HomeMy WebLinkAboutCC 1967-08-28 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, MONDAY, AUGUST 28, 1967 CALL TO ORDER The City Council meeting was called to order by Mayor Calvin F. Luper. ROLL CALL PRESENT: Mayor Calvin F. Luper Councilmen: J. R. Hubbard Harold B. Daley Dick Faram J. F. Cato J. B. Sandlin Fred Chester STAFF: City Manager: City Secretary: City Attorney: John P. Hall Evalyn R. Reed Marion L. Massey ABSENT: Councilman: P. M. Dodson The invocation for this City Council meeting was given by Councilman Dick Faram. INVOCATION: CONSIDERATION OF THE MINUTES OF PREVIOUS MEETING Councilman Chester moved, seconded by Councilman Daley, to approve the minutes of the August 14, 1967 City Council meeting as submitted. The motion carried by a vote of 5-1, with Councilmah Faram abstaining due to absence from this meeting. by a vote of 5-1, this meeting. Councilman Daley moved, seconded by Councilman Hubbard, to approve the minutes of the Special City Council meet- ing of August 21, 1967 as submitted. The motion carried with Councilman Chester abstaining due to absence from PLANNING AND ZONING Evaluation of Subdivision Ordinance - Street Installation ., CC PL-28 Councilman Hubbard moved, seconded by Council- man Faram, that the City Council adopt an amendment to the C.ity Subdivision Ordinance that would permit the platting of property adjacent to "existing substandard streets", including gravel streets which are on site as to August 1, 1967 and not permit the piatting for record of property adjacent to dedicated but unimproved streets, unless funds in accordance with the City's assess- ment paving policy are actually deposited in escrow with the City for construction of all abutting streets or a lien for such funds executed against the property to insure that the City has the funds necessary to construct such street in the future. Further, that the City Council establish a permit requirement whereby any person desiring to perform any work, construction, alteration or reconstruction would be required to secure a permit from the City prior to the initiation of work and that the plans and specifications for such work would be required to be sub- mitted at the time the permit is requested. The motion carried by a vote of 6-0. CC PL-27 Preliminary and Final Plat- Kenneth Wilson Plat Lot A-6, Block A, Hewitt Estates Addition to the City of North Richland Hills. Upon presentation to the City Council by the City Manager that the owner of Lot A-6, as proposed, had prepared a survey of the proposed dedication executed by Mable Kelly conveying the property to the public for use as a public thoroughfare, Councilman Daley moved, seconded by Councilman Cato to approvE the preliminary and final plat as outlined in CC PL-27. The motion carried by a vote of 6-0. CC C-39 Retention of Fiscal Advisors for the City This Council Communication was delayed from this City Council meeting until such time as the City Council could have a work session on the item. CC C-40 Street Sealinq Contract, Noreast, Richland eaks and Clearview Addition - 1967-68 Fiscal Year Councilman Daley moved, seconded by Councilman Sandlin, to approve the specifications as outlined in this council communication for slurry seal application which will be utilized in the Clearview Addition and on Jerri Jo Drive and authorized.) the City to advertise for sealed competitive bids on this project and that the City advertise for sealed competitive bids for the application of emulsion and pre-coated chip on the streets designated in the Noreast Addition. The motion carried by a vote of 6-0. CC G-ll4 Investment of City Funds Councilman Hubbard moved, seconded by Councilman Chester, to approve the recommendations in this communication: Certificate of Deposit 124 ($15,000.00) and Certifiaate of Deposit 220 ($10,000.00) be invested in U. S. Treasury Bills and that Certificate of Deposit 219 ($10,775.00) be invested in Certificate of Deposit at the Northeast National Bank at the rate of 5% for a period of six months. The motion carried by a vote of 6-0. CC G-115 Assessment Pavinq Hearinq - Loop I.H. 820 Access Roads Councilman Daley moved, seconded by Councilman Hubbard, to approve Ordinance No. 174, which is an ordinance closing hearing and levying assessments for a portion of the cost of improving a portion of Loop Access Roads on the north and south side-s of I;,H. Loop 820 from the east right-of-way of Rufe Snow Drive to the west right-of-way line of Holiday Lane in the City of North Richland Hills, street and portions of sundry other streets, avenues and public places, in the City of North Richland Hills, Texas~ fixing charges and liens against property abutting thereon;, and against the owners thereof~ providing for the collection of such assessments and the issuance of assignable certificatees in evidence thereof~ reserv- ing unto the City Council the right to allow credits reducing the amount of the respective assessment to the extent of any credit granted. Direct- ing the City Secretary to engross and enroll the ordinance by copying the caption of same in the minutes of the City Council of North Richland Hills, Texas, and by filing the ordinance in the ordinance records of said City~ and providing and effective date. The motion carried by a vote of 6-0. 1967-68 Proposed Operattnq Budqet PUBLIC HEARING Upon declaration of Mayor Luper that the meeting was now in public hearing Mr. Shorty Matchner, 7320 Deville, appeared before the City Council to comment in favor of the proposed operating budget as submitted.
