MINUTES OF THE MEETING OF
THE CITY COUNCIL OF NORTH
RICHLAND HILLS, TEXAS, HELD
AT THE CITY HALL, 4101 MORGAN
CIRCLE, JANUARY 25, 1965
7:30 PM
I CALL TO ORDER AND ROLL CALL
Those present: Mayor Hunter, Councilmen: Dodson, Daley,
Dowell, King, Faram, Sandlin and Chester.
Administrative Staff Present: City Attorney, Marion Massey
and City Secretary.
II INVOCATION
After a moment of silent prayer the Pledge of Allegiance
was said.
III APPROVAL OF MINUTES
Mr. Daley made a motion that was seconded by Mr. Dowell
that the minutes of January 11, 1965, be approved. The motion
passed 7-0, with all counci1wen voting yes.
IV COMMUNICATIONS
Mr. J.D. Foster of Texas Electric, presented the Mayor and
Council with!a letter from the electric company outlining a
rate reduction and stating that the City would receive
$9,300.00 in extra revenue from Texas Electric this year.
Mr. King made a motion that the reduction be accepted. The
motion was seconded by Mr. Dowell. All Councilmen voted yes.
REMODELING OF COUNCIL PLATFORM
Mr. Dowell made a motion that the Council platform be
brought' up to date. This is to include carpet, sound system
remodeling of table and extension of platform. Mr. Daley,
Mr. Sandlin and Mayor Hunter would be in charge of the project.
The motion was secondèd by Mr. Chrster. The motion passed with
all councilmen vòting yes.
CITY ATTORNEYS' FEES:
Mr. Dowell made a motion that was seconded by Mr. King that
the fee of Dawson Davis for $446.10 and the fee of Glenn M.
Goddnight for $995.00 be paid. The motion passed 7-0, with
all councilmen voting yes.
REPORTS FROM COMMITTEES:
The drainage problem ßn North Hills Drive was discussed. Mr.
Boeing advised the Council that he and his neighbors had rec-
ieved the release that they were to sign. He stated that they
aadJret{Jined an attorney and that the attorney advised them that
the last paragraph of the release should be reworded. The council
advised Mr. Boening that the City would proceed on the project
when the release was signed.

NEW BUSINESS:
REPEAL OF ORDINANCE #127 (CITY ATTORNEY)
Mr. Sandlin made a motion seconded by Mr. Daley that the ordi-
nance requirtmg,the City Attorney to have ten years experience
be repealed. The motion carried 7-0 with all councilmen voting
yes.
APPOINTMENT OF CITY ATTORNEY:
Mayor Hunter appointed Marion L. Massey as City Attorney. Mr.
Dowell made a motion and Mr. Sandlin seconded that the appoint-
ment be accepted. The motion ca~ried 7-0 with all councilmen
voting yes.
APPOINTMENT OF CORPORATION COURT JUDGE:
Mayor Hunter appointed Mr. J. B. Harvill, Attorney at Law,
as temporary Corporation Court Judge. Mr. Daley made a motion
seconded by Mr. Chester, that the appointment be accepted.
Carried 7-0.
OTHER BUSINESS:
HIRING OF CITY MANAGER:
The hiring of a City Manager was discussed. Mr. King made a
motion that was seconded by Mr. Daley, that the City advertise
in professional magazines and in the news media for a City
Manager. Mayor Hunter appointed Mr. King, Dodson, and Faram
to compose the advertising. Mr. King's motion passed 7-0,
with all councilmen voting yes.
PARK AND RECREATION:
Mr. Alvis Dowell stated to the council that the Jaycees had
ordered playground equipment for the City Park.
Mr. Asa Short spoke to the Council about forming a recreation
association. He stated that it would take $15,000 to equip the
park. Mayor Hunter asked Councilmen Chester, Faram, and Dowell
to work with Mr. Short in the development of park and recreation.

MOTION TO ADJOURN:
Mr. Daley made the motion to adjourn. The motion was seconded
by Mr. Sandlin. Council adjourned at 9:45 P. M.
