HomeMy WebLinkAboutCC 1968-01-22 Minutes MINUTES OF THE CITY COUNCIL MEETING OF THE CITY OF NORTH RICHLAND HILLS TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, MONDAY, JANUARY 22, 1968 7:30 P.M. CALL TO ORDER The City Council meeting was called to order at 7:30 P.M. by Mayor Calvin F. Luper. ROLL CALL PRESENT: Mayor Calvin F. Councilmen: Luper J. R. Hubbard Harold B. Daley Dick Faram James F. Cato J. B. Sandlin Fred Chester STAFF: City Manager, Stephen K. Shutt City Attorney, Marion L. Massey City Secretary, Evalyn R. Reed ABSENT: Councilman P. M. Dodson INVOCATION The invocation of this City Council meeting was given by Mayor Calvin F. Luper. APPROVAL OF THE MINUTES OF PRE- VIOUS MEETING Councilman Chester moved, seconded by Council- man Hubbard, that the minutes of the City Council meeting of January 11, 1968, be approved as submitted. The motion carried by a vote of 6-0. REPORT OF INSURANCE COMMITTEE Councilman Daley, Chairman of the Insurance Committee, reported and recommended to the City Council that the City accept and adopt the proposal of the Connecticut General Insurance Company for HospitaliBation and Life Insurance to cover City employees and further recommended that the City pay the entire premium for all City employees, with any dependent coverage to be paid by the employee. Councilman Hubbard moved, seconded by Councilman Chester, that the City Council accept the recommendation of the Insurance Committee and contract with Connecticut General Insurance Company to supply coverage as proposed with a guaranteed tate for a period of three years and the City shall pay the premium for City employees. The motion carried by a vote of 6-0. RICHLAND HILLS JAYCEES Mr. Pete Peters and Mr. Warren Sampley of the Greater Richland Hills Jaycees appeared before the City Council and reported the plans and progress of the work of the Jaycees on the Library project for the City. At the Calvin F. Luper presented a proclamation to the the week of January 21-27 as JAYCEE WEEK. conclusion, Mayor Jaycees decreeing PRESENTATIONS OF THE MAYOR A. Election Proclamation Mayor Calvin F. Luper presented the Election Proclamation to the City Council calling City Election for the elec~ion of seven councilmen and a Mayor for the City of North Richland Hills as provided by City Charter and as pre- scribed by the laws of the State of Texas and fixed the 2nd day of April, 1968, as the date for the holding of said election. B. Municipal Election Ordinance No. 180 Mayor Calvin F. Luper presented Ordinance No. 180 to the City Council, which is an ordinance camling regular municipal election to be held within the corporate limits of the City of North Richland Hills, Texas, on the 1st Tuesday in April, being April 2, 1968, for the purpose of electing a Mayor and seven City councilmen~ establishing and designating polling places~ maming and designating the èlection of officers and/or officials chosen to hold and conduct said election providing for the payment by said city of the expenses of holding said election~ prescribing the hour said polls shall be and remain open for the casting of ballots and providing seats for candidateà and deadline for filing~ prescribing the form of ballot to be used~ defining qualified voters for said election~ providing for the making and delivering of the returns of said election and for the delivery of the stubs of ballots used in said election to the district clerk of Tarrant County, Texas~ providing for the canvassing by the City Council of said City of the returns of said election~ providing that such election shall be held and conducted in accordance with the laws of the State of Texas for the holding and conducting of general and special elections for State and County officers except as otherwise provided under the authority granted municipalities. Councilman Daley moved, seconded by Councilman Hubbard, that the City Council approve and adopt Ordinance No. 180 as submitted. The motion carried by a vote of 6-0. REPORTS OF THE CITY MANAGER STREETS City Manager, Stephen K. Shutt, reported to the City Council some of the general condi6tmns of various streets within the copporate city limits due to the recent ice and heavy rains. The City crews are presently filling holes with clay and gravel and attempting to make temporary repairs in as many areas as possible. RICHLAND OAKS DRAINAGE The City Manager and Consulting Engineer has made an on-the-spot inspection of most of this area and concludes that some clearing work can be done that would alleviate the situation somewhat for a cost of approximately $2,000.00. Additional investigation of this area is to be made. PUBLIC WORKS INSPECTOR The City Manager has hired a City Inspector to fill the vacancy that has existed since November, 1966. The new Inspector is Mr. Tommy Venable. Also, the City Manager informed the City Council of the resig- nation of C. W. Adcock, Street and Inspectimns Supervisor, effective February 2, 1968, to enter employment with a private firm. This position has not been filled at this time.
