ACTION ITEMS C.1 APPROVAL OF MINUTES OF THE FEBRUARY 3, 2020 PARKS AND RECREATION BOARD MEETING. APPROVED A MOTION WAS MADE BY BOARD MEMBER SPRADLING, SECONDED BY BOARD MEMBER MITCHELL, TO APPROVE THE MINUTES OF THE FEBRUARY 3, 2020 PARKS AND RECREATION BOARD MEETING. MOTION TO APPROVED CARRIED 6-0 C.2 ELECTION OF CHAIR AND VICE-CHAIR APPROVED A MOTION WAS MADE BY BOARD MEMBER TRACYE TIPPS, SECONDED BY BOARD MEMBER VANESSA COPELAND, TO NOMINATE MARTY KUSMIERSKI FOR THE POSITION OF CHAIR AND MIKE FILIS FOR THE POSITION OF VICE-CHAIR. MOTION TO APPROVE CARRIED 7-0. C.3 RECOMMEND CONVERSION OF FIELD #1 AT FOSSIL CREEK PARK TO A MOUNTAIN BIKE "PUMP TRACK" AND FORWARD A RECOMMENDATION TO CITY COUNCIL FOR THEIR CONSIDERATION. APPROVED Managing Director Vickie Loftice presented to the Park and Recreation Board information pertaining to the proposed conversion of Field #1 at Fossil Creek Park to a mountain bike "Pump Track" Improvements to Fossil Creek Park was identified as a top three priority in the update to the 2016 Parks System Master Plan. Located south of IH 820, the park is one of the city's four original parks. The North Richland Girls Softball League operated solely out of Fossil Creek Park for more than 25 years, prior to moving to Walker's Creek Park in 1998. With current limited use of the park, vandalism and homeless encampments have increased causing unsafe August 03, 2020 Parks and Recreation Board Meeting Minutes Page 2 of 6 and unappealing park conditions. With these issues in mind, the Park and Recreation Board, at their December 2019 meeting, approved staffs recommendation to add mountain bike trails at Fossil Creek Park. Construction of the mountain bike trails is expected to begin in October and will be completed in January 2021 To further provide positive uses of the park, staff is recommending a mountain bike "pump track" on softball field #1. Through a park use agreement, the project would be constructed and maintained by the Fort Worth Mountain Bike Association, Bonsai Bikes and volunteers. Depending on fundraising by the volunteers, the track would open in early 2021 A MOTION WAS MADE BY BOARD MEMBER KATE BECK, SECONDED BY BOARD MEMBER RUSS MITCHELL, TO RECOMMEND THE CONVERSION OF FIELD #1 AT FOSSIL CREEK PARK TO A MOUNTAIN BIKE "PUMP TRACK" AND FORWARD THE RECOMMENDATION TO CITY COUNCIL FOR THEIR CONSIDERATION. MOTION TO APPROVED CARRIED 7-0. D. PRESENTATION / DISCUSSION ITEMS D.1 LINDA SPURLOCK PARK RENOVATION UPDATE Mr Joe Pack, Senior Park Planner, presented an update on the renovation of Linda Spurlock Park. D.2 FOSSIL CREEK MOUNTAIN BIKE TRAILS UPDATE Mr Joe Pack, Senior Park Planner, updated the Parks and Recreation Board on the Fossil Creek Park Mountain Bike Trails project. Baird, Hampton and Brown began design services for the bike trails in March 2020. The project will include two trails, one with 2.65 miles of trails and the other with 1.67 miles of trails for a total of 4.32 miles. The trails are designed for one way traffic and are available to hikers and cyclists. D.3 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION FY2021 OPERATING BUDGET Ms. Vickie Loftice, Managing Director of Community Services, updated the Parks and Recreation Board on the Park and Recreation Facilities Development Corporation FY2021 Operating Budget. Formal council adoption is anticipated for August 17, 2020. August 03, 2020 Parks and Recreation Board Meeting Minutes Page 3 of 6 D.4 PARK AND RECREATION FACILITIES DEVELOPMENT CORPORATION FY2021 CAPITAL BUDGET Ms Vickie Loftice, Managing Director of Community Services, updated the Parks and Recreation Board on the Park and Recreation Facilities Development Corporation Capital Improvement Program FY2021 Budget. New projects include: -Annual Tree Planting - NRH Centre Fitness Equipment Replacement - NRH Centre Grand Hall AV Projectors Replacement - Park Infrastructure Maintenance - Richfield Park Tennis/Pickleball Court Replacement - RTC Infrastructure Maintenance Formal council approval is scheduled for August 17, 2020. E. DEPARTMENT UPDATES E.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, Aquatic Park General Manager, updated the Parks and Recreation Board on activities at NRH2O Family Water Park. - NRH2O's 2020 season consisted of 16 days of operation from June 15, thru June 30. Due to COVID-19, the City of NRH made the determination to cancel the remainder of the 2020 season - Mr. Perez presented a PowerPoint presentation showing the impact of COVID-19 to the water park's 2020 season - Even with the early closure of the park, NRH2O was still able to participate in the World's Largest Swimming Lesson for the 11th consecutive year. E.2 PARKS CAPITAL PROJECTS UPDATE Mr. Joe Pack, Senior Park Planner, presented an update on Parks Capital Projects. - Trail and On-Road Safety Projects -This is a transportation enhancement program, federally funded project where 80% is being funded by federal funds and 20% by city funds Due to a delay by the TxDOT environmental review team, the process to begin bidding has been delayed until after the beginning of the next fiscal year. - Iron Horse Golf Course Enhancements - The contractor is entering the final phase of renovations at Iron Horse Golf Course The grand reopening is scheduled for September. August 03, 2020 Parks and Recreation Board Meeting Minutes Page 4 of 6 E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, presented an update on Parks Maintenance and Operations. - Park maintenance staff, led by Matthew Johnston, Landscape Horticulturist, renovated the landscaping at Iron Horse Golf Course Clubhouse They installed new landscape material, refurbished the hardscape and installed new turf. The project took approximately four weeks to complete with a 5-person crew. -Tanner Arwine, Parks Assistant Superintendent, was the project manager for the renovation of the interior and exterior of the Iron Horse Golf Course Clubhouse. Tanner managed a large array of vendors, contractors and park staff in the complete restoration of the clubhouse. Tanner also managed the installation of new tee markers and various course signs. E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND TENNIS CENTER, PROGRAMS AND SERVICES UPDATE Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, provided an update on the NRH Centre, Grand Hall, Athletics, Senior Center, Richland Tennis Center, Programs and Services. - COVID-19 restrictions and adjustment of hours. -Wellness programs offered through the NRH Centre. - Private and small group swim lessons - Camp NRH update. - Community Wedding at the NRH Centre. - Summer Adult Slow-Pitch Softball league registration. - Operation of Walker's Creek Park. - Round the Town with Oscar. - Senior Center transitioned to a "Virtual Senior Center". - NRH Senior Center Ambassador Program. - Richland Tennis Center activities. - Iron Horse Golf Course Logo - NRH2O Website update. - New signage for Tipps Canine Hollow. - July is National Parks and Recreation Month.
