MINUTE& OF THE MEETING OF
THE CITY COUNCIL OF NORTH
RICHLAND HILLS, HELD AT
THE CITY HALL, 4101
MORGAN CIRCLE'. 7:)0 P. M.
April 12, 1965
I CALL TO ORDER
Mayor John P. Hunter called the meeting to order.
II ROLL CALL
Those present: Mayor Hunter, Councilmen: Dodson, Daley
Faram, King, Sandlin and Chester. Administrative staff
pres~nt: City Manager, City Attorney and City Secretary.
III INVOCATION
The invocation was given by Councilman Fred Chester.
IV CONSIDERATION OF MINUTES OF PREVIOUS MEETING
Mr. King pointed out that there had been an error in
the salary of the City Manager in the previous minutes.
The salary figure should read $700.00 per month rather
than $800.00 per month. Mr. King made a m-)tion that the
minutes be approved with the aforementioned correction.
The motion was seoonded by Mr. Daley. The motion passed
unanimously.
V CITIZEN PRESENTATIONS

Sgt. Ed pringle of the Texas Department of Public Safetty~
requested that the City of North Richland Hills annex
the section of State Highway 121 right-of-way from
Rufe Snow Dr. to the Richland Plaza Shopping Center.
Mr. Daley made a motion that the matter be tunned over
to the City Manager and the City Attorney for further
study and a recommendation. The motion was seconded by
Mr. Sandlin. The motion passed unanimously.
VI REPORTS OF THE CITY~NAGER
CC' R-l Resolution on Sub Court House
The City Manager presented a resolution ot the Council
on a sub-court house in the Northeast Tarrant County
area. The resolution will be presneted to the Tarrant
County Còmmissioner's Court Cör consideratiØn. Mr.
Dodson made a motion that the resolution be adopted.
The motion was seconded by Mr. Daley. The motion passed
unanimously.
CC G-l Free Use of the City Park
The City Manager stated that item Gl on the agenda was
a mistake. The party requesting use of the park had
the wrong park in mind.
VII REPORTS FROM COMMITTEES
Mr. Chester stated that the Mid-Cities Advisory Council
was going to ask Richland Hills and Haltom City to join
the organization.
DRAINAGE ON NORTH HILLS DR.
The City 'Attorney advised the Council that he had the
easement papersr'eady on the North Hills Dr. drainage
problem.
VIII SPECIAL ITEMS
,LIBRARY WITH RICHLAND HILLS
Mr. King stated that he had talked with Richland Hills
in refernece to the Library situation between the two
cities. Richland Hills would like for North Richland
Hills to help defer the expenses of the libra~ian
in the Richland Hills Library. Mr. King also stated
that Richland Hills w0uld consider building a new library
on a lot in Richland Hills or on property in North
Richland Hills. Mr. King made a m)tion seconded by Mr.
Daley that the matter be turned over to the City Manager.
The motion passed unanimously.
BUDGET ACCOUNT FOR THE CITY MANAGER
Mr. King made a motion that account #10 be established.
This account would be titled "'Administration". It
would include the following amounts for the current
budget year: Peraonal Services, $4200.00, Supplies,
$200.00, Car Allowance $600.00, and Travel $200.00.
Mr. Chester sec,nded the motion. The motion passed
unanimously.

TA-l Tax Adjustment
Chez Paris Fashions, 6)45 C Grapevine Hwy.: The delinquent
tax;¡attorney has reported that he is unable to locate
the owners of this property; therefore he is unable to
collect the tax. Mr. Daley made a motion seconded by
Mr. Sandlin that the above mentioned tax deletion be
approved. The motion passed unanimously.
ADDITIONAL CITY INSPECTOR
Mr. Sandlin pointed out the need for an additional
Ci.ty Insoector. Mr. Sandlin made a motion secJnded by
Mr. Chester that the item be turned over to the admin-
istration for a recommendation.
X ADJOURNMENT
Mr. Sandlin made the motion to adjourn. The motion was
seconded by Mr. Daley. The motion oassed unanimously.
Council adjourned at 8:l5 P.M.
