"- APPROVAL OF THE MINUTES OF PREVIOUS MEETING Regular City Council Meeting - Monday, October 13, 1969 CouIlcilman Faram moved, seconded by Councilman ScmdUn, that the minutes of the regular City Council meeting of October 13, 1969 be approved as submitted. 'The motion carried by a vote of 7-0. The motion carried by a vote of 7-n. -- PIANNTNG AND ZONING O:ròinance No. 279 - Second Reading PZ 69-23 .- Janet Spencer Councilman Cato moved, seconded by CotIDciJ~n Faram, that the City CotIDcil re-open the Public Hearing on Ordinance No. 279, PZ 69-23. The motion carried by a vote of 7-0. Mayor Luper, following the unanimous vote of the City Cou..ncil, declared the City Council meeting to be in Public Hearing on Ordinance No. 279, pz 69-23. }<f..r. Clint Smith, 3701 Lab.'3die, appeared before the City Council and represented Mrs. Janet Spencer, asking the City Cou.ncil for approval of this zoni.ng case as presented. The fol101dng property owners appeareò before the City Council opposing approval of t.hjs zoning as requested: ¥J". Councilman Riddle moved, seconded by Councilman Cato, that Ordinance No. 279 be amended to include the emergency clause. The motion carried by a vote of 7-0. Councilman Riddle moved, seconded by Cotmcilman Cato, that the City Cou..ncil deny approval of Ordinance No. 279 as amended. The motion carried by a vote of 7-0. Ordinance No. 2ß2 - Second Reading PZ 69-26 - Alan Hamm CotUlcilman Hubbard moved, seconded by Counc:ilman Faram, that the City Council approve Ordinance No. 282, PZ 69-26, as presented and recommended by the Planning and Zoning Cowndssion. The motion carr:i.ed by a vote of 6-0; Councilman Sandlin abstaining due to a vested interest in the case. Ordinance No. 283 - Second Reading PZ 69-29 - John 'If. Barfield Councilman Sandlin moved, seconded by Councilman Dodson, that the City Council approve Ordinance No. 283, PZ 69-29, as presented and recommended by the Planning rind Zoning Commission. The motion carrie~ by a vote of ('-1; Councilman Gato voting no. Ordinance No. 215h - Second Reading PZ 69-30 - John W. Barfield After discussion and revie','l by the City Council, CounciJ.Jna.n Hubbard moved, seconded by Councilman Cato, that the City Council table this item until the next City Council meeting scheduled for November 2l¡, 1969. The motion carried by a vote of 7-0. Ordinance No. 285 - Second Reading PZ 69-31 .. 1. L. Chapman COlfficilman Hubbard moved, seconded by Councilman Daley, that the City Council approve and adopt Ordinance No. 285, PZ 69-31, as presented. The motion carried by a vote of 7-0. CITIZEN PR.ESENTATION Mr. John Hay - representing ~~s. Walter Benson Mr. John Hay appeared before the City Council asking for a special permit for Mrs. Benson concerning her property. In order for the City Council to be informed and TIkake a decision on this matter, the City Attornejr was instructed to work vfith Mr. Hay on this matter, secure all the necessary details and in turn 8dvise the City Council \'lhat is desired and furnish legal opinion. CIP Texas Bithulithic Company Contract No.1, Estimate No. 5 Rufe Snow Drive -- $3h, 2151. 76 Councilman Hubbard moved, seconded by Councilmcan Daley, that the City Council approve this invoice for payment as reconunended by the City Engineer. The motion carried by a vote of 7-0. Texas Bithulithic Company Contract No. 25, Estimate No. 7 Cwnmings Drive -- $13,507.20 Councilman Hubbard moved, seconded by Councilrnan 14'aram, that the City Council approve this invoice for pg;yment as recommended by the City Engineer. The motion carried by a vote of 7-0.
