CALL TO ORDER ROLL CALL INVOCATION CONS I DERA T ION OF MINUTES OF PREV I OUS MEET I NG CITIZEN PRESENTA T IONS REPORTS OF THE CITY COUNCIL THE CITY COUNCIL MEETING WAS CALLED TO ORDER BY MAYOR CALVIN F. LUPER. THOSE PRESENT: MAYOR LUPER, COUNCILMEN DODSON, HUBBARD, DALEY, FARAM, CATO, SANDLIN AND CHESTER. ADMINISTRATIVE STAFF PRESENT: CITY MANAGER, CITY ATTORNEY ANO ACTING C,TY SECRETARY. THE INVOCATION WAS GIVEN BY COUNCILMAN CHESTER. COUNCILMAN FRED CHESTER HOVEb, SECONþED BY COUNCILMAN FARAH THAT THE MINUTES OF THE DECEMBER 12, 1966 MEETING BE APPROVED AS SUBMITTED. THE MOTION CARRIED BY A VOTE OF 7-0. THIS ITEM OF BUSINESS WAS NOT CONSIDERED SINCE MR. ELLIS _ REFUSE COLLECTION SERVICE - HAD PREVIOUSLY ASKED THE ADMINISTRATIVE STAFF TO BE REMOVED FROM THE AGENDA. A. TARRANT COUNTY WATER SUPPLY CORPORATION - BOARD MEETING MAYOR LUPER GAVE A COMPOSITE REÞORT TO THE CITY COUNCIL OF THE JANUARY 7, 1967 BOARD MEETING OF THE TARRANT COUNTY WATER SUPPLY CORPORATION WHICH WAS ATTENDED BY MAYOR LUPER ANO COUNCILMAN DODSON, A COpy OF WHICH IS ATTACHED AS A PERMANENT PART OF THESE MINUTES. B. ONE WAY STREET - KAREN DRIVE COUNCI~HAN CATO DISCUSSED WITH THE COUNCIL THE ONE-WAY STREET OF KAREN DRIVE AND ASKED FQR A REPORT FROM POLICE CHIEF C.M. LEWIS AND THE RECOMMENDATIONS OF THE POLICE DEPARTMENT WERE RECEIVED AND REVIEWED. AFTER CONSIDERATION BY THE COUNCIL COUNCILMAN SANDLIN MOVED TO TABLE THIS ITEM, SECONDED BY COUNCILMAN CATO, SO THAT ALL RESIDENTS ON THIS STREET COULO BE NOTIFIED THAT CONSIDERATION OF THIS MATTER WOULD AGAIN BE PLACED ON THE CITY COUNCIL AGENDA JANUARY 23, 1967. THE MOTION CARRIED UNANIMOUSLY. C. CITY COUNCIL RULES OF PROCEDURE - COUNCILMAN FARAM COUNCILMAN FARAM MQVED, SECONDED BY COUNCILMAN CATO, THAT SECTION 6-6.3 OF THE CITY COUNCIL RULES OF PROCEDURE BE AMENDED TO READ AS FOLLOWS: "6.3 ORDINANCES DEFERRED; EMERGENCIES ORDINANCES INTRODUCED AT A.COUNCIL MEETING SHALL NOT BE FINALLY ACTED UPON UNTIL AT LEAST THE SECOND SUCCESSIVE COUNCIL MEETING, EXCEPT THAT IMMEDIATE ACTION MAY BE TAKEN UPON A VOTE OF TWO-THIRDS OF ALL MEMBERS OF THE C,TY COUNCIL." THE MOTION FAILED 4-3 WITH COUNCILMAN HUBBARD, FARAM AND CATO VOTING YES AND COUNCILMAN DODSON, DALEY, SANDLIN AND CHESTER VOTING NO. COUN~rL; COUNCILMAN DALEY MOVED, SECONDED BY COUNCILMAN CHESTER, THAT THIS ORDINANCE BE REFERRED BACK TO THE ADMINISTRATIVE STAFF AND THE CITY MANAGER TO INTEGRATE THE ENGINEERING REPORT FROM GREGORY, KNOWLTON AND RATLIFF INTO THE ORDINANCE AND BE REFERRED BACK TO THE CI,.TY COUNCIL FOR FURTHER CONSIDERATION AT THE COUNCIL MEET- ING SCHEDULED FOR JANUARY 23, 1967. THE MOTIO~ CARRIED UNANIMOUSLY. CC G-81 STREET CUT ORDI~ANCE COUNCILMAN CHESTER MOVED, SECONDED BY COUNCILMAN SANDLIN TO TABLE THIS ORDINANCE SO THAT IT MAY BE REFERRED BACK TO THE ADMINISTRATIVE STAFF AND CITY MANAGER TO CONSIDER COMBINING ORDINANCE 102 AND 161 AND PRESENTA- TION TO THE CITY COUNCIL