MINUTES OF THE MEETING OF THE CITY COUNCIL OF
THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD
AT THE CITY HALL, 4101 MORGAN CIRCLE,
October 24, 1966, 7:30 P.M.
CALL TO ORDER
The meeting was called to order by Mayor
Calvin F. Luper.
ROLL CALL
Those present: Mayor Luper, Councilmen:
Dodson, HUbbard, Daley, Faram, Cato,
Sandlin and Chester. Absent: City
Manager and City Secretary. Administra-
tive staff present: City Attorney,
Chief of Police and Mrs. Evalyn Reed.

The invocation was given by Mr. Fred
Chester.

MEETING

Councilman Faram moved, seconded by
Councilman Chester, that the minutes
of the October 10, 1966 meeting be
approved. The motion carried 6-1, with
Councilman Daley abstaining due to ab-

CITIZEN PRESENTA-
TIONS

Mr. Asa Short was to appear at this
City Council meeting at his own request
in regard to the City Recreation Program,
however, Mr. Short failed to appear at
meeting.
,PUBLIC HEARINGS

Rezoninq - Dynamic Development Corporation
Mr. Leland Hodges made a presentation
to the council to rezone Tract 1 and I-A in the Town and
Country Estates Addition North of New Highway 121A, in-
cluding a strip of land 30 feet wide on easterly boundary
of this Addition, south to the northerly right-of-way line
of State Highway 121A, from its present classification of
Class IIAII residential to Class "CII residential and told
the council of their plans to build apartment units at this
location. The following property owners appeared before
the City Council, all expressing this disapproval of apart-
ment units being built near their residences: Mr. Elmer D.
Cain, 4908 Oakridge Terracer Mr. Snodgrass on Mesa Vera
Trailr Mrs. Charles L. Shirley, 4809 Oakridge Terracer
Mr. F. R. Stout, 5408 WoodwaYr Mr. Goddard, 4812 Weyland
and Mr. Sam Lawson of 4901 Wondol Court. After much
discussion among the council and the citizens, Councilman
Faram moved that the council approve the recommendation of
the Planning and Zoning Commission by disapproving the
request of Dynamic Deve~opment Company under Zoning Case
PZ 66-9, Council Communication PL-19. This motion was
seconded by Councilman Daley and the motion carried 7-0.

CC P-24 PURCHASE OF
POLICE PATROL VEHICLES
Councilman Fred Chester move9,
seconded by Councilman Daley,
that the Council accept the
recommendations of the City Manager to amend the bids
for the purchase of police patrol vehicles at a cost
of $60.45 additional per unit to allow for the purchase
of the heavy duty unit, the Plymouth Fury. The motion
carried 7-0.
There was much discussion by the Council regarding the
701 program and the Master Plan. Mr. Daley moved, seconded
by Mr. Sandlin, that the Mayor make arrangements to have
Master Planner, Mr. Robert Hollin, attend the next City
Council meeting scheduled for November 14, 1966, to ans-
wer any questions the councilmen may have. The motion
carried 7-0.
ADJOURNMENT
Mr. Daley moved, seconded by Mr. Chester,
that the City Council meeting be ad-
journed.
