CALL TO ORDER The City Council meeting was called to order by Mayor Calvin F. Luper at 7:30 P.M. PRESENT: Mayor Calvin F. Luper P. M. Dodson J. R. Hubbard Harold B. Daley Dick Faram J. F. Cato J. B. Sandlin Fred Chester ROLL CALL STAFF City Manager, John P. Hall City Attorney, Marion L. Massey ABSENT: Acting City Secretary, Evalyn R. Reed INVOCATION The invocation was given by Mayor Calvin F. Luper. CONSIDERATTON OF MINUTES OF PREVIOUS MEETING Councilman Chester moved, seconded by Council- man Hubbard, that the minutes of the City Council meeting of May 8, 1967 be approved after being corrected to show that the ~otion for acceptance of Council Communication C-32 Partial Payment-Tourist Drive Storm Drain - was made by Councilman Hubbard, and seconded by Councilman Dodson. The motion carried by a vote of 7-0. PRESENTATION OF THE t:ITY COUNr:IL ARCHTTECT SELECTTON COMMITTE Mayor Luper reported to the City Council that he, Councilman Sandlin and City Manager John Hall had interviewed architects in connection with the Long Range Capital Improvements Pro- gram of the City. Mayor Luper and Councilman Sandlin recommended the selection of Al Komatsu and Associates as the architect for the City's Long Range Capital Improvements Program. Councilman Chester moved, seconded by Councilman Dodson:, to accept the recom- mendation of the committee and approve the selection of Al Komatsu and Associates as the architects for the City's Long Range t:apital Improvements Program. The motion carried by a vote of 7-0. NORTH EAST CAR CLUB Councilman Faram summarized to the City Council the history and organization of the North East Car Club. This club was organized in March, 1967 with two members and since that date has grown to 64 members. The City Council was informed by Police Chief C. M. Lewis and Sgt. Wooddall that the Club has very strict rules which are enforced at all times, the Club elects its own officers and has won two trophies at Green Valley. Violations among the teenagers have dropped sharply since the organization of this club. The Police Department asked the City Council to purchase tools and accessories for the Club, which will be the property of the City, in order to allow the club accessibility to these tools. Councilman Sandlin moved, seconded by Councilman Chester that the City Council approve the purchase of these requested tools for the use of the North East Car Club in the amount of $195.95. The motion carried by a vote of 7-0. PRESENTATIONS OF THE CI~Y MANAGER CC G-IOl Installation of White Way- Davis Boulevard Councilman Hubbard moved, seconded by Council- man Chester, that Council Communication G-IOl, Alternate Plan I, calling for the installa- tion of 26 - 20,000 lumen fixtures on a 150 foot staggered spacing be approved at an annual estimated cost of $1,014.00. The motion carried by a vote of 7-0. CC G-I02 Amendment to Lone Star rras Franchise Councilman Hubbard moved, seconded by Council- man Dodson, to accept the recommendations outlined in Council Communication G-I02. The motion carried by a vote of 7-0. CC G-I03 Dangerous Building Ordinance Councilman Hubbard moved, seconded by Council- man Daley, to table this Council Communication. The motion carried by a vote of 5-2, with Councilman Dodson, Hubbard, Daley, Faram and Sandlin voting yes and Councilman Cato and Chester voting no. CC G-I04 Establishment of Tax Office Councilman Daley moved, seconded by Councilman Hubbard, to table this council communication in order to allow the city council to provide a work session on the detailed information provided in this communication. The motion carried by a vote of 7-0. Partial Payment No.2, Lola Drive Bridge Councilman Hubbard moved, seconded by Council- man Chester, to approve Partial Payment No.2 Lola Drive Bridge, in the amount of $1,570. to Welding Specialties Company. The motion carried by a vote of 7-0. CC C-33 Cr: C-34 Final Payment - Acceptance Lola Drive Bridge Councilman Chester moved, seconded by Council- man Hubbard, to approve council communication C-34 and make final payment to Ben Sira Com- pany in the amount of $3,406.92 on the Lola Drive Bridge. The mo- tion carried by a vote of 7-0. GENERAL DTSCTTSSION The City Manager summarized the status of the progress on the Loop 1-820 Access Roads to the City Council. The City Manager advised the City Council that total funds needed for reimbursement to the State Highway Commission and the Bureau of Roads is $24,25000. It is felt that a final decision on this matter should be reached within 2-3 weeks and the City Council will be kept advised of the progress. APPOINTMENTS Mayor Luper advised the City Council that Mrs. Evalyn R. Reed had been serving the City as Acting City Secretary for a period of seven months and asked the City Council to appoint Mrs. Reed as ~ity Secretary. Councilman Cato moved, seconded by Councilman Hubbard, to appoint Mrs. Evalyn R. Reed as City Secretary of the City of North Richland Hills. The motion carried by a vote of 7-0.
