HomeMy WebLinkAboutCC 1966-02-14 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, FEBRUARY 14, 1966 7:30 P.M. CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL Those present: Dowell, King, Faram, staff present: City Secretary. Mayor Hunter, Councilmen, Dodson, Daley, Sandlin and Chester. Administrative Attorney, City Manager and City INVOCATION The invocation was given by Councilman Fred Chester. CONSIDERATION OF THE MINUTES OF THE PREVIOUS MEETING Mr. King moved, seconded by Mr. of the January 24, 1966 be approved. with Councilman Faram abstaining due January 24, 1966 meeting. Sandlin, that the minutes The motion carried 6-1 to absence at the PRESENTATIONS OF THE CITY COUNCIL North Central Texas Council of Governments Mayor Hunter gave a report to the Council on the forma- tion of the North Central Texas Council of Governments, of which North Richland Hills has become a member. Northeast Cities Advisory Council Councilman Chester gave a report to the Council of the items that had been discussed at the Northeast Cities Advisory Council. Mr. Chester advised the City Council that the items currently under discussion were the awarding of a CATV franchise and the widening of Harwood Road. CITIZEN PRESENTATIONS CATV I.R. #87 Mr. E. Seagraves, spoke to the Council in opposition to the City Council of the City of North Richland Hills awarding a cable television franchise. -2- Keller Urban Water Company The City Council heard the presentation of the Keller Urban Water Company regarding the requested extension of water lines in the extra-territorial jurisdiction of the City and to five residents of the City in the northwest portion. General discussion concerned construction dates, specifications a nd supply c apaci ty . REPORTS OF THE CITY MANAGER CC G-39 ADOPTION OF FIRE PREVENTION CODE CC G-39 Mr. Chester moved, seconded by Mr. King, that the Mayor appoint two Councilmen to work with the Fire Marshall, Fire Chief and City Manager on the adoption of a Fire Prevention Code for the City of North Richland Hills. Mayor Hunter appointed Councilmen Daley and Dodson. CC G-40 PERSONNEL REGULATIONS CC G-40 Mr. Chester moved, seconded by Mr. Dodson, that adoption of the draft set of personnel regulations be tabled for further study. The motion carried unanimously. CC G-41 STREET LIGHTS - SMITHFIELD AREA CC G-41 After viewing a map of existing and proposed street lights, Mr. Dowell moved, seconded by Mr. Daley, that 23 street lights be installed in the Smithfield area of the City. The motion carried unanimously. CC G-42 SURVEY OF FIRE DEFENSES CC G-42 Mr. Dodson moved, seconded by Mr. King, that the Texas Fire Prevention and Engineering Bureau be contacted to conduct a survey of the City's fire defenses. The motion carried unanimously. CC G-43 PURCHASE OF REPLACEMENT ANIMAL CONTROL VEHICLE CC G-43 Mr. King moved, seconded by Mr. Daley, that a check be drawn from the General Fund of the City of North Richland Hills to the City of Richland Hills for the purchase price on a 50%, 50% basis for the purchase of a replacement animal control pick up truck. The motion carried unanimously. CONTRACTS CC C-ll PARTICIPATION IN JOINT LIBRARY FACILITIES CC C-ll After considerable discussion on joint participation with Richland Hills and whether or not the City of North Richland Hills could secure money from Tarrant County and 3 in turn give the library money to the City of Richland Hills. Mr. Chester moved to table the matter until the intent of the City of Richland Hills was more clearly understood. The motion died for a lack of second. Mr. Sandlin moved, seconded by Mr. King, that the City of North Richland Hills pay to the City of Richland Hills the total sum of $3,000.00 for library services for the fiscal year' October 1, 1965 through September 30, 1966 and that Ordinance 148 be adopted. The motion carried unanimously. PLANNING AND ZONING CC PL-13 PLANNING AND ZONING COMMISSION RECOMMENDA- CC PL-13 TIONS PZ 66-1 Mr. Daley moved, seconded by Mr. Chester, that the recommendations of the Planning and Zoning Commission be accepted and that the request of the Richland Hills Church of Christ to rezone a 10.331 acre tract of land out of the W. W. Wallace Survey, Abstract 1606, from the present classificat.ion of Class IIAII Residential to a proposed classificat.ion of IILocal Retailll Business be denied. The motion carried unanimously. PZ 66-2 Mr. Chester moved, seconded by Mr. Daley, that the recommendation of the Planning and Zoning Commission be accepted and that the request of A. E. Pettit to rezone a tract of land out of the E. S. Carder Survey, Abstract 308, f rom its present classification of Class IIAII Residential to a proposed classification of IILocal Retailll Business be denied. The motion carried unanimously. TAX ADJUSTMENTS CC TA-13 TAX ADJUSTMENT CANCELLATION CC TA-13 Mr. King moved, seconded by Mr. Chester, that TA-13 be approved. The motion carried unanimously. REPORTS OF THE CITY MANAGER Councilman Chester asked that the City Manager give a progress report to the Council on various projects. The City Manager gave a brief summary of the status of street repair, drainage improvements and various other proj ects currently unde.rway and soon to be initiated.
