MINUTES OF THE MEETING OF THE
CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS,
HELD AT THE CITY HALL, 4101
MORGAN CIRCLE MONDAY, MAY 9,
1966
7:30 P.M.
CALL TO ORDER
The meeting was called to order by Mayor John P. Hunter.
ROLL CALL
Those present: Mayor Hunter, Councilmen Dodson, Hubbard,
Daley, Faram, Cato, Sandlin and Chester. Administrative staff
present: City Attorney, City Manager and City Secretary.
INVOCATION
The invocation was given by Councilman Fred Chester.
APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING
Mr. Chester moved, seconded by Mr. Daley, that the
minutes of April 25, 1966 be approved with the following
corrections: Under Citizen Presentations the sentence re-
garding Mr. Taft's zoning should read liThe zoning by the
Council was not done properly". Also, Mr. Dodson stated that
he left the meeting early and wished it noted in the minutes.
The motion carried 6-1, with Councilman Dodson abstaining due
to absence in the latter part of the meeting.
CITIZEN PRESENTATIONS
North Hills Lake
Mr. David Smith, 5805 Tourist Drive, spoke to the
Council concerning the lake in the North Hills area and the
break in the dam due to recent heavy rains. Mr. Smith told
the Council that the residents whose homes were in view of the
lake did not wish to see the lake drained ,but rather wanted re-
pairs made to the dam. Mr. Hubbard moved, seconded by Mr.
Sandlin, that the administrative staff repo.rt to the Council
on the exact property lines around the lake and what property
damage if any would be caused should the dam break. Mr.
Dodson then amended the motion, and asked that the City
Attorney give an opinion as to the City's liability should
the dam break. Mr. Mr. Dodson's amendment was seconded by
Mr. Daley. The amendment carried unanimously as did the
original motion.

Richland Oaks Addition

Mr. Kurtin and Mr. Porterfield spoke to the Council in
regards to the flooding of homes in the Richland 9aks Addition
during the recent heavy rains. Mr. Chester moved, seconded
by Mr. Cato, that the City secure easements from homeowners
whose property included the creek and that the City put
laborers in the area to clean out the creek until further
measures could be taken. The motion carried unanimously.
Harmonson Addition
Mr. Panus, Harmonson Road, spoke to the Council regarding
water conditions on Harmonson Road. He stated that there
seemed to be a misunderstanding between the residents on
Harmonson Road and the City in that the residents did not
understand that if they bought the drain pipe that the City,
would install it. Mr. Chester moved, seconded by Mr. Daley,
that the City Manager write a letter to the residents explain-
ing what had to be done to get drain pipe installed on the
street.
COUNCIL PRESENTATIONS
Councilman Chester and Councilman Dodson advised the
Council that the Northeast Cities Advisory Council wished to
undertake an engineering feasibility survey on available
water to the Northeast Cities area. Each City would partici-
pate in the cost. Mr. Dodson moved, seconded by Mr. Chester,
that the City of North Richland Hills participate in this
study at a cost not to exceed $1,192.00. The motion carried
6-'1, with Councilman Faram voting no.

Worth Christian College be permitted to close the undedicated

The motio.n carried unanimously.
TAX ADJUSTMENTS
CC TA-20 Mr. Daley moved, seconded by Mr. Chester CC TA-20
that TA 20 be accepted. The motio.n carried unanimo.usly.
ASSISTANCE FROM TARRANT COUNTY
Mayor Hunter advised the Council that Co.mmissio.ner Dick
Lewis would help the City with problems caused by recent rains
if the Council would request it. Mr. Daley mo.ved, seco.nded
by Mr. Chester, that the City request Mr. Lewis to assist in
any way possible. The motion carried unanimously.
ADJOURNMENT
Mr. Sandlin moved, seconded by Mr. Cato, that the meeting
be adjourned. The motion carried unanimously.
