MINUTES OF THE CITY COUNCIL MEETING
OF THE CITY OF NORTH RICHLAND HILLS,
TEXAS, HELD AT THE CITY HALL, 4101
MORGAN CIRCLE, MONDAY, AUGUST 11, 1969,
7:30 P.M.
The meeting of the City Council was called to
order by Mayor Calvin F. Luper at 7:30 P.M.

The invocation at this City Council meeting
was given by Mayor Calvin F. Luper.
Regular City Council Meeting - July 28, 1969
Councilman Dodson moved, seconded by Council-
man Riddle, that the minutes of the regular
City Council meeting of July 28, 1969 be
approved as submitted. The motion carried by
a vote of 5-0; Councilman Sandlin abstaining
due to absence from the meeting.

Consulting Engineer advised the City Council
his firm has been successful in securing
easement from Joella B. Moore across Lot 14,
Block 2 of the J. L. Autrey Addition and asked
that the City Council consider extending
Contract 4d to include this drainage.
Councilman Hubbard moved, seconded by
Councilman Sandlin, that Contract 3-304-4d
be extended to include this project as re-
commended by the Consulting Engineer. The
motion carried by a vote of 5-0.
PRELIMINARY PLAT - RICHLAND ENTERPRISES
Councilman Dodson moved, seconded by Council-
man Hubbard, that the City Council indicate
approval of PS 69-5, Preliminary Plan of
HOliday North and that the minutes reveal this
is the plan as recommended for approval by
the Planning and Zoning Commission at their
regular meeting of June 26, 1969. The motion
carried by a vote of 5-0; Councilman Sandlin.
Councilman Riddle moved, seconded by Council-
man Hubbard, that the City Council approve
Richland Enterprises PS 69-5 as submitted by
the Consulting Engineer for approval, as amended
above. The motion carried by a vote of 5-0;
Councilman Sandlin abstaining.
PLANNING AND ZONING PZ 69-19 - W. H. LONG
At the regular Planning and Zoning Commission
meeting held July 24, 1969 the Planning and
Zoning Commission, by a vote of 3-0 recommend-
ed denial of this zoning request to the City
Council. This case represents 6.18 acre tract
of land out of the W. D. Barnes Survey, Abat.
146 to be rezoned from Agriculture to
Commercial. Mr. Long made proper appeal to
appear before the City Council asking for
approval of this zoning request. After dis-
cussion by the members of the City Council,
Councilman Cato moved, seconded by Councilman
Faram, that the City Council instruct all legal
requirements be met and arrange for a public
hearing on PZ 69-19, W. H. Long at its regular
City Council meeting of September 8, 1969.
The motion carried by a vote of 6-0.
PZ 69-20 - E. P. HALTOM
Mayor Luper declared the City Council meeting
to be in Public Hearing and Mr. E. P. Haltom,
1934 Kenningston Drive and Mr. Barney Bedford,
3017 Crites, appeared before the City Council
asking for approval of this zoning case, which
is to rezone 29-094/1000 acres out of the Wm.
Trimble Survey, Abstract 1520 from Agriculture
to IF-12 One Family Dwelling. No one in the
Council Chambers appeared to speak in op-
position of this zoning, therefore, the Public
Hearing was declared closed. Councilman Faram
moved, seconded by Councilman Cato, that the
City Council amend Ordinance No. 270, PZ 69-20,
to include the emergency clause.
The motion carried by a vote of 6-0. Council-
man Dodson moved, seconded by Councilman Faram,
that the City Council approve and adopt
Ordinance No. 270, PZ 69-20, as amended. The
motion carried by a vote of 6-0.
PZ 69-21 - E. P. HALTOM
Mayor Luper declared the City Council meet-
ing to be in Public Hearing and Mr. E. P.
Haltom, 1934 Kenningston Drive and Mr. Barney
Bedford, 3017 Crites, appeared before the City
Council asking for approval of this zoning
case, which is to rezone 1-828/1000 acres of
land out of the Trimble Survey, Lynch Survey,
and the Barton Survey as described in Ordinance
No. 271, from Agriculture to Neighborhood
Retail. No one in the Council Chambers appear-
ed to speak in opposition of this zoning, there-
fore, the Public Hearing was declared closed.
Councilman Riddle moved, seconded by Council-
man Hubbard, that the City Council amend
Ordinance No. 271, PZ 69-21, to include the
emergency clause. The motion carried by a
vote of 6-0. Council Faram moved, seconded
by Councilman Hubbard, that the City Council
approve and adopt Ordinance No. 271, PZ 69-21,
as amended. The motion carried by a vote of
6-0.
PZ 69-22 - E. P. HALTOM
Mayor Luper declared the City Council meeting
to be in Public Hearing and Mr. E. P. Haltom,
1934 Kenningston Drive, Mr. Barney Bedford,
3017 Crites and Mr. David Ritz of Sabine Valley
Lumber Company appeared before the City Council
aSking for approval of this zoning case, which
is to rezone 25 acres out of the Wm. Trimble
Survey, Abstract 1520, as described in Ordinance
No. 272, from Agriculture to Multiple Family
Dwelling. No one in the Council Chambers
appeared to speak in opposition of this zoning,
therefore, the Public Hearing was declared
closed. Councilman Dodson moved, seconded by
Councilman Sandlin, that the City Council amend
Ordinance No. 272, PZ 69-22, to include the
emergency clause. The motion carried by a
vote of 6-0. Councilman Hubbard moved,
seconded by Councilman Riddle, that the City
Council approve and adopt Ordinance No. 272,
PZ 69-22, as amended. The motion carried by
a vote of 6-0.
REVIEW OF LINCOLN PROPERTIES PLAT
Consulting Engineer, William R. Ratliff, pre-
sented and reviewed this plat with the City
Council. After consideration, Councilman
Hubbard moved, seconded by Councilman Sandlin
that the City Council approve the Lincoln
Properties Plat as recommended from an
engineering standpoint by the Consulting
Engineer. The motion carried by a vote of
6-0. The City Council further instructed the
administrative staff to work with the City
Attorney immediately to secure a legal opinion
for the protection of the city now and in the
future relative to the sewage of this project.

approval for payment of 3-301, Texas Bithulithic

$37,763.36 as recommended by the Consulting
Engineers. The motion carried by a vote of
6-0.

Councilman Hubbard moved, seconded by Council-
ADJOURNMENT
man Faram, that the City Council authorize
approval of payment of 3-303, Austin Road
Company and Worth Construction Company,
Estimate No. 11, Harwood Road, in the amount
of $54,276.64 as recommended by the Consult-
ing Engineers and also authorize approval for
payment of 3-304d, Central Culvert Corporation,
Estimate No.4, North Hills, Riviera, Catchin
and Blaney, in the amount of $32,456.36. The
motion carried by a vote of 6-0.
There being no further items on the agenda
for consideration, Councilman Sandlin moved,
seconded by Councilman Cato, that the City
Council meeting be adjourned. Thé motion
carried by a vote of 6-0.
