NORTH RICHLAND HILLS, HELD AT
THE CITY HALL, 4101 MORGAN
CIRCLE, JANUARY 10, 1966

CALL TO ORDER
The meeting was called to o.rder by Mayor John P.
Hunter.
ROLL CALL
Those present: Mayor John P. Hunter, Councilmen:
Dodson, Dowell, Daley, Faram, King, Sandlin and Chester.
Administrative staff present: City Attorney, City Manager
and City Secretary.

The invocation was given by Councilman Fred
Chester.
REPORTS OF THE CITY MANAGER

AMENDMENT OF COUNCIL RULES OF
PROCEDURE

After considerable discussion Mr. King made a
motion, seconded by Mr. Chester, that Section 5.6.2 of
the Council Rules of Procedure be amended to provide that
all petitions regarding protest of zoning matters be sub-
mitted through the City Manager no later than 12:00 noon
on the Thursday preceding the Monday council meeting. The
motion carried 6-1 with Councilmen Dodson, Dowell, Daley,
King, Sandlin and Chester voting in the affirmative and
Councilman Faram voting against.

TRAFFIC SIGNAL ORDINANCE-TEXAS
HIGHWAY DEPARTMENT

Mr. Dowell made a motion, seconded by Mr. Daley,
that Ordinance No. 146 be adopted, submitted by the
State of Texas stating that the State would maintain and
install signals at State Highway 121 and Loop 1-820 and
that the City of North Richland Hills would enforce
compliance with the traffic signals at this point. The
motion carried unanimously.

PURCHASE OF EMERGENCY VEHICLE

Mr. King made a motion, seconded by Mr. Chester,
that the low bid of $2,186.00 by GMC be accepted for
a replacement emergency vehicle for the Fire Department.
The motion carried unanimously.

COUNCIL PRESENTATIONS
Master Plan
Following discussion of the preparation of the
Ci ty I S Master Plan with Mr. Robert W. Hollin of Land
Planning, Incorporated, Dallas, Texas, Mr. Dodson made
a motion, seconded by Mr. Dowell, that Mr. Robert W.
Hollin, Land Planning, Incorporated, Dallas, Texas, be
designated as the City's Master Planner and that the
Engineering firm of Gregory, Knowlton and Ratliff be
designated as the City's consultants for master plann-
ing and requested the City's planner to make applica-
tion to H.H.F.A. for a grant for the preparation of the
City's Master Plan. Resolution stating above attached
to and made a part of these minutes.

Mr. Faram, made a motion, second ed by Mr. Daley,

did the original motion.

the presentation of a petition by adjacent residents (this
petition submitted through the City Manage.r, transmitted
with an informal report) Mr. Faram made a motion, seconded
by Mr. Dodson, that the following described property
located in the City of North Richland Hills be rezoned
f rom its present classification of Class IIAII Residential
to IILocal Retail Businessll:

Mr. King made a motion, seconded by Mr. Dowell,
to amend the original motion in that no building would
be constructed within 200 feet of any residence NOW in
existence and that a 6 foot fence be provided around
the property to provide a buffer zone between the
residential and local retail establishments. The
motion to amend carried unanimously as did the o.riginal
motion.
Mr. Cheste.r made a motion that a 60 day mora-
torium be placed on all requests for rezoning when

there was a 20% protest involved. The motion died for
lack of a second.

PS 66-1 M.r. King made a motion, seconded by
Mr. Dowell, that the request of Delbert Goodlett be
granted, to subdivide a tract of land consisting of
Lot 11, Block 2, Morgan Meadows Addition, having an
area of 80,000 square feet into two lots, Lot llA and
Lot lIB, each containing 40,000 square feet. The
motion carried unanimously.
PS 66-2 Mr. Daley made a motion, seconded
by Mr. Sandlin, that the request of B. W. Giles to
replat a 2.66 acre tract out of the J. B. Eden Sur-
vey into Tract 1 and Tract 2, be granted. The motion
carried unanimously.
ADJOURNMENT
Mr. Sandlin made a motion, seconded by Mr.
Daley, that the meeting be adjourned.
