HomeMy WebLinkAboutCC 1966-03-28 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, MARCH 28, 1966 7:30 P.M. CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL Those present: Faram, King, Sandlin Administrative staff and City Secretary. Mayor Hunter, Councilmen: Dodson, Dowell, and Chester. Absent: Councilman Daley. present: City Attorney, City Manager INVOCATION The invocation was given by Councilman Chester. CONSIDERATION OF MINUTES OF THE PREVIOUS MEETING Mr. Chester pointed out that the minutes should reflect a unanimous vote by the Council for the payment of dues to the Texas Municipal League. Mr. King then moved, seconded by Mr. Chester, that the minutes of the previous meeting be approved. The motion carried unanimously with Councilman Sandlin abstaining due to absence at the last meeting. REPORTS TO THE CITY COUNCIL Councilman Dowell gave a report to the Council on the First Texas Governor' s Conf erence on Libraries. Mr. Chester reported to the Council on Northeast Cities Advisory Council matters. REPORTS OF THE CITY MANAGER CC G-50 INVESTMENT OF CITY FUNDS CC G-50 Mr. Chester moved, seconded by Mr. Dowell, that the action of the Investment Committee, purchase of $15,000.00 in U. S. 90 day Treasury Bills, be approved. The motion carried unanimously. CC G-51 STREET PRESERVATION STUDY PROGRAM CC G-51 After considerable discussion, Mr. Chester moved, seconded by Mr. King, that the City purchase "Peneprime" at $.26 per gallon for experimental street preservation program. Additional discussion followed, with Councilman Sandlin moving to table the matter until the City's Engineers March 28, 1966 -2- could give an accounting of the controls that would be placed on the experiment. Mr. Sandl.in' s motion carried u nan.imously. CC G-52 FIRE DEPARTMENT INSURANCE CC G-52 Mr. Dowell moved, seconded by Mr. Sandlin, that the insurance coverage on the volunteer Fire Department be secured through the St. Paul Fire and Marine Insurance Company at an estimated annual premium of $300.00. The motion carried unanimously. CONTRACTS CC C-14 HOLIDAY LANE-MARILYNINTERSE~LON CC C-14 Mr. Chester moved, seconded by Mr. King, that the City Engineers be authorized to prepare detailed plans and specifications for the realignment of the intersection of Holiday Lane and Marilyn Lane. Mr. Dowell then amended the motion, by requesting that an alternate plan be sub- mitted by the Engineers that might be more economical. Vote on the amendment was unanimous. Vote on the motion was 5-1 with Councilman Chester voting no. CC C-15 FINAL PAYMENT - SHAUNA DRIVE DRAINAGE IMPROVEMENTS CC C-15 Mr. Dodson moved, seconded by Mr. Dowell, that E. H. Shaw Construction Company be paid $1,163.15 as final pay- ment for bid work on Shauna Drive drainage improvements. This amount also includes $60.45 over the bid price for additional hot mix asphalt. The motion carried unani- mously. PLANNING AND ZONING CC PL-14 PLANNING AND ZONING, HOLIDAY EAST ADDITION CC PL-14 Mr. King moved, seconded by Mr. Chester, that the final plat of the Holiday East Addition, Section 2 to the City of North Richland Hills be approved. The motion carried unanimously, with Councilman Sandlin abstaining. TAX ADJUSTMENTS CC TA-15~ CC TA-16 and CC TA-17 TAX ADJUSTMENTS-CANCELLgTION CC TA-15 CC TA-16 CC TA-17 Mr. Dowell moved, seconded by Mr. King, that Tax Adjust- ments TA-15~ TA-16 and TA-17 be approved. The motion carried unanimously. REPORTS OF THE CITY COUNCIL FIRE ALERTING SYSTEM Mr. Chester advised the Council that, at his request, March 28, 1966 -3- he had received a letter from the City Manager outlining the City's Fire Alerting System and the alternative methods that might be initiated for improved and updated fire alerting for the City's Volunteer Fire Department. PERSONAL PROPERTY TAX Councilman Dodson introduced a Resolution stating opposition to a personal property tax, i.e., household furnishings, autos and such items that are not real prope.rty. Afte.r considerable discussion it was pointed out that Section 3 of the Charter provides that such items may not be taxed. Mr. Dodson stated that he would like to vote on the Resolution for a clarification to the citizens as a part of the citizenry were not aware of this section of the Charter. Mr. Dodson then stated that he thought that the Council should individually give their opinions on a personal property tax. Each Councilman then stated individually that he was opposed to taxing household items of property owners.
