The Planning and Zoning Commission may enter into closed Executive
Session as authorized by Chapter 551, Texas Government Code. Executive
Session may be held at the end of the Regular Session or at any time during
the meeting that a need arises for the Planning and Zoning Commission to
seek advice from the city attorney (551.071) as to the posted subject matter of
this Planning and Zoning Commission meeting.
The Planning and Zoning Commission may confer privately with its attorney to
seek legal advice on any matter listed on the agenda or on any matter in

GENERAL DESCRIPTION:
The Planning and Zoning Office prepares action minutes for each Planning and Zoning
Commission meeting. The minutes from each meeting are placed on a later agenda for
review and approval by the Commission. Upon approval of the minutes, an electronic
copy is uploaded to the City's website.

Chair Welborn and the applicant discussed the flood plain and how it relates to the
plat.
Chair Welborn called for Mr. Comstock to present the staff report. Mr. Comstock
presented the staff report.
Chair Welborn and Mr. Comstock discussed the floodway and flood plain.
Chair Welborn called for anyone wishing to speak for or against the request to come
forward. There being no one wishing to speak, Chair Welborn closed the public

SUBJECT: FP 2020-09 Consideration of a request from MM City Point 53 LLC
for a final plat of City Point Addition Phase 2, being 21.522 acres
located at 4401 City Point Drive.
PRESENTER: Clayton Comstock, Planning Director
SUMMARY:
MM City Point 53 LLC is requesting approval of a final plat of City Point Addition Phase
2. This 21.522-acre property is located at 4401 City Point Drive.
GENERAL DESCRIPTION:
The property is bounded by City Point Drive on the north and Boulevard 26 on the west.
On the east side, the site abuts the North Richland Hills City Hall complex and the 26 at
City Point multifamily project. City Point United Methodist Church is on the south
boundary of the site.
The proposed development includes 160 single-family residential lots, which includes
both single-family detached and townhome lots. The average lot size of all lots is 1,808
square feet.
Urban Home 38 lots 26 feet 58 feet
Townhome 122 lots 22 feet 71 feet
The development also includes one multifamily residential lot (4.57 acres) and one
commercial lot (1.21 acres). There are five open space lots totaling approximately 1.36
acres (6.32% of the site). The primary purpose of the final plat is to plat the 160-lot single-
family residential component of the site so that building permitting may begin shortly after
completion of the public infrastructure. The multi-family and commercial tracts will be
platted and prepared for development as well, but permitting will likely trail the single-
family phase.
City Council approved the preliminary plat on February 10, 2020. The final plat is
consistent with the approved preliminary plat.
LAND USE PLAN: This area is designated on the Land Use Plan as Urban Village. This
designation promotes sustainable, pedestrian-oriented, mixed-use development that

provides the opportunity for many uses to coexist within a more compact area. Urban
Villages encourage an efficient, compact land use pattern; support vibrant public spaces;
reduce the reliance on private automobiles; promote a more functional and attractive
community through the use of recognized principles of urban design; allow flexibility in
land use; and prescribe a high level of detail in building design and form. Urban Villages
can come in the form of vertical mixed use, where multiple uses share a single, multi-
story building; or horizontal mixed use, where a diverse set of uses are placed within
close, walkable proximity.
CURRENT ZONING: The property is currently zoned NR-PD Nonresidential Planned
Development. The zoning was approved by City Council on August 12, 2019 (Ordinance
3595). The NR-PD provides for a base zoning district of C-1 Commercial and is intended
to allow for a mixed-use development that includes commercial, multifamily residential,
single-family residential (detached units, bungalows, townhouses) and open space.
TRANSPORTATION PLAN: The development has frontage on the following streets.
Right-of-way dedication is not required for this plat. A 12-foot right-of-way reservation strip
would be added to Lot 2X Block 2 (as shown) to address future dedication requirements
for Boulevard 26. Dedication is not required at this time, but site improvements would not
be permitted within the reservation strip area.