FOR CONSIDERATION AT THAT TIME. THE MOTION CARRIED UNAN I MOUSL Y. <.. ,.;1 CC G-82 STREET NAME CH ANGE - NORTH R I CHLAND BOULEVARD COUNCILMAN CHESTER MOVED, SECONDED BY COUNCILMAN DALEY, TO ACCEPT COUNCIL COMMUNICATION CC G-82 AS PRESENTED, AND TO ADOPT ORDINANCE N.O. 162 CHANGING THE NAME OF NORTH RICHLAND BOULEVARD WITHIN THE CITY OF NORTH RICHLAND HILLS TO GRAPEVINE HIGHWAY. THE M.OTION CARRIED 7-0. CC G-83 STREET NAME CHANGE - CORNETT - ./ COUNCILMAN HUBBARD MOVED, SECO~ED BY COUNCILMAN CHESTER, TO ACCEPT COUNCILMAN COMMUNICATION CC G-83 AS PRESENTED AND TO ADOPT ORDINANCE No. 163 CHANGING THE NAME OF CORNETT STREET WITHIN THE CITY OF NORTH RICHLAND HILLS TO CORONET STREET. THE MOTION CARRIED 7-0. CC G-84 RESOLUTION - HIGHWAY 121A OVERPASS COUNCILMAN CHESTER MOVED, SECONDED BY COUNCILMAN SANDLIN, TO ADOPT RESOLUTION 67-1 AS.OUTLINED BY THE ADMINISTRATIVE STAFF IN COUNCIL COMMUNICATION CC G-84. THE MOTION CARRIED 7-0. cc c-24 TOURIST DRIVE STORM DRAIN COUNCILMAN CHESTER MOVED, SECONDED BY COUNCILMAN DALEY, TO ACCEPT THE RECOMMENDATIONS AS OUTLINED IN THIS COUNCIL COMMUNICATION. THE MOTION CARRIED 7~0. CC C-25 LOLA STREET BRIDGE COUNCILMAN DALEY MOVED, SECONDED BY COUNCILMAN HUBBARD THAT THE ADMINISTRATIVE STAFF BE GIVEN THE AUTHORITY TO PROCEED WITH THIS PROJECT AS OUTLINED IN THIS COUNCIL COMMU'NICATION. THE MOTION CARRIED 7-0. CC TA-42 TAX ADJUSTMENT - CANCELLATION COUNCILMAN CATO MOVED, SECONDED BY COUNCILMAN CHESTER, THAT THE ?ITY COUNCIL APPROVE COUNCIL COMMUNICATION CC TA-42. THE MOTION CARRIED 7-0. OTHER ITEMS OF BUSINESS UPON THE PRESENTATION OF THE RESIGNATION OF MRS. RITA RALSTON AS CITY SECRETARY, CpUNCILMAN CATO MOVED, SECONDED BY COUNCILMAN CHESTER, THAT THE THIS RESIGNATION. THE MOTION CARRIED 7-0. CITY COUNCIL ACCEPT MR. FRED CHESTER REPORTED THE RE~UEST OF A CITIZEN DESIRING TO BURN WEEDS AND TRASH ON HIS PROPERTY. AFTER MUCH DISCUSSION, THE COUNCIL INSTRUCTED THE CITY MANAGER AND THE FIRE MARSHALL TO MAKE A DETAILED REPORT AND STUDY OF THIS SITUATION IN THE CITY AND REPORT TO THE COUNCIL ON THEIR FINDINGS. THE CITY MANAGER WAS INSTRUCTED TO MAKE A CHECK OF THE SOUND SYSTEM AS IT DOES NOT APPEAR TO BE FUNCTIONING PROPERLY, DETERMINE WHAT OUR NEED IS AND SEE THAT IT IS CORRECTED. COUNCILMAN DODSON SUGGESTED THAT PRINTED AGENDAS BE MADE AVAILABLE TO ALL CITIZENS ATTENDING THE COUNCIL MEETINGS. COUNCILMAN FARAM RE~UESTED THAT HIS COMMITTEE ARRANGE FOR A MEETING IMKEDIATELY TO CONSIDER THE RETIREMENT PROGRAM VERSUS SOCIAL SECURITY PROGRAM FOR CITY EMPLOYEES. TEXAS TADANT COUNTY v,TATER SUPPLY CORPORATION Board of Director's Meeting Saturday, January 7, 1967 President and Chairman of the Board Floyd Robe~ of Lakeside presented the City's notification of the Corporation that the City had employed Greeley and Hansen to perform a feasibility report as a request for information from the corporation. t~yor Luper pointed out that this