The City Council meeting was called to order at 7:30

The invocation at this City Council meeting was given
by Councilman Dick Faram.

MEETINGS
February 26, 1968
Councilman Hubbard moved, seconded by Councilman Daley,
to approve the minutes of this meeting as submitted.
The motion carried by a vote of 7-0.
Special Meeting March 4, 1968
Councilman Hubbard moved, seconded by Councilman Faram,
to approve the minutes of this special meeting as sub-
mitted. The motion carried by a vote of 4-0, with
Councilmen Daley, Sandlin and Chester abstaining due to
absence from this meeting.
PLANNING AND
ZONING PZ 68-1 This planning and zoning case represents a
request of Mr. Don Forman to rezone Lots 1 and 2, Block
8A, Richland Heights Addition from the present classi-
fication of IF-9 residential to a proposed classification
of Commercial. After review of this case, plat presented and all available
information from the Public Works Department, Councilman Dodson moved,
seconded by Councilman Hubbard, that this case be tabled until March 25,
1968, for further review, investigation and on-site inspection by the
City Council. The motion carried by a vote of 5-2, with Councilmen
Faramand Cato voting no.
PZ 68-2 Request of Mr. F. C. Reconnu to rezone 9.1 acres out of the
W. W. Wallace Survey, Abstract 1606 from its present classification of
Agriculture to a proposed classification of Industrial. Councilman
Hubbard moved, seconded by Councilman Dodson that the city council acc~pt
and approve the recommendation of the Planning and Zoning Commission
to grant and approve this request as submitted. The motion carried
by a vote of 7-0.
CITIZEN
PRESENTATION
Mr. Lucian Smith
Smithfield, Texas
Mr. Smith appeared before the City Council stating
that ~ater to his area was not available through
Tarrant County Water Supply Corporation and advised that Keller Water
System will supply water to the area if the City of North Richland
Hills will allow it. He asked consideration and a report from the
council on this matter.

PRESENTATION
Dr. H. C. Allison
Route 1, Box 17, Smithfield, Texas
Dr. Allison appeared before the City Council stating
he was representing the North Richland Civic League,
a newly formed organization of the citizens of the Northwest portion
of North Richland Hills. Dr. Allison presented a petition to the City
Council stating that certain land was annexed about six years ago and
city utilities such as sewer and water have not been extended, there-
fore, asking and petitioning the City Council to deannex a certain
portion of land, indicated on map attached to the petition. Mayor
Luper advised Dr. Allison of a Policy for Review of Annexation and
Deannexation Requests adopted by the City Council on April 10, 1067,
which in part states that all requests for annexation and deannexation
shall be referred by the City Council to the Planning and Zoning Com-
mission of the City for its study, evaluation and recommendation to the
City Council. Analysis of the request by the City Planning and Zoning
Commission shall be based on the criteria listed below~

3. Municipal Services Provided by City
4. Municipal Services Provided by Other Municipalities
5. Ultimate Responsibility for Services
6. Growth Plans of Other Municipality

ORDINANCE
This item was tabled until a future regular city council
meeting in order to allow the City Council to arrange
for a study session on this ordinance prior to its
adoption.
CONSIDERATION
OF PAYMENT OF
GREELEY AND
HANSEN INVOICE
This item was tabled until March 25, 1968, in order
to allow the City Manager to have a full report for
the City Council of all items involved in this invoice
and the accuracy of the total amount now due Greeley
and Hans en.
COMMITTEE
REPORT
CONCERNING
ROMEX After a report from the Romex committee consisting of
Councilmen Sandlin, Chairman and Faram and Cato,
Councilman Sandlin moved, seconded by Councilman Faram,
that the City Councilmen prepare and approve an
ordinance designed to allow the use of Romex in two
story garden type apartments, the ordinance to be presented to the City
Council at its March 25, 1968 meeting.

The City Manager informed the City Council of the many
requests the City is having for the use of these type
storage buildings to be constructed. After consideration
of this item and the application of Ordinance 179, the
instructed the City Manager to prepare and present to the
an ordinance pertaining to various out buildings on residential

REPORTS
PUBLIC WORKS DEPARTMENT PICK-UP
City Manager, Stephen K. Shutt, presented a tabulation
of bids received by the City for the consideration of
purchase of a pick-up truck for the use of the Public Works Depa~tment
Summarizing the bids the City Manager recommended that the City Council
accept the low bid of Bill McKay Chevrolet Company. Councilman Hubbard
moved, seconded by Councilman Daley, that the City Council accept the
bid of Hudiburg Chevrolet in the amount of $1,848.67 even though it was
a late bid, since they are an "in the city"dealer. The motion failed
by vote of 2-5, with Councilmen Dodson, Faram, Cato, Sandlin and Chester
voting against. Councilman DodsOn moved, seconded by Councilman Sandlin,
that the City Council accept the low bid of Bill McKay Chevrolet,
including 'alternate number l, in the amount of $l,834.58. The motion
carried by a vote of 5-2, with Councilman Hubbard and Daley voting no.
The City Manger advised the City Council he has received confirmation
and approval from the Birdville Independent School District for the
continuance of the Summer Recreation Program on the same basis as
previously handled. This approval had been requested of the Birdville
Independent School District by the City Manager.
MOWING The City is besieged each spring until fall with requests
for cleaning and mowing of property over the entire city. Councilman
Chester moved, seconded by Councilman Hubbard, that the city council
instruct the City Manager to prepare specifications and bid forms for
contract mowing for this year, these in turn to be submitted to the
city council for approval. The motion carried by a vote of 7-0.
LOOP 820 ACCESS ROADS The City Manager advised the city council
that all funds have been received, and are presently in Savings-Escrow
Account, with the exception of one property owner. Councilman Faram
moved, seconded by Councilman Hubbard, that the city council instruct
the City Attorney to immediately take whatever action necessary to
secure the pro rata funds from this property owner for the Loop 820
Access Roads. The motion carried by a vote of 7-0.
Mr. Joe B. Owen asked to appear before the City Council regarding
property in College Hills Councilman Dodson moved, seconded by
Councilman HUbbard, to allow Mr. Owen to appear before the Council.
The motion carried by a vote of 7-0. Mr. Owen advised the council
that water is standing and unable to drain from Lot 1, Block 2,
College Hills Addition, which is located at the corner of Ross Road
and Owens Drive. Mr. Owen is of the opinion that this is due to a
city failure. The City is going to pump the standing water from
this lot and make a complete study of the situation.
ADJOURNMENT
Councilman Daley moved, seconded by Councilman
Sandlin, that the City Council meeting be adjourned.
