase of new equipment for the Police
Departrœnt. The IOOtion carried by a vote of 6-0.

consideration, Councilman Newman moved, seconded
by Councilman Cato, that the City Council meeting
be adjourned. The mtion carried by a vote of
6-0.