matter was not a request for in- forÅ“Ation, but rather a courtesy in notifying the corporation of the City's action. Chairman Rob~Ttson indicated that he could not understand why the City of North Richland Hills was taking this action that had to be viewed as an attack upon the Corporation at this time. ¡ ~{ }1ayor Luper indicated that it was not an attack upon the Corpora- tion, but rather an evaluation of the City's present position as regards its future plansd and the beed for comprehensive master plans. > ~'-- ~1aYO~ Daniels presented a general report prepared by the Corpora- tion showing how much money had been spent within the City of North Richland Hills by the Corporation. Presidentjìobertson indicated that he would have to carry to his Council, information that the City of North Richland Hills was attempting and taking the initial steps to break up the Corporation. Mayor Daniels indicated that he would report to his City Council on the City's action and indicate that it would be necessary for Richland Hills to initiate steps to purchase its portion of the sanitary sewer system. ~r. Paul Gregor][ indicated that the City had selected a well qualified firm and that, in his opinion, the City and the Corporation would receive a fair and impartial evaluation. N~. Tom ChristoEher, Attorney for the Corporation cross examined the City's representatives on the Board as to what "feasibilityl1 meant and that it appeared that the City was initiating action that would lead up to the purchase of the Corporation and the breaking of a fine working relationship. Councilman Dodson indicated ~UITE CLEAHLY, the City's interest in this matter and pointed out that this was quite apart from the Corporation's views, a responsibility of the Council and its members to the residents of the City. }1r'rlQ~t~ of Lakeside inddicated that he thought that this was a v l ac ion and one that the City Council was responsible for. Councilman Dodson pointed out and reaffirmed that the City was centrally interested in future planning and its center and focal point was not the purchase of the Corporation or any part of it although this might possibly arise as an integral portion of the study. President RotJe.;-tson againg indicated that he could not understand why the City was interested in purchasing something that it al- ready owned and disrupting an organization that had worked for the benefit of all member Citys. }~yor Luper indicated that it was in the interests of theresidents of the City of North Richland Hills that the City Council as a whole had acted and that it was to them tbat the Council was responsible. President Robertson closed with the statement that he could not comprehend the City's action in disreupting the organization of the Corporation, but that as a member of the Corporation,t!e City was entitled to all information, records, property, etc. of the Corporation.
