REGULAR MEETING
A. CALL TO ORDER
Mayor Trevino called the meeting to order May 11, 2021 at 6:00 p.m.

Council member Deupree gave the invocation.

Council member Deupree led the Pledge of Allegiance to the United States and Texas

A.3 CANVASS ELECTION RESULTS
A.3.1 APPROVE RESOLUTION NO. 2021-023, CANVASSING THE RESULTS OF
THE MAY 1, 2021 GENERAL ELECTION.
APPROVED
City Secretary Alicia Richardson informed City Council the item before them this evening
is to canvass the results of the May 1, 2021 General Election. Resolution No. 2021-023
formally accepts and declares the winning candidates. The agenda packet included a
draft of the unofficial results from Tarrant County. The city is in receipt of the official

RESULTS OF THE MAY 1,2021 GENERAL ELECTION.
MOTION TO APPROVE CARRIED 7-0.

Mayor Trevino acknowledged and thanked former Council member Tim Welch for his
service to the City of North Richland Hills. Mr. Welch was elected in 2002 and re-elected
nine times. He served our city and region as a member of various boards and
committees.
Mayor Trevino also acknowledged Council member Mike Benton for his service to the
City of North Richland Hills as an elected official and a teacher in the Birdville
Independent School District. Council member Benton was appointed in 2017 to fulfill a
vacancy and served on Council for three years.
The ceremonial oath of office was administered to the following officials: Tito Rodriguez,
Suzy Compton, Patrick Faram and Kelvin Deupree. The official oaths of office was
administered by the City Secretary's Office.
Mayor Trevino recessed the meeting at 6:31 p.m. for a brief reception.
Mayor Trevino reconvened the meeting at 6:48 p.m., with the following present.

MAYOR PRO TEM ORR TO APPROVE THE CONSENT AGENDA.
MOTION TO APPROVE CARRIED 7-0.
B.1 APPROVE MINUTES OF THE APRIL 26, 2021 REGULAR CITY COUNCIL
MEETING.
B.2 AUTHORIZE THE CITY MANAGER TO EXECUTE NON-EXCLUSIVE
CONTRACTS WITH APEX CONCRETE CONSTRUCTION, INC., AND DFW
DOUBLE D CONTRACTING LLC, TO PERFORM CITY-WIDE
SUPPLEMENTAL CONCRETE CONTRACTOR SERVICES FOR VARIOUS
CITY DEPARTMENTS IN ACCORDANCE WITH RFP 21-014IN THE
COLLECTIVE AMOUNT NOT TO EXCEED $1,022,812 ANNUALLY.
B.3 APPROVE AN AGREEMENT WITH ITERIS, INC., FOR CUMULATIVE
PURCHASES OF TRAFFIC SIGNAL SOFTWARE AND EQUIPMENT IN AN
AMOUNT UP TO $245,550 USING A BUYBOARD CONTRACT AND A SOLE
SOURCE PURCHASE.
B.4 AUTHORIZE THE CITY MANAGER TO EXECUTE AN INTERLOCAL
AGREEMENT WITH THE CITY OF CARROLLTON FOR THE PURCHASE OF
SLURRY SEAL AND OTHER GOODS AND SERVICES FROM VENDORS
SELECTED THROUGH THE COMPETITIVE BIDDING PROCESS.

EXECUTIVE SESSION
1. SECTION 551.071: CONSULTATION WITH THE CITY ATTORNEY - CITY OF
NORTH RICHLAND HILLS CODE OF ORDINANCES, CHAPTER 18, ARTICLE
VII, SOLICITORS AND HANDBILLS.
Mayor Trevino announced at 6:50 p.m. that the City Council would adjourn into Executive
Session as authorized by Chapter 551, Texas Government Code, Section 551.071:
Consultation with the City Attorney- City of North Richland Hills Code of Ordinances,
Chapter 18, Article VII, Solicitors and Handbills. Executive Session began at 6:53 p.m.
and concluded at 7:20 p.m.
Mayor Trevino announced at 7:21 p.m. that City Council would convene to the regular
City Council meeting.
G. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY
ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON WORK SESSION

Mayor Trevino announced there was no action necessary as the result of Executive
Session.
H. INFORMATION AND REPORTS
H.1 ANNOUNCEMENTS
Council member Wright Oujesky made the following announcements.
Keep NRH Beautiful has partnered with Tarrant Regional Water District and Tarrant
County Master Gardeners to bring you a free online class each month through the end of
the year. Topics will include lawn care, composting, sprinkler repair and more. Watch for
information about each class and a link to join on the Keep NRH Beautiful Facebook
page and the city's website.
Summer fun has returned to NRH2O Family Water Park! The park is now open on
Saturdays and Sundays and will be open daily starting on May 22. For hours and
admission information, stop by the park office or visit nrh2o.com.
Kudos Korner - Amber Corley at the Grand Hall - A citizen emailed her appreciation to
Amber for helping to coordinate her wedding. The event planning was a little tricky as the
bride was in Germany and was trusting that it would all be correct when she arrived. She
said all of the details were perfect and Amber and her staff were incredibly helpful and
kind. "It was with you and your assistance that our big day came to life, so thank you so,
