Councilman Daley moved, seconded by Coucilman Faram,
that the City Council approve this Contract. The
motion carried by a vote of 7-0.

ORDINANCE CALLIID AN ELECTION
Councilman Faram moved, seconded by Councilman
Hubbard, that the City Council adopt the Ordinance
Calling An Election. The motion carried by a vote
of 7-0.

RESOLUTION AND ORDER of the City Council of the
City of North Richland Hills, Texas, ordering that
an election be held in said City on the 25th day
of March, 1969, for the purpose of submitting to the
resident qualified electors of the City who own
taxable property in the City and who have duly rendered
the same for taxation, propositions for the issuance
of bonds of said City; designating the places at
which said election shall be held, appointing the
officers of said election; providing for notice of
said election; enacting provisions incident and
relating to the subject and purpose of said resolution
and order.
Councilman Daley moved, seconded by Councilman Faram,
that the City Council adopt this Resolution and Order.
The motion carried by a vote of 7-0.

A RESOLUTION AND ORDER of the City Council of the
City of North Richland Hills, Texas, calling and
making provision for an election to be held within
the City of North Richland Hills, on the question of
whether the City Council will be empowered to sell
a part of the North Richland Hills Waterworks and
Sanitary Sewer System, if and when same is acquired
by purchase with the proceeds of a bond issue to be
voted upon at an election on March 25, 1969.
Councilman Hubbard moved, seconded by Councilman
Sandlin, that the City Council adopt this Resolution
and Order. The motion carried by a vote of 7-0.

(2) 3-304 - Contract 4s - BID AWARD
Consulting Engineer, William R. Ratliff informed
the City Council that bids have been received from
the following on Job No. 3-304 4s, CIP Street and
Drainage Improvements; bid date March 3, 1969:
Texas Bithulithic Company
Austin Road and Worth Construction
S.R.O. Asphalt, Inc.
Councilman Hubbard moved, seconded by Councilman
Faram, that the City Council award low bid as
recommended by the City Engineers to Texas
Bithulithic Company, contract price of $171,290.50,
and authorize the City Engineers to use alternate
design after the streets are opened and laboratory
tests are performed. The motion carried by a vote
of 7-0.
ADJOURNMENT
Councilman Riddle moved, seconded by Councilman
Cato, that this special City Council meeting be
adjourned, there being no further items on the
agenda for consideration.

WHEREAS, the City Council of said City deems it
advisable to enter into a contract with Trinity River
Authority of Texas for the purpose hereinafter stated;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF NORTH RICHLAND HILLS:
1. That an election shall be held in said City on
the 25th day of March, 1969, in the regular Election Precincts
of said City, and at the regular Polling Places, as hereinafter
set forth:

In Election Precinct No. 1 (consisting of all those parts
of County Voting Precincts Nos. 42 ånd 140 located within the'
City limits of North Rich1and Hills, Texas), at the City Hall,
4101 Morgan Circle, North Rich1and Hills, Texas;
In Election Precinct No. 2 (consisting of all those
parts of County Voting Precincts Nos. 32, 41 and 131 located
within the City limits of North Richland Hi11s,-Texas), at the
Fire Station Number 1, 8200 Main Street, North Rich1and Hills,
Texa s .
The Presiding Judge and an, Alternate Presiding Judge
for each Election Precinct shall be appointed, and the maximum
number of Clerks which may be selected to serve at said elec=
tion shall be fixed by the Mayor as provided by law.

shall be conducted for said election. For the period âbsentee
voting is permitted by law, the hours designated for absentee
voting shall be the official office hours of the City Secretary;
and the aforesaid clerk shall keep said absentee voting place
open during such hours for absentee voting.
2. That at said election the following Proposition
shall be submitted in accordance with 1aw~
PROPOSITION
Shall the City Council of the City of North
Rich1and Hills, Texas, be authorized to enter into
a contract with Trinity River Authority of Texas for
the purpose of providing sewage transportation and
disposal services for said City; and shall said City
Council have the power and be authorized to levy and
cause to be assessed and collected annual ad valorem
taxes sufficient to pay the obligations of said City
to said Authority arising under said contract, as
authorized by applicable laws, including .Acts 1957,
55th Legislature, Chapter 430, as amended by Acts
1959, 56th Legislature, Chapter 3507
3. That the official bail6ts fbr¡said election
shall be prepared in accordance with the Texas Election Code
so as to permit the electors to vote "FOR,í or "AGAINST" the

4. That only resident, qualified electors who own
taxable property in said City and who have duly. rendered the sam~

for taxation shall be entitled to vote at said election, and each

copy of said contract is on file in the office of the City Secre"f'
tary and may be inspected by any voter during the official office

5. That at the election herein provided for,
paper ballots shall be used for absentee voting and voting
machines shall be used at the above designated voting places
on election day.
6. That notice of said election shall be given by
posting a substantial copy of this Ordinance at the City Hall
and at two other places in said City not less than 15 days
prior to the date set for said election; and a substantial
copy of this Ordinance also shall be published on the same
day in ~ach of two successive weeks in a newspaper of general
circulation in said City, the date of the first publication to
be not less than 14 days prior to the date set for said
election.

be employed for the bond election herein ordered in compliance
with the provisions of Chapter 7, V.A.T.C.S., Election Códe.
The voting machines shall be so arranged that the voters may
