CALL TO ORDER Ms. Adrien Pekurney, Director of Parks and Recreation, stated that tonight's Parks and Recreation Board meeting will be conducted using Webex video conference in order to observe physical distancing to mitigate the spread of COVID-19. Chair Kusmierski called the meeting to order February 1, 2021 at 6:07 p.m. Present via video conference. ACTION ITEMS C.1 APPROVAL OF MINUTES OF THE DECEMBER 7, 2020 PARKS AND RECREATION BOARD MEETING. APPROVED A MOTION WAS MADE BY BOARD MEMBER COPELAND, SECONDED BY BOARD MEMBER SPRADLING TO APPROVE THE MINUTES OF THE DECEMBER 7, 2020 PARKS AND RECREATION BOARD MEETING. MOTION TO APPROVE CARRIED 6-0. D. PRESENTATION / DISCUSSION ITEMS D.1 COMMON GROUND NRH COMMUNITY GARDEN UPDATE Ms. Adrien Pekurney, Director of Parks and Recreation, provided an update on the Common Ground NRH Community Garden In December 2020 the congregation at Davis United Methodist Church voted to close their doors At that time, the church was in favor of the Community Garden continuing operations until the sale of the property In January 2021 the Central Texas Conference began overseeing the closure of DUMC and the sale of the property. The City of NRH received a 90 day notice to terminate the Community Garden's lease. City Management is continuing to work with the Central Texas Conference to reach a resolution on the disposition of the garden. At this time, we do not have a definitive timeline but we hope to hear something soon. E. DEPARTMENT UPDATES E.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, NRH2O General Manager, provided an update on activities at NRH2O Family Water Park. - NRH2O Hiring and Training: NRH2O began the hiring process on February 1 for the 2021 season. NRH2O plans to hire 400 plus seasonal team members to provide outstanding guest services to our guests. Anyone interested in employment with the park can go to www.nrh2o.com/jobs for more information. Staff training will begin in late February and early March with the full-time and supervisory team attending management February 01, 2021 Parks and Recreation Board Meeting Minutes Page 2 of 6 training, followed by leadership training and finally the general orientation and department training for all seasonal team members. - NRH2O Security Cameras: The security camera update continues to move forward. The project is being completed in phases with the first phase of placing 15-20 cameras on park buildings to increase coverage in those areas. The second phase will include cameras on attractions and other various areas to supplement and cover as much of the park as possible. - Polar Plunge. The annual Polar Plunge has been postponed due to COVID. The event has been rescheduled for November 13, 2021. E.2 PARKS CAPITAL PROJECTS UPDATE Mr. Joe Pack, Senior Park Planner, provided an update on capital projects. - FY21/22 Parks Capital Projects Budget: Planning is underway for the FY21/22 capital projects budget. - Trail and On-Road Safety Projects: Construction documents are currently being prepared by Kimley-Horn for the 100% professional services and design submittal to TxDOT Once submitted, TxDOT will have 50 days to execute a Federal Project Authorization. Once completed, the City will begin advertising the project for construction This is a safety improvements project for pedestrians and bicyclists. Mr. Pack noted that we will be improving safety crossings along Iron Horse from Cottonbelt northward, the intersection of Iron Horse and Mid Cities and the crossing of the Cottonbelt Trail at Precinct Line Road. We are also placing 911 emergency signs on all our trails every quarter of a mile. - Fossil Creek Park Mountain Bike Trails: Shadow Trail Designs began development of the mountain bike trails at Fossil Creek Park on November 11. Shadow Trail Designs is a "one man show" and has made tremendous progress in a very short amount of time. Shadow is also an avid bicyclist and while constructing the trails, he looks at every detail and takes every opportunity make the mountain bike trails more interesting for bicyclists. - Linda Spurlock Park Renovation: The project is on schedule and should be complete in about a month. Work continues on the pavilion, park sign, general grade work, clean up and installation of grass Mr. Pack said he appreciates all the work done by Dunaway and Dean Construction. They have both done a great job in designing and completing the renovations of the park. - Park Board Chair Marty Kusmierski commented that she would like to walk the Fossil Creek Mountain Bike Trails. Staff will schedule a time. February 01, 2021 Parks and Recreation Board Meeting Minutes Page 3 of 6 E.3 PARKS MAINTENANCE AND OPERATIONS UPDATE Mr. Gary Bechthold, Parks Superintendent, provided an update on parks maintenance and operations activities. - Park staff and contractors have been working on planting and trimming trees. Our contractor performed extensive pruning on the maple trees in front of City Hall. - Staff is continuing renovations on ballfields. Northfield still has softball play going on due to making up bad weather days. - Park staff removed all the Holiday Magic decor and placed it in storage. - Staff ordered replacement playground fixtures. Once received installation will begin. - New security lights were installed at Walker's Creek Park. - Shade structure fabric for Dick Faram Park has been ordered, pending delivery and installation. - The north fence at Ace Park was replaced and staff renovated the landscaping. - Park staff met with the contractors along the Barfield Trail to coordinate the contractor's clean up along the trail due to numerous gas and phone line work. - Park Board Member Russ Mitchell noted that he received comments from a friend regarding some tree limbs that are blocking the view along the trail at Cross Timbers Park near Douglas. Staff responded that we will inspect the area and remove the obstruction. E.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND TENNIS CENTER, PROGRAMS AND SERVICES UPDATE Ms. Adrien Pekurney, Director of Parks and Recreation, provided an update on activities at the NRH Centre, Grand Hall, Senior Center, Richland Tennis Center as well as Programs and Services - Membership promotions continue through February 28, 2021. - Summer Camp NRH registration will be held from January 25 - February 3 for past participants who attended at least six weeks or more of camp. Open registration will begin on February 5. February 01, 2021 Parks and Recreation Board Meeting Minutes Page 4 of 6 - Swim lessons began the week of January 19 and are ongoing. - NRH Athletics continues with Winter Slow-Pitch Softball Leagues into early February, followed by spring leagues beginning in early March. - NRH Athletics will re-introduce outdoor adult Kickball and Bowling in March. - The NRH Senior Center continues with online and virtual programming as well as several drive thru events. - The Senior Center's initiative for the month of January was "NRH Senior Center Gives Back". The initiative focused on collecting new or used towels, washcloths, and old newspapers to be donated to the NRH Animal Adoption and Rescue Center. - Richland Tennis Center revenues have been steady with the exception of bad weather days - RTC has several tournaments scheduled for this spring. - In February, Parks and Recreation will implement a find the "Hearts in the Parks" initiative to coincide with National Heart Health Month. The initiative will run from February 1 through February 15. - Park Board Chair Marty Kusmierski asked about holding Zumba classes outside at the NRH Centre. Staff responded that they are looking at options in the Plaza and other parks for programming opportunities in the spring F.