ROUGH PROPORTIONALITY DETERMINATION: The developer is responsible for
100% of all paving, water, sanitary sewer, and drainage infrastructure needed to support
the development in accordance with City design criteria.
PLAT STATUS: The property is currently platted as Lot 1 R1, Block 2, City Point Addition.
CITY COUNCIL: The City Council will consider this request at the November 9, 2020,
meeting following action by the Planning and Zoning Commission.
DRC REVIEW & RECOMMENDATION: The Development Review Committee (DRC)
recommends approval of the plat subject to the attached DRC comments. These
comments include minor revisions to notations and labeling on the drawing, and the
addition of easements and building setback lines.
RECOMMENDATION:
Approve FP 2020-09 with the conditions outlined in the Development Review Committee
comments.

The City of North Richland Hills received this plat on September 16, 2020. The Development Review
Committee reviewed this plat on September 29, 2020.The following represents the written statement of
the conditions for conditional approval of the plat.
1. Change the base name of the subdivision to City Point Addition. Update this reference on the
drawing, title block, dedication statement, and other relevant instances. NRH Subdivision Regulations

2. Revise the title block to reference Block 3 through 11 (rather than Block 2). NRH Subdivision Regulations

3. In the title block, the instrument number does not appear to reference the current plat of the
property as noted in the opening section of the owner's dedication. The title block references
D214125258 and the dedication references D219052181.Verify and update the plat as necessary.

4. Increase the scale of the drawing to at least 1 inch=60 feet.This will help make the drawing more

13. Proposed street names are subject to change. The final determination will be made by City
Council. The "Public Alleys" in Block 5 will require street names, as lots that face the open space
will be addressed as Mews lots on the open space. Whatever street name "Stapylton Ave" ends
up being, reference that name on the "unnamed 60 foot public right-of-way"to the east as well.

14. The plat does not show any of the multiple existing platted easements for both public and
franchise utilities. Provide a plan showing how easement abandonment will be addressed. See

SUMMARY:
MM City Point 53 LLC is requesting approval of a final plat of City Point Addition Phase
3. This 5.897-acre property is located at 4201 City Point Drive.
GENERAL DESCRIPTION:
The property is located on the west side of City Point Drive
and north of Glenview Drive. The site is immediately east .me
of city hall. The property is vacant.
The proposed development includes 46 single-family

residential lots. The concept plan approved as part of the
PD zoning is shown at right. The average lot size is 3,241 �
square feet. The typical lot is 40 feet wide and 78 feet

The development also includes four open space lots
totaling approximately 0.808 acres (13.7% of the site). �

City Council approved the preliminary plat on February F,
10, 2020. The final plat is generally consistent with the - --
approved preliminary plat, except for one item that is
covered in the attached DRC Comments to be addressed
prior to plat filing.
LAND USE PLAN: This area is designated on the Land

Use Plan as Urban Village. This designation promotes
sustainable, pedestrian-oriented, mixed-use development

that provides the opportunity for many uses to coexist
within a more compact area. Urban Villages encourage an

efficient, compact land use pattern; support vibrant public spaces; reduce the reliance on
private automobiles; promote a more functional and attractive community through the use
of recognized principles of urban design; allow flexibility in land use; and prescribe a high
level of detail in building design and form. Urban Villages can come in the form of vertical
mixed use, where multiple uses share a single, multi-story building; or horizontal mixed
use, where a diverse set of uses are placed within close, walkable proximity.
CURRENT ZONING: The property is currently zoned NR-PD Nonresidential Planned
Development. The zoning was approved by City Council on August 12, 2019 (Ordinance
3595). The NR-PD provides for a base zoning district of C-1 Commercial and is intended
to allow for a mixed-use development that includes commercial, multifamily residential,
single-family residential (detached units, bungalows, townhouses) and open space.
TRANSPORTATION PLAN: The development has frontage on the following streets. The
plat includes a ten-foot right-of-way dedication for City Point Drive.

PLAT STATUS: The property is currently platted as Lot 2, Block 1, City Point Addition.
CITY COUNCIL: The City Council will consider this request at the November 9, 20207
meeting following action by the Planning and Zoning Commission.
DRC REVIEW & RECOMMENDATION: The Development Review Committee (DRC)
recommends approval of the plat subject to the attached DRC comments. These
comments include minor revisions to notations and labeling on the drawing, the addition
of easements, and the increase in lot width for open space Lot 1X Block 1.
RECOMMENDATION:
Approve FP 2020-10 with the conditions outlined in the Development Review Committee
comments.
