HomeMy WebLinkAboutCC 1967-08-14 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, MONDAY, AUGUST 14, 1967 CALL TO ORDER The City Council meeting was called to order by Mayor Calvin F. Luper at 7:30 P.M. ROLL CALL PRESENT: Mayor Calvin Councilmen: F. Luper P. M. Dodson J. R. Hubbard Harold B. Daley J. F. Cato J. B. Sandl.in Fred Chester STAFF: City Manager City Secretary: John P. Hall Evalyn R. Reed ABSENT: Councilman: City Attorney: Dick Faram Marion L. Massey INVOCATION The invocation for this City Council meeting was given by Councilman Fred Chester CONSIDERATION OF THE MINUTES OF PREVIOUS MEETING Councilman Dodson moved, seconded by Councilman Chester, that the minutes of the City Council meeting of July 24, 1967 be approved as submitted. The motion carried by a vote of 5-1, with Councilman Hubbard abstaining due to absence from the meeting of July 24, 1967. September and the unanimous the City. The Greater Richland Hills Jaycees, represented by Mr. Vernon Sampley, appeared before the City Council to apprise it of a Greater Attitude Survey they wish to conduct in the City beginning in to be completed in November. They asked for and received approval of the City Council to conduct this survey in CITIZEN PRESENTA- TIONS PRESENTATIONS OF THE CITY COUNCIL PUBLIC HEARING - ASSESSMENT PAVING - LOOP 820 At this point in the City Council meeting Mayor Luper declared the meeting to be in Public Hearing. The following abutting property owners appeared before the City Council to discuss the Loop 820 access roads: Mr. and Mrs. George Jackson, Mr. Joe B. Owen, Mr. Don McHam representing the Richland Hills Church of Christ. Mr. Little representing the Gulf Oil Corporation had contacted the City Manager and asked that he convey to the City Council that his organization will participate. After lengthy discussion, Mayor Luper closed the Public Hearing, advising that the City Council will evaluate all discussions dffered and advise the pro~rty owners of the decision reached at a later date. ORDINANCE NO. 171 - Board of Equalization Councilman Daley moved, seconded by Councilman Hubbard, that the City Council approve and adopt Ordinance No. 171, an. ordinance establishing a Board of Equalization for the City of North Richland Hills, Texas: Providing for the qualification of the members and the method of select.ing a Cha.irman and a SecretarY1 defining a quorum1 and further providing for the compensation to be paid the members 1 for the providing for the meeting date of said board1 further defining'the duties of satd board and the notides to be given to the affected property owners1 providing for a savings clause and an effect- ive date1 with the first meeting of said board of equalization to be held on the 1st day of September, 1967 at 7:00 P.M., and the regular annual meeting to be held the second Monday in May of each year. The motion carried by a vote of 6-0. PRESENTATIONS OF THE CITY MANAGER CC G-112 APPROPRIATION ORDINANCE AND TAX LEVY ORDINANCE Councilman Dodson moved, seconded by Councilman Sandlin, to approve Ordinance No. 172, an ordinance setting forth an itemized estimate of the expenses of conduction of each department, division and office of the municipal government of the City of North Richland Hills, Texas, for the ens,Üng fiscal year and appropriating money for the various funds and purposes of such estimates1 providing for public hearings upon this ordinance before the entire City Council sitting as a comm.ittee on the whole1 and providing a savings clause for the repeal of all ordinances ànd appropr.iations in conflict with the provisions of the crdinance and for the p~lication and final passage thereof. The motion carried by a vote of 6-0. Councilman Daley moved, seconded by Councilman Sandlin, to approve Ordinance No. 173, an ordinance providing for the levy and collection of an annual direct ad valorem tax on all property, real, personal, and mixed, situated in the territorial limits of the City of North Richland Hills, and all personal property owned in said City of North Richland Hills on the first day of January, A.D., 1967, except such property as may be exempt from taxation by the constitu- tion and laws of the State of Texas. The motion carried by a vote of 6-0. CC PL-27 Preliminary and Final Plat Preliminary and final plat of a subdivision of a lot from the John McComas Survey, Abstract 1040, Block A of the Hewitt Estates Addition. Councilman Dodson moved, seconded by Councilman Cato, that the City Council specifically request a thorough investigat.ion be made of the two abutting streets in regard to dedication and if there is no dedication at this time, furnish what information is necessary if order to accomplish this~ The motion carried by a vote of 5-1, with Councilman Hubbard voting no. Councilman Daley moved, seconded by Councilman Cato, to delay action on this matter until the next City Council meeting so that the Council may be furnished information in regard to the dedication of streets. The motion carried by a vote of 5-1, with Councilman Hubbard voting no. Mayor Luper appointed Councilman Sandlin and Councilman Daley to serve on a committee with the City Manager to accomplish the work necessary of PL-27. Mayor Luper read a formal letter of resignation to the Hoftorable Mayor and Members of the City Council of the City of North Richland Hills from City Manager John p. Hall, in which he is resigning his position as City Manager effective September 1, 1967, a copy of which is attached to the original City Council minutes as a permanent record of the City of North Richland Hills. Councilman Chester moved, seconded by Councilman Cato, to accept the resignation of City Manager John p. Hall effective September 1, 1967 as outlined in his letter. The motion carried by a vote of 6-0.
