MINUTES OF THE SPECIAL CITY COUNCIL MEETING OF
THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD
AT THE CITY HALL, 4101 MORGAN CIRCLE, WEDNESDAY,
SEPTEMBER 6, 1967
CALL TO ORDER
This Special City Council meeting was called to
order by Mayor Calvin F. Luper at 7:30 p. M.

Preliminary and Final Plat
GEORGE MACATEE - Richland Terrace Addition
After review, discussion and consideration by the
City Council Mr. Hubbard moved, seconded by Mr.
Sandlin to approve PS 67-6, with certain stipula-
tions and requirements to be followed as outlined
in the attached agreement from Mr. Macatee, which
is to become a permanent part of these minutes.
The motion carried by a vote of 5-0.
ADJOURNMENT
There being no further items on the agenda for
this Special City Council meet,ing, Councilman
Daley moved, seconded by Councilman Sandlin, that
this meeting be adjourned.

At the meeting of the Planning and Zoning Commis sion, held
on the evening of August 30, 1967, at which the preliminary
and final plat for my development in the Richland Terrace
Addition was presented, I agreed to perform the following
requests of the city~
1. I agree to relocate and construct the main channel of the
Calloway Branch to tie in with the existing drainage channel
constructed by the Texas State Highway Department in con-
nection with the construction of I. H. Loop 820 from the cen-
terline of Maplewood Drive.
2. I agree to secure the dedication of Maplewood Drive to the
public adjacent to the tract now under construction in accord-
ance with the policies adopted by the City Council and escrow
funds in the amount of $5.50 per front foot for my portion of
the cost of constructing Maplewood Drive. There is a front
footage of approximately 1,280 adjacent to Maplewood Drive
making the escrow deposit necessary approximately $7,040.
It should be noted that the amount of the funds to be deposited
will be based upon a final determination by the staff and con-
sulting engineers of the front footage and the analysis of the
existing pavement to the eastern boundary of the property.
3. I agree to escrow such funds as will be required to pay for
50 per cent of the cost of the construction of a bridge over the
relocated drainage channel, on the presently undedicated portion
of Maplewood Drive. Upon development of the property to the

north, the abutting property owner on the north will be required
to provide the same ratio of funds for the construction of the
bridge facility.
Mr. Hall, I would like to meet with you and the owners of the
property immediately to the north of Maplewood as soon as pos-
sible for the purpose of discussing with you the possibility of the
city's paying for one-third of the costs of the above described
construction work. I am sure that Mr. Hubbard and Mr. Adcock
would want to be in on this meeting as would Mr. Frank Camp-
bell who will be doing the construction. As soon as Clint Smith
and L. A. Peterson are back in town and at a time convenient
to you, I hope we can plan to get together. Thank you for your
help.
