REGULAR MEETING
The City Council of the City of North Richland Hills, Texas met as the Landscape Review
Board on the 28th day of October after the 7:00 p.m. City Council meeting.

Chair Trevino called the meeting to order at 7:41 p.m.

C.2 LRB 2019-05 PUBLIC HEARING AND CONSIDERATION OF A REQUEST
FROM TEXAS BLUEBONNET REALTY LLC FOR A VARIANCE TO CHAPTER
114 (VEGETATION) OF THE NORTH RICHLAND HILLS CODE OF
ORDINANCES AT 8161 AND 8165 PRECINCT LINE ROAD, BEING 3.191
ACRES DESCRIBED AS TRACTS 5, 5D, 5F AND 5M, W.C. NEWTON
SURVEY, ABSTRACT 1182; TRACTS 8B1, 8C1, 8E1, AND 8F, THOMAS
PECK SURVEY, ABSTRACT 1209; AND TRACT 8J, STEPHEN RICHARDSON
SURVEY, ABSTRACT 1266.
Chair Trevino opened the public hearing and called on Principal Planner Clayton
Husband to present the item.
Mr. Husband presented staff's report informing the Board the applicant is requesting
variances from the masonry screening wall requirement and width of the required
landscape buffer yard adjacent to single-family residential property. The site is located at
8161 and 8165 Precinct Line Road for proposed medical office buildings.
Applicant representative Drew Donosky with Clay Moore Engineering, 1903 Central
Drive, Bedford, Texas, presented the request. Mr. Donosky stated they are requesting a
two part variance. In lieu of a masonry screening wall we are requesting a six foot board
on board wooden fence to be installed along the western perimeter. Mr. Donosky shared
some history on the property including the relocation of an existing home on the
property. The second part of the variance request is to reduce the western buffer yard
from a fifteen (15) foot to a thirteen (13) foot buffer to allow for full size parking in that
area.
Mr. Husband stated the landscape plan for this location is 3.192 acres and requires
fifteen (15) percent landscaped area and the applicant is providing twenty seven (27)
percent. The applicant is requesting two variances; the first request is to reduce the width
of the landscape buffer yard to thirteen (13) feet at the western property line to include
ten (10) live oak trees and Bermuda grass sod. All other standards for this area have
been met. Mr. Husband stated the second variance request is for a six (6) foot board on
board cedar fence with steel posts and fence cap as an alternative to the required
standard of a six (6) foot masonry screening wall. Mr. Husband reviewed options for
consideration by the Board and was available to answer questions from the Board.

The Board discussed fencing and current and future vehicle access for the property.
Chair Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Chair Trevino asked if there was anyone in the audience wishing to speak on the item to
please come forward. There being no one wishing to speak, Chair Trevino closed the
public hearing.
Board and staff discussed wooden fence and future access to the property.
A MOTION WAS MADE BY BOARD MEMBER WELCH, SECONDED BY BOARD
MEMBER TURNAGE TO DENY THE VARIANCE REQUEST TO SECTION 114-72(c)
(2) FOR THE WOODEN FENCE AND APPROVE THE VARIANCE REQUEST TO
SECTION 114-72(b) TO ALLOW A 13-FOOT LANDSCAPE BUFFER YARD ON THE
WEST PROPERTY LINE ONLY.
MOTION CARRIED 7-0
