HomeMy WebLinkAboutCC 1965-02-08 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, FEBRUAR~ 8, 1965, 7:30 P.M. I CALL TO ORDER AND ROLL CALL Those present: Mayor Hunter, Councilmen: Dodson, Daley, Dowell, King, Faram and Sandlin Administrative Staff Present: City Attorney, Chief of Polica, Fire Chief and City Secretary II INVOCATION Mr. Calvin Luper III APPROVAL OF MINUTES January 19, 1965-Mr. King read the minutes aloud. Mr. Daley made a motion seconded by Mr. Sandlin that the minutes be approved. The motion passed 6-0, with all Councilmen voting yes. January 25, 1965-Mr. Dowell made a motion that the minutes be approved. Mr. King seconded the motion. The motion passed 6-0, with all councilmen voting yes. IV COMMUNICATIONS Mayor Hunter read a letter from the Trinity Development Cbmmittee requesting that Mayors be present at a special meeting, 2/9/65. Mayor Hunter stated that he planned to attend. W REPORTS FROM COMMITTEES Mr. Dowell told the Council that the park equipment that had been purchased by the Jaycees is to be delivered to the ~ity Hall sometime this week. The merchandise is prepaid. Mr. McCby read the minutes of the Zoning Commission meeting to the Council. Mr. Sandlin made a motion seconded by Mr. Dodson that the following recommendations of the Zoning Commission be approved: From Class "An residential to Local Retail Business: 9.27 acres of the W.W. Wallace Survey, A'ðstract 1606, at the request of Mr. Jack York. Lots one and two, Block B, of the Richland Oaks Addition, at the request of Dr. Roy L. Bowden. The motion passed 6-0, with all Councilmen voting yes. Mr. King made a report from the Cit y Manager Committee. He stated that there had been two applicants and that there were nine actove City Managers or Assistant City Managers that might be interested in the position in North Richland Hills, but that they would have to be contacted by the City. Mr. King also stated that there would be an advertisement in the March issue of "Town and Cltyn. OLD' BUSINESS Mr. Dodson asked if the report from the Charter Commission was ready. Mayor Hunter advised him that Mr. aivin Luper had to leave during the meeting. Marion Massey, City Attorney, advised the Council that the bill of casts in the case of Luper vs the City of North Richland Hills, was $512.10. NEW BUSINESS Mayor Hunter gave a copy of the City Plumbing Code to Mr. Fred Harrison of Tarrant County Water SÜpply Øbrp. for the water department's recommendation on the plumbing code in reference to the type of pipe to be used in construction. Mayor Hunter cecommended to the Council that William E. French be appointed as an alternate member to the Zoning Commission. The City Attorney advised that according to the Charter that there were no provisions for an alternate member. The C'ity Attorney informed the Council that it would be necessary to designate the terms of the Zoning Commission members. Mr. Sandlin made a motion to table the matter. All Councilmen voted yes. Mr. Dodson made a motion seconded by Mr. Faram that a member of the Council be appointed to coordinate with the Zoning Commission in t e area of long ran~e planning. The City Attorney advised the Council that this party would have no official capicity. The motion passed 6-0, with all Councilmen voting yes. Mayor Hunter appointed Mr. Dodson. OTHER BUSINESS Marion Massey, City Attorney, advised the Council that the City is being sued for $25,000.00 by Clayton P. HOlley. The City is charged with failure to put a dead end street sign at a "T" intersection. The Attorney told the Council that it might be wise to look into the possibilities of liability insurance. Mayor Hunter appointed Mr. Daley to investigate this matter. Mr. Balthrop of 6817 Briley Dr. spoke to the Council in reference to a flooding problem, around his house. Mr. Dowell madeca motion that was seconded by Mr. Dodson that an engineering survey be made of the entire area. The motion passed 6-0, with all Councilmen voting yes. It was decided that Mr. Adcock would lQ~ into the possibilities of temporary relief until the survey could be completed.
