MINUTES OF THE SPECIAL MEETING OF THE CITY
COUNCIL OF THE CITY OF NORTH RICHLAND HILLS,
TEXAS, HELD AT THE CITY HALL, 4101 MORGAN
CIRCLE, MONDAY, AUGUST 21, 1967
CALL TO ORDER
The special City Council meeting was called to order
by Mayor Calvin F. Luper at 7:30 P.M.

ITEMS ON AGENDA FINAL HEARING - LOOP 820 FRONTAGE ROADS
Councilman Hubbard moved, seconded by Councilman
Sandlin that the property abutting the access roads
will be enhanced in an amount equal to assessment,
based on engineers estimate. The motion carried by a vote of 6-0.
Councilman Daley moved, seconded by Councilman Faram,
that a necessity does exist for these frontage roads
and that the City Council approve and adopt Ordinance
No. 169, an ordinance determin.ing the necessity for and ordering and pro-
viding for the improvements of a portion of the north and south service
roads of interstate Loop 820 from Rufe Snow Drive to Holiday Lane in
North Richland Hills, Texas¡ letting a contract to the Texas State
Highway Department for the construction of such improvements and authoriz-
ing its execution¡ making provisions for the purpose of paying the
indebtedness thereby incurred¡ making provisions for the levying of
assessments against properties and the owners thereof, for a part of the
cost of such improvements¡ Providing for methods of payment¡ Providing
for the issuance of assignable certif.icatesin evidence of such assess-
ments¡ directing the City Secretary to file· a notice of the adoption of
this ordinance with the County Clerk of Tarrant County, Texas¡ declaring
that this ordinance and all subsequent proceedings relative to said
street improvements are and shall be pursuant to Article 110Sb of Vernon's
Texas Civil Statutes1 Directing the City Secretary to engross and enroll
this ordinance by copying the caption of same in the minutes books of
the City Council and by filing the complete ordinance in the appropriate
ordinance record of this CitY1 and providing an effective date. The
motion carried by a vote of 6-0.
Councilman Dodson moved, seconded by Councilman Daley,
that the City Council approve and adopt Ordinance No.
170. an ordinance approving and adopting estimates of
the cost of improvements and of amounts to be assessed for improvements
on a portion of the construction of service roads on the north and south
side of interstate Loop 820, between Rufe Snow Drive and Holiday Lane in
the City of North Richland Hills, Texas1 fixing time and place for hearing
to the owners of abutting property and to all other interested parties1
Directing the City Secretary to give notice of such hearing1 Directing
the City Secretary to engross and enroll this ordinance by copying the
caption of same in the minute books of the City Council of the City of
North Richland Hills, Texas, and by filing the complete ordinance in the
appropriate ordinance records of this CitY1 Providing an effective date.
The motion carried by a vote of 6-0.
Councilman Daley moved, seconded by Councilman Hubbard
that the assessment be levied and estimates be approved and the adminis-
trative staff be instructed to prepare ordinance approving and adopting
the estimate of cost. The motion carried by a vote of 6-0.
Councilman Sandlin moved, seconded by Councilman Daley,
that the City Council authorize the preparation of an ordinance closing
the hearing and levying the assessment. The motion carried by a vote of
6-0.

PRELIMINARY AND FINAL PLAT
PS 67-5
This item involves the preliminary and final plat of
a Subdivision of a lot from the John McComas Survey,
Abstract 1040, Block A of the Hewit Estates Addition. After discussion
and consideration by the City Council, Councilman Cato moved, seconded
by Councilman Dodson that the City Council delay action on this matter
until the City Council can ascert:ain if "dedication of streets" can be
secured. The motiøn carried by a vote of 5-11 Councilman Dodson Daley,
Faram, Sandlin and Cato voting yes1 Councilman Hubbard voting no.
Mayor Luper appointed Councilmen Sandlin and Daley to
serve on a committee to review the Subdivision Ordin-
ance presently existing in regard to this particular
situtatlon involved1 to work with the City Manager and
report back to the r~gular Council meeting on August 28, 1967.
ADJOURNMENT There being no further business on this agenda Council-
man Dodson moved, seconded by Councilman Cato, that
this Special City Council meeting be adjourned. The
motion carried by a vote of 6-0.
