A. CALL TO ORDER
Ms Vickie Loftice, Managing Director of Community Services, stated that tonight's Parks
and Recreation Board meeting will be conducted using Webex video conference in order
to observe physical distancing to mitigate the spread of COVIDI9.

D. PRESENTATION / DISCUSSION ITEMS
D.1 YOUTH SPORTS ASSOCIATIONS ANNUAL PRESENTATIONS
Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, introduced each of
the Youth Associations who presented their annual reports to the Parks and Recreation
Board.

D.2 WALKER'S CREEK PARK ATHLETIC COMPLEX MANAGEMENT UPDATE
Ms. Adrien Pekurney presented an update on the management and utilization of Walker's
Creek Park Athletic Complex.
Over the past decade there has been a significant decline in girl's recreational softball
leagues at Walker's Creek Park. Just like with other youth sports, select teams and
tournament play dominate youth sports. With that in mind, the Parks and Recreation
Department has decided to now manage all field use reservations and tournaments at
Walker's Creek Park. The benefits of internally managing athletic events at Walker's
include increased use and increased revenue Michael Richardson, Athletic Programs
Coordinator will manage the program and NRH2O will operate the concession facility
during tournaments.
E. DEPARTMENT UPDATES
E.1 NRH2O FAMILY WATER PARK UPDATE
Mr. Frank Perez, Aquatic Park General Manager, updated the Parks and Recreation
Board on activities at NRH2O Family Water Park.
- NRH2O is currently working with Tarrant County and a private contractor to provide
free COVID-19 testing in the parking lot of the water park. Anyone can get a test whether
or not they live in Tarrant County To register, simply go to Texas.curativeinc.com and fill
in the required information
-With the Annual Doggie Beach Bash being postponed until next season, the park
conducted a contest for the best picture from a prior Doggie Beach Bash event. Each
entrant and voter was reminded of the mission of the NRH AARC and shown a link to help
them with needed supplies
- NRH2O staff has taken over operations of the concession stands at Walker's Creek
Park and Northfield Park. This is a great opportunity to generate revenue as well as help
build the revenue leadership team during the off-season
E.2 PARKS CAPITAL PROJECTS UPDATE
Mr Joe Pack, Senior Park Planner, presented an update on Parks Capital Projects.
- Fossil Creek Park Mountain Bike Trails - Plans and specifications were completed by
Baird, Hampton and Brown in early August 2020. Competitive bids were solicited for
construction of the project. The bid was awarded to Shadow Trail Designs, a local

mountain bike trail builder with several years of relevant experience. Construction is
expected to begin in early November and anticipated to be complete in Late February
2021.
- Linda Spurlock Park Renovation - Dean Construction has made significant progress on
the project to date. Drainage renovations are complete and the construction crews are
working on the sanitary sewer, water utilities and building foundation for the new
restroom building The playground will be installed upon delivery of the structures.
- Completed projects - Iron Horse Golf Course Renovation is complete and the Park
Entry Signs are complete.
- New Projects - New projects for 2021 include the Annual Tree Planting, Park
Infrastructure Maintenance, Richfield Park Tennis/Pickleball Court Replacement and RTC
Infrastructure Maintenance.
E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE
Mr Gary Bechthold, Parks Superintendent, provided an update on parks maintenance
and operations activities.
- Park staff have been prepping sports fields for both adult and youth league play.
During this time of year, staff is responsible for preparing weekly, 30 various sport fields
for league and tournament play.
- The ROW mowing crew have been battling long stem weedy grasses this fall. Blue
Stem grass is the prevalent weedy grass seen on the medians and pops up just days
after being mowed, causing a less than desirable look.
- Pre and post weed control applications were applied to various parks and sport fields
- Green Valley and Dick Faram Park playground shade structures were damaged from a
recent windstorm New shade fabric and hardware have been ordered for both parks
Luckily, the Green Valley shade fabric and hardware is still under warranty. Also
damaged during the storm was a set of soccer goals at Green Valley Park. Staff quickly
ordered a new set and it is already in place for league play.
- Promotions - Two park maintenance staff , Matt Rohmer and Jason Smith, were
promoted from Maintenance Worker Ito Maintenance Worker II.
E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE

