MINUTES OF THE MEETING OF
THE CITY COUNCIL CF NORTH
RICHLAND HILLS, HELD AT THE
CITY HALL, 4101 MORGAN CIRCLE
FEBRUARY 22, 1965. 7:30 P.M.
I CALL TOŒDER AND ROLL CALL
Those present: Mayor Hunter, Councilmen: Sandlin, Chester,
Faram, King, Daley, Dowell and Dodson. Administrative Staff
Present: City Attorney, Marion Massey, Chief of Police,
C.M. Lewis, City Inspector, C.W. Adcock, Fire Chief, Frank
Cook, City Secretary, Rita Clower and Zoning Commission member,
Clarence Pyron.
II INVOCATION
Councilman Fred Chester
III APPROVAL OF MINUTES
Mayor Hunter told the Council that they did not get a copy
of the minutes because the duplicating machine was broken.
IV REPORTS FROM COMMITTEES
Alvis Dowell told the Council that he had received an outline
from Mr. herb Owens on a recreation program. Mr. Owens
astimated the cost of the program to be $2,000.00
Mr. Daley read an estimate for liability insurance for the
City that heœd obtained from Mr. W.B. Leffingwell. No action
was taken on this matter.
Councilman Dick H. King stated that the City Manager Committee
had mailed out abo t thirty letters and had had about 50%
response. He also stated that the committee had three or
four good Drospects and at the next meeting would possibly
have a reoommendation from the committee.
V COMMUNICATIONS
Máyor Hunter read a letter from Mr. R.G. Scott, Trinity
Development Committee, thanking repreaentives from this area
for attendance at the meeting in Austin.
Mayor Hunter read a letter from the Texas Municipal League
concerning legislation in the House on Home Rule Government
Cities and a permissive city salews tax.
OLD BUSINESS
Mr. Dodson stated that he would like the report of the Charter
Commission carried over to the next meeting.
MACKEY CREEK SURVEY
Mr. Dowell advised that the engineering survey of the Mackey
creek aread was under way. Mr. ~odson also stated that a
Mr. Clarence Drews, who lives in the area of Mackey Creek was
having some drainage difficulty.
COLLEGE HILLS ADDITION
Mr. Owen presented an amended plat of the College Hills
Addition to the Council for approval. The Council advised
him that he would ave to go before the Zoning Commission.
PENSION TRUSTEE
Mayor Hunter recommended that City Attorney, Marion Massey
be appointed a trustee on the employee's pension trust.
Mr. King made the motion, that Mr. Massey be appointed. The
motion was seconded by M4. Daley. The motion carried 7-0,
with all Counci:hmen voting yes.
JOINT MEETING WITH RICHLAND HILLS COUNCIL
Mr. Dodson recommended that an informal joint meeting of the
two Councils be held. This was in the form of a motion. Mr.
Daley seconded the motion. Mr. Dowell amended the motion:
Mr. Dodson be ap00inted to set up the meeting. Mr. Chester
further amended: and that an agenda be worked out. Mr. Chester
retracted his amendment. The amendment carried 7-0. Mr.
Dodson's origional motion carried 7-0, with all Councilmen
voting yes.
AMENDMENT TO ORDINANCE' #33 ('Ordinance #132)
Mr. King made a mŒtion that article XIX of Ordinance 33
be repealed. Mr. Dowell seconded the motion. The Ordinance
was adopted, with all Councilmen voting yes.
THOMAS l.JHITE VS THE CITY OF NORTr{ RICHLAND HILLS
Marion Massey advised the Council that the City was being
sued by Thomas for $1,598.00. Massey also stated that the
plaintiff had not complied with some provisions in the Charter
as to proceedure in initiating a suit against the City.
MOTION TO ADJOURN
Mr. Daley made the motion to adjourn. The motion was seconded
by Mr. Sandlin. Council adjourned at (:10
RECONVENE 9:20 P.M.
Mr. Ray Porter adv1sed the Council that the amended plat of
the College Hills Addition had the approval of the Zoning
CbmmissiJn. Mr. Dowell made the morion to accept the plat.
Mr. King seconded the motion. The motion carried 7-0.
Mr. Dowell made a motion to adjourn. The motion was seconded
by Mr. King. Council adjourned at 9:25 P.M.
