CALL TO ORDER The meeting of the City Council was called to order at 7: 30 P. M. by Mayor Calvin F. Luper. ROLL CALL PRESmT: Mayor: Councilmen: Calvin F. Luper Harold B. Daley Dick Faram James F. Cato J. B. Sandlin M. E. Riddle STAFF PRESENT: Secretary, Donna Pairsh City Attorney, Dennis Morrow Consulting Engineer, Wm. R. Ratliff ABSENT: City Secretary, Evalyn R. Huston Councilman P. M. Dodson Councilman J. R. Hubbard INVOCATION The invocation at this City Council meeting was given by Dennis Morrow, City Attorney. '-- APPROVAL OF THE MINUTES OF THE PREVIOUS MEEl'ING Regular City Council Meeting - December 8, 1969 Councilman Daley moved, seconded by Councilman Faram, that the City Council approve the minutes of the regular City Council Meeting of December 8, 1969 as submitted. The JOOtion carried by a vote of 5-0. ITEM ADDED TO AGENDA REPORT FROM CITY MANAGER SCREENING COMMITTEE Councilman Daley moved, seconded by Councilman Sandlin, that the City hire Mr. Jack D. Russell of Morton, Texas, at a salary of $13,000.00 per year plus furnishing Mr. Russell with a City vehicle which is owned by the City, for the position of City Manager as recormnended by the City Manager Screening Committee and to become effective January 1, 1970. The JOOtion carried by a vote of 5-0. PLANNIID AND ZONING Ordinance No. 295 - Public Hearing PZ 69-40 - F. S. Hudgins, Jr. Mayor Luper declared the City Council to be in Public Hearing for review and consideration of this zoning case. Mr. F. S. Hudgins, Jr. appeared before the City Council to ask for approval of this zoning case. There were no other interested parties present to speak to the City Council for or against this zoning. Mayor Luper declared the Public Hearing closed. Councilman Riddle moved, seconded by Councilman Daley, that the City Council add the emergency clause to Ordinance No. 295. The JOOtion carried by a vote of 5-0. Councilman Riddle moved, seconded by Councilman Faram, that the City Council accept the recommendation of the Planning and Zoning Commission and approve Ordinance No. 295, PZ 69-40, as amended with the eœrgency clause added. The JOOtion carried by a vote of 5-0. ^-.- CITY ENGINEER'S REPORT William R. Ratliff, Consulting Engineer, presented an up-to-date status report of all CIP Projects to the City Council. Contract #7 _. William R. Ratliff presented to the City Council the bid tabulations of bids received and recommended that the Council delay any action until the next City Council meeting for the new City Manager to study. Councilman Daley JOOved, seconded by Councilman Riddle, that the City Council hold the bid award in abeyance for the City Manager, Jack D. Russell, to study. The motion carried by a vote of 5-0. ADJOURNMENT There being no further items on the agenda for consideration, Councilman Riddle moved, seconded by Councilman Cato, that the City Council meeting be adjourned.
