MINUTES OF THE MEETING
OF THE CITY COUNCIL OF
NORTH RICHLAND HILLS,
HELD AT THE CITY HALL,
4101 MORGAN CIRCLE, 7:30
P.M., MA~ 10, 1965
CALL TO ORDER
The meeting was called to order by Mayor John P. Hunter
ROLL CALL
Those present: Councilmen: Dodson, Dowell, Daley,
King, Faram, S~ndlin and Chester. Administrative Staff
present: City Manager, City Attorney, and City Secretary.
INVOCATION
Councilman Fred Chester gave the invocation
APPROVAL OF MINUTES OF THE PREVIOUS MEETING
Mr. Dowell made a motion sec0nded by Mr. Faram that
the minutes of the previous meeting be approved. The
motion passed 7-0.
CITIZENS PHESENTATI0NS
Mr. Bill Martin, Greaeer Richland Athletic Assn. reported
to the Council on the activities and expenditures of
the Athletic Aßsn. Mr. Daley made a motion seconded
by Mr. Dowell that the administrative staff investigate
the possibilities of helping the Assn. with some of its
projects. The motion carried 7-0.
Mayor Hunter read a telegram from Mr. Hank Avery, of
the TML, urging the Council to poopse HJR 79. Mr.
Dodson made the motion that the Council go on record
as being opposed to HJR79. Mr. Dowell sec0nded the
motion. The motion passed 4-3, with Councilmen Dodson,
Dowell and Cheøter and Faram voting to oppose and
Councilmen Sandlin, King and Daley voting no.
REPORTS FROM THE CITY MANAGER
CC..G3- Weed Ordinance (#133). Mr. Dowell made a motion
that ordinance #133 be adopted. The motion was seconded
by Mr. Dodson. The motion passed 7-0.
CC-G4- City Council Rules of Procedure. Mr. Chester
moved that the Council adopt the Rules of Procedure
The motion was seconded by Mr. King. The motion carried
7-0.
CC'-C2- North Hills Drive Drainage Improvement. Mr. Dal,y
made a motion seconded by Mr. King that the recommendation
of thà City Manager be accèpted as indicated in CC-C2.
CC-Pl-Purchase of Duplicating Machine. Mr. Ddoson
made a mtion seconded by Mr Dowell that a duplicating
machine be purchased as recommended by the administrative
staff. Discussion followed, with the idea of lease-
purchase brought out rather than outright purchase.
The City Manager stated that in the opinion of the
administrative staff, lease-purchase for a municipal
government was not a sound step~ No vote was taken on
the item. The proposal was turned over to the adminis-
trative staff for investigation of lease-purchase plan.
CC-PE2- Hiring of an Additional Inspector and Remodeling
the Inspection supervisor's Office to Accomodate an
Additional Employee. Mr. King made a motion that the
recommendation of the administrative staff be accepted.
The motion passed 7-0.
CC-TA2- Tax Adjustment. Mr. Daley made a motion seconded
by Mr. Sandlin that the recommendation of the administra-
tive staff be followed. The motion carried 7-0.
CC-R3- Redistricting-Opposition to HB 67 with Committee
Amendment HI . Mr. Chester made a motion seconded by
Mr. Dowell that the administrative staff write a letter
and send a copy of a resolution opposing HB67 with
Committee Amèndment #1, to the Tarrant County Legislative
Delegation. The motion oassed 7-0.
ADJOURNMENT
Mr. Chester made the motion to adjourn. Mr. Daley
seconded the motion.
