MINUTES OF THE MEETING
OF THE CITY COUNCIL OF
NORTH RICHLAND HILLS,
HELDAT THE CITY HALL,

CA:LL TO ORDER AND ROLL CALL
Those present: Mayor Hunter, Councilmen: Dodson, Daley,
Dowell, King, Faram, Sandlin and Chester. Administrative
staff present: City Attorney and City Secretary"
APPROVAL OF MINUTES
Mr. Dowell made a motion seco ded by Mr. Sandlin that the
minutes of February 8, February 10, and Feburary 22, be
approved. The motion passed unanimously.
COMMUNICATIONS
Mayor Hunter acknowledged receipt of a letter from Reaves
Gregory, Knowlton and Ratliff in reference to the drainage
problem on Mackey Creek and Booth Calloway Road.
Mayor Hunter read a letter from the State Highway Dept.
concerning the proposed speed limit change on F.M. 1938
This matter was passed for further consideration. Mr. Sandlin
motioned to table the matter. Mr. Daley seconded.
The motion passed with all Councilmen voting yes.
Mayor Hunter read a letter from a Mr. Bell requesting that
the Council take some action to get the water company to
extend a water line on Douglas Lane in Smithfield. Mayor
Hunter advised Mr. Bell that he would refer the matter to
Mr. Harrison at the water company.
IV rmpORTS FROM COMMITTEES
Mr. Dowell discussed the out1ine submitted by Mr. Herb
Owens for a recreation rpogram. This program would use 5he
school playgrounds for various sports and activities.
Mr. Dodson, North Richland Hills representive to the Mid-
Cities Advisory Committee stated that at the first meeting
that he attended that several mutual p~oblems and plans were
discussed. Among them, that the Old Dallas or County Road
3011 would be called Harwood Rd., the Cities involved have
requested that when another city has zoning that is within
250' of another city, that the city be notified of proposed
zoning. Also discussed was coordination of park efforts.
Mr. Dodson also announced that the joint meeting with the
Richland Hi]ls Council would be held at the Richland Hills
Library at ?:30 P.M., 3/15/65.
Mr. King announced that the City Manager Committee had narrowed
the applicants down to two and that possibly by the next
meeting the committee wou¡d have a recommendation.
Mr. Calvin Luper of the Charter Commission stated that he
wuld have the Charter Commission's report ready for the next
meeting.
Mayor advised the Council that two members ~M.Þave to be
appointed to the Water Board. Mr. Banowsky''s._te m has expired
and Mr. Edwards has reøigned. It was deciàed that this would
be carried over to the next meeting.
NE\'¡ BUS INESS
HIRING OF A FIREMAN
Mayor Hunter stated that after Mr. Bob Seal's discharge
from the Armed Service that he w~uld be available as a full
tiie fireman. Mayor Hurter appointed Mr. Chester anà Mr. Faram
to meet with the Fire chief for his recommendations.
TML MEETING
Mayor Hunter announced that the TML Region 8 meeting would
be held at the Hurst Lions Club 3/11/65, and that he would
like as amny Councilmen as possible to attend.
STREET LIGHTS AROUND RICHLAND HIGH SCHOOL
Mr. Dowell made a motion that the City contact Texas Electric
and request street lights around Richland High School. Mr.
King secohced the motion. The motion passed unanimouslyl
STREET SPECIFICATIONS
Mayor Hunter turned the street specifications over to the
City Attorney for revision in reference to the surface
couering and the cost of laboratory examinations. Mr. Chester
made a motion that the amendeà specifications be adopted.
Mr. King seconded the motion. The motion passed unanimously.
DAWN DRIVE AND ADJOINING FARM LAND
Mr. Sandlin inquired what had been done if reference to the
land directly behind Dawn Dr. being fenced for cattle. Mayor
Hunter alvised that construction on the fence had stopped.
EMPLOYMENT OF AN ADDITIONAL CITY INSPECTOR
Mayor Hunter stated to the Council that there was a great
need for an additional city inspectør. It was deciàed that
this would be discussed further after the employment of a
City Manager.
MOTION TO ADJOURN
Mr. Dodson made the motion to adjourn. The motion was seconded
by Mr. Chester. Council adjourned at 8:55 P.M.