Ms. Adrien Pekurney, Assistant Director, provided an update on activities at the NRH
Centre, Grand Hall, Athletics, Senior Center, and Richland Tennis Center
- The NRH Centre aquatics division have helped more than 100 swim lesson participants
advance their swimming skills during the months of August and September. Also, local
swim teams that have been relocated from their normal training facilities have been using
the lap lanes at the NRH Centre during off peak times. This is the fifth week that teams
from RHS, BHS and LD Bell have been using the NRH Centre which has enabled us to
generate revenue while assisting the schools with practice facilities.
- Group Fitness is back at the NRH Centre with 25 classes offered weekly including
yoga, cycle, POUND, total body, Zumba and water aerobics classes.
-Youth gymnastics made its way back to the NRH Centre in September with added
safety protocols in place.
- NRH Centre preschool classes began in September and will run through May 2021.
- Revenue for the Grand Hall has been impacted due to the closure of City facilities in
mid March. The total revenue impact of confirmed, canceled, Grand Hall booked events
is $206,894. With the gradual reopening of operations at limited capacity, staff is
reaching out to former clients to book holiday functions and events.
-Adult softball at Northfield Park continues to show strong participation numbers. Both
the summer and fall seasons eclipsed 100 teams for the first time in over three years.
New this year will be the offering of two sessions of winter adult softball using a
temporary 250 foot fence, instead of the traditional 300 foot fence. This style of softball is
more popular and in higher demand during the colder months of the year. Enrollment is
anticipated to be close to 80 teams for the winter leagues as NRH will be one of the only
cities to offer this program in the DFW area.
- Rental usage at Walker's Creek Park and Cross Timbers Park Field #3 is completely
full for our fall season, with five tournaments scheduled at Walker's Creek Park in
coordination with USA Softball-DFW. There are currently seven spring 2021 tournaments
on the reservation calendar as well
- The NRH Senior Center"Chit-Chat" newsletter was delivered to 3,300 emails and
posted on the NRH Senior Center Virtual Senior Center webpage Tom Thumb conducted
a Flu Shot Clinic on Tuesday, September 15 with 30 seniors registered to receive their
shots. A Drive-Thru Luncheon is scheduled for Wednesday, October 21 in partnership
with Celis &Associates. There are 110 pre-registered for the luncheon A Trick-or-Treat
Drive Thru event is scheduled for Monday, October 26 in partnership with Civitas Senior

Living Also a new "Coffee and Conversation" monthly program will debut in October and
will continue the first Friday of each month virtually on the NRH Senior Center's
Facebook site.
- The NRH Senior Center will begin its first on-site activity on Friday, October 9 with a
yoga and Pilates class outside the NRH Centre for a small group of 10. Rani Sood will be
teaching the class with all safety and social distancing guidelines followed.
- Richland Tennis Center will host an Intercollegiate Tennis Association (ITA) UTR
tournament on October 17-18. Players in the tournament will include some top-level
collegiate players. RTC will also be hosting a NCAA Bid 12 Fall Invitational tournament on
November 6-8. Unfortunately due to NCAA and Big 12 restrictions, spectators will not be
allowed to watch the matches.
- The City of NRH is planning the 13th Annual Veterans Day Celebration to honor those
who have served in the armed forces. This year, the event will be virtual, prerecorded
and shown on the city's Facebook page, website and Citicable The event will premier on
Wednesday, November 11 at 11:00 a.m. In addition to the virtual event, a ceremonial
Veterans Day display will be on view in the NRH City Hall Lobby during the Veterans
Day Week. The interactive display will be open daily to the public from Monday,
November 9 through Friday, November 13 Members of the public will be invited through
social media to submit a 4"x6" photo of their loved ones who have served or are currently
serving in the Armed Forces.The photos will be displayed on a portable wall
-Also, noted, the Annual Christmas Tree Lighting Ceremony will also be virtual this year.
Plans are currently in development for this event.
