The obligation for capital improvements is $69,207.50, leaving $446,105.00 for general operation of the City. The cost to operate the City as proposed in this budget is $446,105.00. The Staff and myself have worked diligently to prepare a meaningful, well balanced budget which will meet the minimum needs of a growing, well operated community. I sincerely believe that these efforts and this budget deserves at the least your honest and sincere con- sideration, keeping in mind we must keep abreast of increased salary needs, equipment requirements and the quality of service we must provide. This budget I feel is realistic in that it is not penny- wise and dollar poor ncr is it excessive."
