MINUTES OF THE MEETING OF THE
CITY COUNCIL OF NORTH RICHLAND
HILLS, HELD AT THE CITY HALL,
4101 MORGAN CIRCLE, APRIL 25,
1966

CALL TO ORDER
The meeting was called to order by Mayor John P. Hunter.

INVOCATION
The invocation was given by Councilman Dick Faram.
APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING
Mr. Hubbard moved, secondpd by Mr. Chester, that the
minutes of the meeting of April 11, 1966 be approved with the
correction that it w;:>.~ decided that outgoing Councilmen should
receive plaques. The motion carried unanimously.
APPOINTMENTS OF THE CITY COUNCIL
Mayor Hunter advised the Council that he thought it would
be advisable to wait on appointments by the Council until the
new Mayor was seated. The City Council concurred but it was
decided that there were posts that had to be filled before the
new Mayor would be seated~ Tarrant County Water Supply
Corporation and North Central Texas Council of Governments.
Mr. Hubbard moved, seconded by Mr. Chester, that Mr. Tex
Dodson be made temporary member of the Tarrant County Water
Supply Corporation Board to represent the City at the next
board meeting. Mr. Chester moved, seconded by Mr. Sandlin,
that Mr. Hubbard be appointed to serve as the City's repre-
sentative for the North Central Texas Council of Governments.
The motion carried 5-1 with Councilman Hubbard abstaining.
CITIZEN PRESENTATIONS
Mr. Sam Rosen, Attorney at Law, appeared before the
Council on behalf of Mr. Edwin R. Taft. Mr. Rosen stated
that his client was of the opinion that the land adjacent to
his house on Flory Street was zoned Class IIAn Residential due
to the receipt of a letter some two years after the property
had been zoned local retail business stating that the property
in question had been zoned back to Class A Residential by

the City Council of North Richland Hills. City Attorney
Marion L. Massey advised Mr. Rosen that it was the position
of the City that the zoning by the Council of the property
in question from local retail business back to Class A
Residential was not done properly i.e., no notices sent,
to property owners, no hearing before the Planning and Zoning
Commission, no legal notice run of the rezoning.
COUNCIL PRESENTATIONS
Tarrant County Water Supply Corporation
Mayor Hunter asked that the City Attorney give a report
to the Council on the suit involving the Hurst Bedford
School District and the Tarrant County Water Supply Corpora-
tion. Mr. Massey advised that there was a settlement with
the School District amounting to 36% of the alleged taxes
due and a permanent inj,unction against the School District.
Traffic Violations - Juvenile
Councilman Faram suggested that a program be initiated
in the City whereby parents of juveniles would be notified
of traffic violations received by their children and that
the court and/or the Police Department coordinate with the
parents and children for better traffic safety. Councilman
Faram also suggested that this program be set up whereby
the records of juvenile traffic offenders could be accessible
to all departments for a joint effort by several cities.

Railroad Crossing Signals

After considerable discussion of the installation policies
on railroad crossings, Mr. Cato moved, seconded by Mr. Sandlin,
that CC G-53 be adopted. Mr. Faram amended the motion to
state that the City would coordinate with the railroad before
the adoption of a policy. Mr. Faram's amendment carried 5-1
with Councilman Cato voting no. The original motion was not
voted on as the amendment killed the motion.

Building Code Variation
CC G-54
Mr. Hubbard moved, seconded by Mr. Cato, that CC G-54
be approved, establishing five types of construction (re-
lating to fire) and establishing fire districts as designated
in the Southern Standard Building Code. The motion carried
unanimously.

Mr. Hubbard moved, seconded by Mr. Chester, that
TA 18 be approved. The motion carried unanimously.

Tax Adjustment - Cancellation
Mr. Chester moved, seconded by Mr. Sandlin, that
TA 19 be approved. The motion carried unanimously.
CITIZEN PRESENTATIONS
Mr. Buster Slate, Eden Road, stated to the Council that
he could not get building per~its on land that he had sold
out of a farm. City Attorney, Marion L. Massey advised Mr.
Slate that in order for him to secure a building permit on
any of the land that he had sold that he would have to abide
by the State Statutes and City Ordinance regulating sub-
division of land.
COUNCIL REQUESTS
Mr. Chester advised the administrative staff that he
would like to have a report of street work at each Council
meeting and requested that this be on the agenda each meeting
as an open item.

Mr. Sandlin moved, seconded by Mr. Cato, that the meeting
be adj ourned.
