HomeMy WebLinkAboutCC 1967-07-24 Minutes CALL TO ORDER ROLL CALL INVOCATION CONSIDERATION OF THE MINUTES OF PREVIOUS MEETING MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, MONDAY, JULY 24, 1967 The City Council meeting was called to order by Mayor Luper at 7:30 P.M. PRESENT: Mayor Calvin Counc.ilmen: F. Luper P. M. Dodson Harold B. Daley nick Faram J. F. Cato J. B. Sandlin Fred Chester STAFF: City Manager: City Attorney: City Secretary: John p. Hall Marion L. Massey Evalyn R. Reed ABSENT: Councilman: J. R. Hubbard The invocation for this City Council Meeting was given by Mayor Calvin F. Luper. Councilman Chester moved, seconded by Councilman Dodson, that the minutes of the City Council meeting of July 10, 1967 be approved as submitted. The motion carried by a vote of 4-2, with Councilman Daley and Cato abstaining due to absence from this meeting. PRESENTATIONS OF THE CITY ATTORNEY Assessment Paving - Loop 820 Access Roads The City Attorney, Marion L. Massey, presented two ordinances and a notice to the City Council relative to Assessment Paving-Loop 820 Access Roads. Council- man Dodson moved, seconded by Councilman Chester to accept and approve Ordinance No. 169 determining the necessity for and ordering and providing for the improvement of a portion of the North and South service roads of interstate Loop 820 from Rufe Snow Drive to Holiday Lane in North Richland Hills, Texas. The motion carried by a vote of 6-0. Councilman Dodson further moved, seconded by Councilman Daley, that a copy of the City Council minutes be attached to the original ordinance for permanent file to show that this Ordinance has been adopted by the City Council because initially they were not going to provide access roads. The property owners were paid damage for no access roads and now when the City comes back and creates the access roads we are enhæncing that property theoretically by the same amount that they were paid damage for no access, therefore, it is our thought that the reason for the Ordinance is to get the return back because they will have access roads and no damage. The motion carried by a vote of 6-0. Councilman Daley moved, seconded by Councilman Chester to accept and approve Ordinance No. 170 approv- ing and adopting estimates of the cost of improvements and of amounts to be assessed for improvements on a portion of the construction of service roads on the north and south side of interstate Loop 82Q between Rufe Snow Drive and Holiday Lane in the City of North Richland Hills. The motion carried by a vote of 6-0. PRESENTATIONS OF THE CITY COUNCIL TAX STUDY COMMITTEE - MAYOR PRO-TEM FRED CHESTER Mr. Chester made a report and recommendation of his Committee to the City Council relative to the establishment of the City of North Richland Hills Tax Office. The Committee recommendations were as follows: 1. That the City Council appoint Mrs. Evalyn R. Reed as Tax Assessor-Collector for the City of North Richland Hills. 2. That the City Council authorize the employment of Mr. Charles Faulker as Tax Consultant at a monthly salary of $200.00. 3. That the City Council authorize the City Manager, John p. Hall,. to prepare specifications and secure bids for the purchase of a posting and billing machine at an approximated cost of $3,500.00 to 4,500.00. Counèilman Dodson moved, seconded by Councilman Faram that the City Council appoint Mrs. Evalyn R. Reed as Tax Assessor-Collector for the City of North Richland Hills. The mot.ion carried by a vote of 6-0. Councilman Dodson moved, seconded by Councilman Daley that the City Council approve recommendation number 2 of the Tax Study Committee to engage Mr. Charles Faulkner as Tax Consultant for the City on a 30 day basis (month to month) contract at a salary of $200.00 per month. The motion carried by a vote of 6-0. Councilman Daley moved, seconded by Councilman Dodson, to accept and approve recommendation number 3 and authorize the City Manager to prepare specifications and secure bids on the anticipated purchase of a posting and billing machine at an estimated cost of $3,500.00 to $4,500.00. The motion carried by a vote of 6-0. PRESENTATIONS OF THE CITY MANAGER Retention of Delinquent Tax Attorneys CC G-I10 Councilman Dodson moved, seconded by Councilman Chester, to accept the recommendation outlined' in CC G-110 and appoint the firm of King and Massey to handle the deLinquent tax accounts for the City of North Richland Hills on a contingency basis for 15% of the gross recovery. On those accounts that are uncollectable, King and Massey will take an assignment as their fee. The costs shall be paid by the City of North Richland Hills. The motion carried by a vote of 5-1, with Councilman Cato voting no. Firemans' Training Center CC G-lll Cbuncilman Chester moved, seconded by Councilman Daley to approve the Resolution for our participation in the establish- ment of the Northeast Tarrant County Firemens' Training Center at a cost of $700.00 annually for a five year period, with the first years payment to be budgeted in the 1967-68 budget. The motion carried by a vote of 6-0. Partial Payment-Greeley and Hansen CC C-38 Councilman Faram moved, seconded by Councilman Dodson, to approve the partial payment as outlined in CC C-38 in the amount of $9,280.83 to Greeley and Hansen, with the stipulation that at the time payment is made that a request be made for an analysis of what precentage of total work has now been accomplished. The motion carried by a vote of 6-0. T. M. Austin Subdivision CC PL-25 Councilman Chester moved, seconded by Councilman Faram that CC PL-25 be approved following the recommendations of the Planning and Zoning Commission that the 2.597 acre trace shown as Lot B be shown as Tract B, with this to be completed before the issuance of a Buil.ing Permit. The motion carried by a vote of 6-0. Sm.ithf.ield Acres Subdivision CC PL-26 Councilman Chester moved, seconded by Councilman Sandlin to accept the recommendation of the Plan- ning and Zoning Commission by approving the proposed revision, Lot ll-R, Block 6 and adoption of the final plat~ The motion carried by a vote of 6-0. Councilman Sandlin moved for an amendment, seconded by Councilman Daley, for a 15 foot building line on the north of this lot to apply instead of the present 12.5 as shown. The motion carried by a vote of 6-0.
