MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF NORTH
RICHLAND HILLS, HELD AT THE
CITY HALL, 4101 MORGAN CIRCLE
FEBRUARY 10, 1965, 7:00 P.M.
Those present: Mayor Hunter: Councilmen: Sandlin, Faram,
Dowell anå Dodson. Administrative Staff Present: City
Secretary.
Mayor Hunter read from Vernons Civil Statutes concerning
the powers and duties of the Zoning Commission and the
Zoning Board .of Adjustment. The City Attorney explained the
powers of the Zoning Board of Adjustment and the Zoning
Commission.
Mr. King made a motion to recind the action of the Council
on January 19, 1965, in regardS to the appointment of Mr.
av Porter as chairman of the Zoning Commission. The motion
was seconded by Mr. Sandlin. The motion passed 5-0, with
all Councilmen present voting yes.
ZONING COMMISSION
Mr. Dowell made a motion that Mr. E.F. Abbott and Mr. Jim
McCoy be apnointed to the Zoning Commisssion to serve until
the first Council meeting in May, 1965. That Mr. Alan Hamm,
Clarence Pyron and Ray Porter be appointed to serve ubtil
the first C'ouncil meeting in May 1966. Mr. Dowell also requested
tha5;a copy of the Charter be sent to the above mentioned
men, with the section concerning the powers and duties of
the Zoning Commission underlined. It was also decided that
a letter of acceptance should be requested. The motion
carried 5-0. Mr. Dodson seconded Mr. Dowell's motion.
ZONING BOARD OF ADJUSTMENT
Mr. Sandlin made a motion that the following parties be
appointed to the Zoning Board of Adjustment: Mr. H.B. Helton,
and Mr. John Wofford to serve until the first Council meeting
in May 1965. Mr. Elmo Wallis, Mr. J.L. Brumbaugh and Mr.
Ray Lofland to serve until the first Council meeting in May,
1966. It was also decided that the above mentioned parties
would be sent an excerpt from Ordinance #33 outlining their
duties and powers; also that a letter of acceptance be requested.
Mr. King Seconded Mr. Sandlin's motion. The motion passed
5-0.
Mr. Dowell made a m~tion that article 19, of Ordinance 33
be repealed. Mr. King secondeå the motion. The motion passed
5-0.
MACKEY CREEK DRAINAGE
Mr. Dowell advised that he had talked to Mr. DicK Knowlton
ald that the survey on Mackey Creek would be nominal.
GET'ACQUAINTED BREAKFAST
Mr. Dowell made a motion that was seconded by Mr. King that
the City pay for guests breakfast on Saturday morning,
2/13/65. The motton carried with all Councilmen voting yes.
CAR. ALLOWANCES
The Mayor stated that he and the Chief of Police had been
reoeiving a $25.00 per month car allowance. Mr. Faram made
a motion that was seconded by Mr. King that the Mayor continue
to receive a car allowance. Disoussion followed in referenoe
to the car allowance for the Chief. It was noted that since
the purchase of a third polioè oar, the Chief had access to
a City vehiole for his travel use.
PURCHASE ORDERS
It was decided that all purohases made by any employee of
the City, would be aocompanied by a purohase order, to be
issued by the City Secretary.
RELEASE-NORTH HILLS DRIVE DRAINAGE
Mr. King made a motion that was seoanàêd by Mr. Dowell that
the City accept the amended release presented by Mr. Boening.
The motion passed with all councilmen voting yes.
MOTION TO ADJOURN
Mr. Dowell made the motion to adjourn. The motion was seoonded
by Mr. King.
