HomeMy WebLinkAboutCC 1965-03-22 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF NORTH RICHLAND HILLS, HELD ON MARCH 22, 1965, AT THE CITY HALL, 4101 MORGAN CIRCLE 7:30 P.M. CALL TO ORDER AND ROLL CALL Those present: Mayor Hunter, Councilmen: Dodson, Dowell, Daley, King, Faram, Chester and Sandlin. Administrative staff present: City Attorney, Fire Chief, Street and Inspection Supervisor, Civil Defense Coordinator and City Secrètary. INVOCATION The invo~ation was given by Rev. Carroll Thompson of St. Lukes Methodist Church. APPROVAL OF MINUTES Mr. Daley made a motion seconded by Mr. Dowell that the minutes of the previous meeting be apuroved. The motion passed unanimously. REPORTS FROM COMMITTEES RECREATION PROGRAM Mr. Dowell introduced Mr. Stafford, the summer recreation coordinator for Haltom City. Mr. Dowell gave a list of equipment for a summer recreation program in the North Richland and Richland Hills area to all of the Councilmen. The Council decided that they wo ld talk the program over with Richland Hills before taking any action. WHITE WAY ON HIGHWAY 121 Mr. Dowell advised the cost of a white way on Shopping Center to Ken $2200.00 for lights on $3300.00 for lights on apart (alternated). No Council that he had looked into the highway 121 from the Richland Plaza Michaøl st. The costs were as follows: one side of the highway at 150' apart both sides of the highway at 100' action was taken on this matter. DAY TIME FIREMAN Mr. Chester s'~ated that he and Mr. Faram had tälked to Bob Seal and to the Fire Chief in reference to r1r. Seal working days in the Fire Dept. after his discharge from the service. Mr. Chester stated that he and Mr. Faram had gotten a very favoraòle recommendation from the Fire Chief but that Mr. Seal would not be discharged~om the Service until around the first YOf August. APPOINTMENT OF CITY MANAGER Mr. King stated that after interviewing several applicants the City Manager Committee was prepared to recommend Mr. John Porter Hall to the Council for the position of City Manager. Mr. Faram made a motion that the recommendation of the committee he accepted and that Mr. Hall be paid a salary of $800.00 per month, a car allowance of $100.00 per month and receive initial moving expenses of $75.00. The motion was seconded by Mr. Dodson. The motion passed unanimously. MID CITIES ADVISORY COMMITTEE Mr. Dodson~ member of the Mid-Cities Advisory Committee stated that another member should be designated for North Richland Hills. Also, that there was a $10.00 fee per c£ty. Mayor Hunter appointed Councilman Fred Chester as an additional member. Mr. Daley made a motion seconded by Mr. Sandlin that the City pay the $10.00 fee. The motion passed unanimously. OLD BUSINESS REPORT FROM THE CHARTER COMMISSION Mr. Calvin Luper, Chairman of the Charter Commission, read the final r~port of the Charter Commission to the Council. Mr. Luper s~ated that the court costs in the 48th District Court were~899.l0. Mr. King made a motion that the costs be paid. The motion was seconded by Mr. Sandlin. The motion passed unanimously. CAR ALLOWANCE FOR THE CHIEF OF POLICE There was discussion on the uses and purposes of the unmarked police car. Mr. Dodson stated that a citizen had told him that he had been stopped by the unamrked car for a traffic matter. There was then discussion as to whether the car should be marked. Councilmen decided that they would confer with the Chief of P~lice on t is matter. It was decided that the unmarked car would be used for warrant service, transporting of prisoners, investigation and matters of that nature and not on traffic of any kind. Mr. Sandlin made a motion that the matter ôf the car and the car allowance be tabled. Mr. Dowell seconded the motion. The motion passed unanimously. JOINT MEETING WITH THE RICHLAND HILLS COUNCIL. Council discussed the joint meeting with the Richland Hills Council. It was decided at this meeting that t e Richland Hills and North Richland Hills fire departments would assist each other on all structural fires. Mr. Dowell made a motion that the fire proposal be approved. The motion was seoonàed by Mr. Chester. The motion passed unanimously. MOTION ~ID ADJOURN Mr. Sandlin made the motion to adjourn. OLD BUSINESS Mayor Huter pointed out the importance of membership on the Water Board. Mr. Daley suggested that Mr. Jim McBee be appointed to fill the place of Mr. Wade Banowsky, whose term has expired. Mayor Hunter suggested that Mr. Herb Slaughter be appointed to fill the place of Mr. Granville Edwards who resigned from the Water Board. Mr. Chester made a motion seconded by Mr. Dowell that Mr. Jim McBee and Mr. Herb Slaughter be appointed as members of the board of the Tarrant County Water Supply Corporation.
