ORDINANCE NO. 690
AN ORDINANCE PROVIDING THAT ROSS ROAD BETWEEN F.M. 1938
AND THE SOUTH RIGHT-OF-WAY LINE OF NORTH RICHLAND
BOULEVARD BE VACATED, ABANDONED AND CLOSED; PROVIDING
FOR THE REVERSION OF THE INTEREST OF THE CITY OF NORTH
RICHLAND HILLS IN SAID LAND; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS:
SECTION 1.
That Ross Road between F.M. 1938 and the south right-of-way
line of North Richland Boulevard be and the same is hereby closed,
abandoned and the dedication of same is permanently vacated as a street
or public thoroughfare of any kind or character whatever, save and except
that all easements are reserved for any and all existing utilities and
storm drainage.
SECTION 2.
That the interest of the City of North Richland Hills in the
fee to the land in said street is hereby released and shall revert to the
adjacent owners of the fee as provided by law, however, such release shall
not affect the City's easements.
SECTION 3.
That all ordinances or parts of ordinances in conflict herewith
are hereby repealed.
SECTION 4.
That this ordinance shall take effect and be in full force and
effect from and after the date of its passage.

DESCRIPTION OF STREET R.O.W. ABANDONMENT
SITUATED in the City of North Richland Hills, Tarrant County, Texas, and
presently being a portion of a dedicated city street (Ross Road) in the
W. W. Wallace Survey, Abstract No. 1606, and being more particularly
described as follows:
BEGINNING at a point in the South line of North Richland Blvd., said point
also being in the West line of said Ross Road, and said point being the
Northeast corner of Lot 12, Block 9, Holiday North Addition, Section 6, as
recorded in Volume 388-115, Page 88, of the Plat Records of Tarrant County,
Texas;
THENCE, South 0 degrees, 07 minutes West along the West line of said Ross
Road and the East line of said Holiday North Addition, Section 6, passing
the Southwest corner of Tract A, Block 24, said Holiday North Addition,
Section 6, at a distance of 628.87 feet and continuing 46.18 feet for a
total distance of 675.05 feet to the Southeast corner of Lot 5, Block 9, of
said subdivision, said point also being the intersection of the West line of
Ross Road and the North line of a 75 foot TESCO right-of-way;
THENCE, South along the West line of Ross Road, said line also being the
East line of Tract 20A out of W.W. Wallace Survey, Abstract 1606, as
conveyed to Texas Electric Service Company by deed recorded in Volume 2864,
Page 443, of the Deed Records of Tarrant County, Texas, a distance of
82 feet to the intersection of the West line of Ross Road and the South
line of said TESCO right-of-way, said point also being the intersection
with the East line of Tract 20, out of the W.W. Wallace Survey, Abstract
1606, as conveyed to Richland Enterprises by deed recorded in Volume 6248,
Page 615, of the Deed Records of Tarrant County, Texas;
THENCE, South 0 degrees, 22 minutes West along the East line of said
Tract 20 and the West line of said Ross Road a distance of 549.35 feet
to a point; said point being the Northeast corner of Lot 26, Block 20,
Holiday North Addition, Section 4, as recorded in Volume 388-75, Page 4,
of the Plat Records of Tarrant County, Texas;
THENCE, North 12 degrees, 37 minutes, 30 seconds East for a distance of
249.31 feet to a point, said point being the intersection of the West line
of F.M. 1938 with the East line of Ross Road; said point also being the
Southern corner of Tract 178, W. W. Wallace Survey, Abstract 1606, as
conveyed to Calvin E. Stewart by deed recorded in Volume 4993, Page 780,
of the Deed Records of Tarrant County, Texas;
THENCE, North 0 degrees, 07 minutes West along the West line of said Tract 17B
and the East line of said Ross Road a distance of 327 feet to a point, said
point being the Northwest corner of said Tract 17B and said point also being
the Southwest corner of Tract 17A, W. W. Wallace Survey, Abstract 1606, as
conveyed to Texas Electric Service Company by deed recorded in Volume 2840,
Page 112, of the Deed Records of Tarrant County, Texas;

THENCE, North 0 degrees, 07 minutes West along the West line of said Tract 17A
and the East line of said Ross Road a distance of 107 feet to a point, said
point being the Northwest corner of said Tract 17A and said point being in
the South line of Tract A, Block 24, said Holiday North Addition, Section 6;
THENCE, North 0 degrees, 07 minutes East along the East line of Ross Road
a distance of 628.87 feet to a point in the North line of said Tract A, said
point also being the intersection of the South line of said North Richland
Blvd. and the East line of said Ross Road;
THENCE, North 89 degrees, 44 minutes West a distance of 50 feet to the point
of BEGINNING and containing 1.3801 acres of land.
