Chair Kusmierski called the meeting to order February 3, 2020 at 6.00 p.m.

AND RECREATION BOARD MEETING.

E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPDATE
Mr Frank Perez, NRH2O General Manager, provided an update on activities at NRH2O.
- Polar Plunge was held on February 1 with over 100 plungers. Plungers braved the cold
weather of 39 degrees and water temperatures in the low 40's. Final numbers were not
yet available, but on average, NRH2O helps raise approximately $15,000 for the Special
Olympics.
- NRH2O has begun the hiring process for the 2020 season. Training will begin in late
February and early March.
- NRH2O will celebrate its 25th Anniversary this year. Staff have planned some exciting
promotions and celebrations all season long. Updates will also be made to staff uniforms,
signage, website and other marketing materials highlighting the 25th Anniversary.
E.2 PARKS CAPITAL PROJECTS UPDATE.
Mr. Bill Thornton, Assistant Director, presented an update on the following capital
projects.
- Fossil Creek Park Mountain Bike Trails - Staff negotiated a contract with Baird
Hampton and Brown for the design of the mountain bike trails at Fossil Creek Park. Staff
presented the plan to City Council and received their full support for proceeding with the
project.
- Linda Spurlock Park Renovation - Construction drawings are nearing completion The
project is scheduled to go out for bid in January.
Mr Joe Pack, Senior Park Planner, presented an update on the following capital
projects.
- Park System Signage -Turner Sign Systems of Richland Hills was awarded the Park
System Signage project and will begin demolition of the old signs the last week of
January. Fabrication of the steel beams for all 11 new signs is underway

- Iron Horse Golf Course Improvements - Fleetwood Services continues to work on
Section A of the golf course
E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE.
Mr Gary Bechthold, Parks Superintendent, presented an update on Parks Maintenance
and Operations activities.
-All park maintenance staff attended a facility management program (5S) that teaches
organizational strategies and principles in maintaining park operational facilities.
- Five maple trees in front of City Hall are being removed and replaced by park staff.
- NRH shares an inter-local contract with the Cities of Southlake and Keller for tree
service. The contract is currently out for bid and should be awarded soon.
- Park staff have begun preparing the sports fields for league play which should begin in
February.
- Park staff installed a new slide at Liberty Park and Adventure World received 100
yards of playground fall zone material
- Staff is also applying chemical applications for weed control to selected parks,
medians and rights-of-ways.
E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE.
Ms. Adrien Pekurney, Assistant Director presented an up-date on activities at the NRH
Centre, Grand Hall, Athletics, Senior Center, Events, Cultural Arts and the Tennis Center
-The NRH Centre is having a variety of membership promotions through February 29,
2020.
- The 2020 Summer Discover Brochure will be available at the end of April and will
feature programs and events taking place June 2020 thru August 2020.
- Early registrtion for the 2020 Summer Day Camp program was held on January 24
and is currently 90 - 95% full.
- Winter athletic leagues began in January and consists of volleyball, and basketball
- NRH Athletics will welcome back softball leagues to Northfield Park beginning in March
2020.
- The Seniors will be celebrating "American Heart Month" at the monthly luncheon on
February 19.
- Richland Tennis Center hosted thirteen tournaments in February.
- The 2020 Sounds of Spring Concert Series lineup was announced and will include
performances by Tejas Brothers, King George, Double Vision, Even It Up, BackRoads
and Bad Moon Rising. The concert series will kick-off on April 17.

Ms Vickie Loftice, Managing Director, congratulated Board Member Dianne Spradling
on the gardening workshop which had over 100 people in attendance.
Board Member Tracye Tipps congratulated Joe Pack on receiving the Employee of the
Year Award for Parks and Recreation.
G. ADJOURNMENT
Chair Kusmierski adjourned the meeting at 6:30 p.m.
