ORDER
The meeting of the City Council was called to order
by Mayor Calvin F. Luper at 7:30 P.M.

The invocation at this City Council meeting was given
by Mayor Calvin F. Luper.
APPROVAL OF
THE MINUTES
OF PREVIOUS
MEETIruS
Regular Meeting - February 24, 1969
Councilman Riddle moved, seconded by Councilman Dodson,
that the minutes of the Regular City Council meeting
of February 24, 1969 be approved as submitted. The
motion carried by a vote of 5-0; Councilmen Dodson,
Daley, Cato, Sandlin and Riddle voting yes; Councilmen
Hubbard and Faram abstaining due to absence from this
meeting.
Special Meeting - March 3, 1969
Councilman Sandlin moved, seconded by Councilman Riddle,
that the minutes of the Special City Council meeting
of March 3, 1969 be approved as submitted. The motion
carried by a vote of 7-0.

Ordinance No. 242 - PZ 69-2
Public Hearing - Mr. E. F. Crites, Jr.
Mayor Calvin F. Luper declared the City Council
meeting in Public Hearing at this point of the meeting
and Mr. Tom Law, Attorney representing Mr. R. C. Haltom
and Mr. E. F. Crites, Jr~ appeared before the City
Council to explain the Planned Development for this
zoning case and asking that the City Council approve
this case. Mr. James Parker, 3616 Winifred Drive,
representing his mother, Mrs. Bridie Parker, who
owns adjacent property to Mr. Crites, appeared before
the City Council to inform the City Council of their
approval for this zoning. Mr. Louis E. Rinn, 6617
Briley, spokesman for residents within 200 feet of
the proposed property for re-zoning, appeared before
the City Council asking that the City Council not
approve this zoning case. Mr. Jim McCoy, 6624 Briley,
also appeared before the City Council opposing this
re-zoning. There being no further persons to appear
before the City Council.. for or against the zoning case,
Mayor Luper declared the Public Hearing closed.

Councilman Riddle moved, seconded by Councilman Faram,
that the City Council approve this invoice for payment
as presented above. The motion carried by a vote of
6-0.

Estimate No. 5 - E. H. Shaw Construction Company
Drainage Contract
Councilman Hubbard moved, seconded by Councilman Daley,
that the City Council approve Estimate No.5, 3-301,
Drainage Contract, E. H. Shaw Construction Company,
in the amount of $18,465.85, as recommended by
Knowlton-Ratliff-English. The motion carried by a
vote of 6-0.

Estimate No. 3 - Texas Bithulithic Company
Street Contract
Councilman Hubbard moved, seconded by Councilman Faram,
that the City Council approve Estimate No.3, 3-302,
Street Contract, Texas Bithulithic Company, in the
amount of $2,124.27, as recommended by Knowlton-
Ratliff-English. The motion carried by a vote of 6-0.

Estimate No. 6 - Austin Road Company and Worth
Construction Company
Councilman Hubbard moved, seconded by Councilman
Riddle, that the City Council approve Estimate No.6,
3-303, Austin Road Company and Worth Construction
Company, in the amount of $23,813.66, as recommended
by Knowlton-Ratliff-English. The motion carried by
a vote of 6-0.
CITY MANAGER'S
REPORT
City Manager, Stephen K. Shutt, acting upon previous
instruction from the City Council in relation to an
interpretation of Ordinance No. 207, advised the
City Council his interpretation is that all multi-
family, two family dwellings shall have exterior walls
constructed of 75% brick, stone, or if approved by
the City Council, other masonry or materials of equal
characteristics. It is further his understanding
that the City Council instructed him to bring all
building permit applications to them, regardless of
class, that did not conform to 75% brick, stone or
other masonry as approved and he would continue to
do so if the City Council desires.
City Manager Shutt advised the City Council that we
today received notice from Attorney Alvin L. Williams
that the law suite filed against the City of North
Richland Hills by W. D. Sheets, et al., regarding
zoning of local retail classification at Bedford Euless
Road and 12lA, has judgment dismissal by 96th Judicial
Court, Mr. Joe Spurlock, Judge.
ADJOURNMENT
There being no further items on the agenda for
consideration, Councilman Faram moved, seconded by
Councilman Daley, that the City Council meeting
of March 10, 1969 be adjourned. The motion carried
by a vote of 6-0.
