HomeMy WebLinkAboutCC 1966-04-11 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, APRIL 11, 1966 7:30 P.M. CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL Those present: Mayor Hunter, Councilmen Dodson, Dowell, Daley, Faram, King, Sandlin and Chester. Also~ James Cato and James Hubbard, Incoming Councilmen. Administrative staff present: City Attorney, Marion L. Massey, City Manager, John P. Hall and City Secretary, Rita Ralston. INVOCATION The invocation was given by Councilman Fred Chester. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING Mr. Dowell moved, seconded by Mr. Faram, that the minutes of March 28, 1966 be approved. The motion carried unanimously. PRESENTATIONS OF THE CITY ATTORNEY Canvass of Election Held April 5, 1966 for election of Mayor and seven Councilmen Mayor Hunter read a resolution stating the returns of the election held April 5, 1966 with the results being as follows: Councilman Place 1, P. M. Dodson¡ Councilman Place 2, James R. Hubbard~ Councilman Place 3, Harold B. Daley~ Councilman Place 4, Dick Faram~ Councilman Place 5, James F. Cato~ Councilman Place 6, Johnny B. Sandlin and Council- man Place 7, Fred Chester. Mr. Dick H. King moved, seconded by Mr. Daley, that the Resolution be adopted. The motion carried unanimously. OATH OF OFFICE City Attorney Marion L. of office to the following: Harold B. Daley, Dick Faram, and Fred Chester. Massey administered the oath P. M. Dodson, James R. Hubbard, James F. Cato, Johnny B. Sandlin NOMINATION OF MAYOR PRO TEM Mr. Faram nominated Mr. Hubbard for the office of Mayor Pro-Tem, Mr. Cato nominated Mr. Sandlin, Mr. Sandlin nominated -2- Mr. Chester. Mr. Dodson then moved, seconded by Mr. Cato, that the nomination cease. A vote was then taken by paper ballot for the office of Mayor Pro-Tem. The results were as follows: Mr. Chester, three votes~ Mr. Hubbard two votes~ and Mr. Sandlin, two votes. Mr. Fred Chester was then d ec lared Mayor Pro-Tem. ADOPTION OF ORDINANCE CALLING SPECIAL ELECTION FOR THE OFFICE OF MAYOR Mayor Hunter read Ordinance No. 150 calling a special election May 10, 1966 for a run off election for the office of Mayo.r betw~en Alvis Dowell and Calvin Luper. Mr. Sandlin moved, seconded by Mr. Daley, that Ordinance No. 150 be adopted and that the election be called for May 10, 1966. The motion carried unanimously. OTHER BUSINESS Mayor Hunter stated that Mr. Buster Slate wished to speak to the Council. Mr. Chester moved, seconded by Mr. Sandlin, that Mr. Slate be heard. The motion carried unanimously. Mr. Slate advised the Council that he had sold some acreage from a farm and that the purchasers wanted to build houses on the property but that there was no access to the property on a paved street and that the administra- tive staff would not issue a building permit for houses to be built on the land until a street was paved and curb and gutter installed on the land in question. Mr. Daley then moved, seconded by Mr. Sandlin, that the matter be referred to the City Attorney and City Manager for a report to the Council. The motion carried unanimously. ADJOURNMENT Mr. Daley moved, seconded by Mr. Dodson, that the meeting be adjourned. 1tJ~~
