CALL TO ORDER Ms. Adrien Pekurney, Assistant Director of Parks and Recreation, stated that tonight's Parks and Recreation Board meetingwill be conducted usingWebex video conference in order to observe physical distancing to mitigate the spread of COVID-19. Chair Kusmierski called the meeting to order December 7, 2020 at 6:03 p m. ACTION ITEMS C.1 APPROVAL OF MINUTES OF THE OCTOBER 5, 2020 PARKS AND RECREATION BOARD MEETING. APPROVED A MOTION WAS MADE BY BOARD MEMBER BECK, SECONDED BY BOARD MINUTES OF THE DECEMBER MEMBER COPELAND, TO APPROVE THE7, 2020 PARKS AND RECREATION BOARD MEETING. MOTION TO APPROVE CARRIED 6-0. D. PRESENTATION / DISCUSSION ITEMS D.1 LINDA SPURLOCK PARK RENOVATION UPDATE Mr. Joe Pack, Senior Park Planner, provided an update on the renovation of Linda Spurlock Park. The update included progressive images of the project from July thru December. He also noted that the restroom building should be arriving in mid December and the pavilion in late December. As soon as the restroom building and pavilion are under construction they will begin the Annual Tree Planting project which includes the planting of 11 trees at Linda Spurlock Park. E. DEPARTMENT UPDATES E.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, Aquatic Park General Manager, provided an update on activities at NRH2O Family Water Park. - Planning is underway for the 2021 Summer at NRH2O Staff is keeping up with the latest COVID updates in the industry through various virtual meetings This also allows them to keep the water park COVID protocols up to date with the latest information and will aid in the development of numerous contingency plans in order to allow the park to adapt quickly no matter the operating conditions allowed in 2021 - Chelsea McClain, NRH2O's Marketing & Sales Manager completed a new marketing and sales plan as well as the creation of an updated crisis communication plan for water park management staff. -Work has begun on the Security Camera Project to help improve the camera coverage December 07, 2020 Parks and Recreation Board Meeting Minutes Page 2 of 4 throughout the water park and parking lot. The new and updated cameras will provide better coverage and assist in the safety and security of park guests and facilities. Staff was able to identify savings and expects to be able to put in more than the 10-15 new cameras already planned E.2 PARKS CAPITAL PROJECTS UPDATE Mr Joe Pack, Senior Park Planner, provided and update on capital projects. - Fossil Creek Park Mountain Bike Trails: The construction of the mountain bike trails was awarded to Shadow Trail Designs, a local mountain bike trail builder. Construction began on November 11 and is making significant progress. The trails are expected to be complete in February 2021. - Green Valley Raceway Historical Area: Staff is nearing completion on the master plan for development of the Green Valley Raceway Historical Area. To-date staff have raised half of the funds needed to complete the project. In order to make up the difference, staff has set up a web page for donation opportunities which can be accessed at https.//www.nrhgreenvalleyraceway.com/. E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, provided an update on parks maintenance and operations activities. - Park staff continue to follow all COVID safeguards and protocols put in place for their safety and health while at work. - During the fall months, staff prepared athletic fields for youth and adult sports leagues and tournaments. Once all fall play is complete, staff will begin the renovations of the 30 athletic fields in preparation for spring play. - Staff installed Christmas decoration/lights at the NRH Centre and Library - The Parks Maintenance Division hired two new Maintenance Worker l's. E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND TENNIS CENTER, PROGRAMS AND SERVICES UPDATE Ms. Adrien Pekurney, Assistant Director, provided an update on activities at the NRH Centre, Grand Hall, Athletics, Senior Center, and Richland Tennis Center. - COVID closures and restrictions have had a significant impact on FY20 revenues. The NRH Centre reopened in May after being closed for a short time due to COVID. Staff is still navigating through some very challenging times. - The NRH Centre developed a turn-of-the-year membership special that will run from December 07, 2020 Parks and Recreation Board Meeting Minutes Page 3 of 4 December 2020 to February 2021 - The NRH Centre will be closed on December 24 and 25 for the Christmas holiday. New Year's Eve hours will be from 5:00 a.m to 1.00 p.m. and New Year's Day will be from 8'00am to6:00p.m - The annual gymnasium floor refinishing project was completed in late November - The Grand Hall is happy to report that Compass Christian Church has renewed their contract for use of the Grand Hall for 2021 - NRH Adult Athletics had an extremely successful year in slow-pitch softball. Summer, Fall, and Winter I sessions are sold out, averaging 100+ teams per session - The NRH Senior Center continues with online, virtual and drive-thru programming opportunities. Julie and Jennifer have found several programs to keep them connected with their Seniors One of the events, "Horn Honkin" Bingo was held twice in November and proved to be very popular with the Seniors. In-N-Out Burger provided a Drive-Thru Luncheon on December 16, which as well attended. - Richland Tennis Center will be closed on December 24, 25 and January 1 for the winter holidays. RTC will also close at 3:00 p.m. on December 31. -The NRH Holiday Magic celebrations will look a little different this year. There will be a virtual tree lighting celebration broadcast via Facebook live at 6:00 p.m. on December 3. F.
