MINUTES OF THE MEETING OF THE CITY COUNCIL
OF THE CITY OF NORTH RICHLAND HILLS, TEXAS
HELD AT THE CITY HALL, 4101 MORGAN CIRCLE,
MONDAY, JULY 10, 1967
CALL TO ORDER
The City Council meeting was called to
by Mayor Calvin F. Luper at 7:30 P.M.

INVOCATION
The invocation at this City Council Meeting
was given by Mayor Calvin F. Luper.
CONSIDERATION OF
THE MINUTES OF
PREVIOUS MEETING
Councilman Chester moved, seconded by Council-
man Sandlin, that the minutes of· the City
Council meeting of June 26, 1967 be approved
as submitted. The motion carried by a vote
of 5-0.
PRESENTATIONS OF
THE CITY COUNCIL
Daley Street - Truck
Due to the absence of CounC.ilman Daley,
Committee Chairman, City Manager John p. Hall
reported the results of the committee findings to the Council -
NO THRU TRUCKS signs have been placed on this street in an effort
to control the flow of truck traffic on this street and the Texas
H.ighway Department has been asked and agreed to conduct a traff,ic
survey and count on the flow of traffic at the s,ignal lights on
Highway 121 at Glenview and Blaney. A complete report will be
submitted to the City Council by this Committee as soon as the
results are received fr0m the Highway Department.
PRESENTATIONS OF
THE CITY MANAGER
Social Security Coverage

Councilman Faram moved, seconded by
Councilman Hubbard, that the City Council
approve and accept the Social Sec,uri ty Program for all City
employees as:outlined in this Council Communication. The motion
carried by a vote of 5-0.
As an amendment to this motion Councilman Faram moved that
Ordinance No. 153 be amended to eliminate the name of the Mayor
in item 2 and eliminate the name of the City Secretary in item
3 and otherwise to adopt the Ordinance as submitted. The motion
carried by a vote of 5-0. As a further amendment to the motion,
Councilman Dodson moved, seconded by Councilman Faram, that the
City Council adopt the Social Security Program for all City
employees as outlined ,in lieu of the present Pension Trust Program.
The motion carried by a vote of 5-0.
RETENTION OF DELINQUENT TAX ATTORNEYS CC G-IIO
Councilman Chester maved, seconded by Council-
man Hubbard that this Council Communication
be tabled and a report will be submitted to
the City Council relative to this item at a later date. The motion
carried by a vote of 5-0.
FINAL PAYMENT - HOLIDAY LANE
CC C-36
Councilman Hubbard moved, seconded by Council
man Chester, that Council Communication CC C-36
be approved as submitted and final payment in the amount of $2,088.01
be made to R. W. Gibbins, Inc. for this project. The motion carried
by a vote of 5-0.
PARTIAL PAYMENT - STEVEN STREET
CC-C-37
Councilman Chester moved, seconded by Council-
man Sandlin, that Partial Payment No. 1 in
the amount of $4,372.05, less 10% ($437.20) be made to Crowley
Construction Company for work performed to date on this project.
The mot,ion carried by a vote of 5-0.
LOOP ACCESS ROADS - SPECIAL ASSESSMENTS CC SA-I
Councilman Chester moved, seconded by Council-
man Hubbard, that this Council Communication be accepted and
approved and the steps followed as outLined in order to initiate
the steps necessary for the construction of this project in
accordance with the Assessment Paving Policy of the City and the
statutory requirements. The motion carried by a vote of 5-0.
TAX ADJUSTMENT CANCELLATION
CC TA-49
Councilman Chester moved, seconded by
Councilman Sandlin, that this Tax Adjustment- Cancellation be approved.
The motion carried by a vote of 5-0.
ADJOURNMENT
Upon motion by Councilman Chester, seconded
by Counc,ilman Dodson, the City Council
meet~ng adjourned at 8:30 P.M.
