THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, HELD

The Special Meeting of the City Council was called to order by
Mayor Calvin F. Luper, at 7: 00 P. M.

OFFICIAL PRESENTATION OF THE 1968-69 OPERATING BUrnET FOR THE
CITY OF NORTH RICHLAND HILLS AND SETTING A DATE FOR PUBLIC HEARING
City Manager, Stephen K. Shutt presented the operating budget for
1968-69 to the City Council, as prepared by his office, for review
and consideration. The City Manager's presentation was as follows:
"I am hereby submitting the proposed budget for 1968-69. The pro-
posed budget as submitted is balanced within funds available to the
City.
Proposes a tax increase of 20¢ in keeping with our needs
to meet the Capital Improvements Project for the coming year.
Contains funds for the upgrading of salaries throughout the
City where merited.
Contains funds for the addition of two new men in the fire
Department so that the City can provide 24 hour stand-by
fire protection.
Contains funds for the addition of one Warrant Officer -
Dectective to take the increasingly heavy burden of paper
serving and criminal investigation off of Uniform Patrol.
Contains funds for the addition of two operator - laborers
to the public works department which will enable that
department to field three adequate work crews rather than
two, as well as adequately maintain the City Park in the
summer time.
Contains funds for a new police unit to replace unit #142
and calls for the retention of the present unit #142 as a
detective's car.
ADJOURNMENT
Contains funds for the addition of a new pumper for the
fire department to supplement the one pumper we now have,
and miscellaneous equipment to upgrade the fire fighting
ability of the department as well as provide better safety
features for the men.
Contains funds to acquire a larger asphalt distributor and
proper weight steel wheel roller to enable the Public Works
Department to carry out an effective street maintenance
program. Also contains funds for a used pick up for the
sign and traffic man.
Contains funds for the purchase of an automobile for the
City Manager's office in lieu of the auto allowance now paid.
Contains funds for Capital Improvements in the City Park.
Contains funds to pay outstanding engineering and planning
fees to Greeley and Hanson and Bob Hollin.
Contains funds for a badly needed codefication of the City
Ordinances.
The total revenue available to the City is $515,312.50. The obligation
for capital improvements is $69,207.50, leaving $446,105.00 for general
operation of the City. The cost to operate the City as proposed in
this budget is $446,105.00.
The Staff and myself have worked diligently to prepare a meaningful,
well balanced budget which will meet the minimum needs of a growing,
well operated community. I sincerely believe that these efforts
and this budget deserves at the least your honest and sincere con-
sideration, keeping in mind we must keep abreast of increased salary
needs, equipment requirements and the quality of service we must
provide. This budget I feel is realistic in that it is not penny-
wise and dollar poor ncr is it excessive."
Councilman Daley moved, seconded by Councilman Cato, that the City
Council accept the presentation for the 1968-69 operating budget
for review and consideration prior to adoption. The motion carried
by a vote of 5-0.
Councilman Hubbard moved, seconded by Councilman Dodson, that the
City Council officially establish a Public Hearing for the 1968-69
Budget at 7:30 P. M., September 23, 1968. The motion carried by a
vote of 5-0.
There being no further items on the agenda to be considered, Council-
man Riddle moved, seconded by Councilman Hubbard, that the Special
Meeting of the City Council be adjourned.
