MINUTES OF THE MEETING
OF THE CITY COUNCIL OF
THE CITY OF NORTH RICHLAND
HILLS, HELD AT THE CITY
HALL, 4101 MORGAN CIRCLE,
MAY 24, 1965, 7:30 P.M.
CALL TO ORDER
Mayor John p. Hunter called the meeting to order
ROLL CALL
Those present: Mayor Hunter, Councilmen: Dodson, Daley, Dowell, King,
Faram, Sandlin and Chester. Administrative staff present: City Manager,
City Attorney and City Secretary and Corporation Court Judge.
INVOCATION
The invocation was given by Councilman Dick Faram
CONSIDERATION OF THE MINUTES OF THE PR$VIOUS MEETING
Mr. King pointed out that there was not a second noted in the minutes
on the mdion on CC-PE 2. Mr. Sandlin made a motion seconded ~y Mr. Faram
that th4 minutes be apporved with the aforementioned correction. The motion
passed unanimously.
CITIZENS PRESENTATIONS
Teenage Jury
Judge Don Leonard, Corporation Court, City of Fort Worth, spoke to the
Council on fie merits of the Teenage Jury System in the corporation court.
Mr. Faram made a motion secnded by Mr. King that the City of North Richland
Hills adopt the Teenage Jury System in the corporation court. The motion
passed unanimously.
Mayor Hunter read several letters from the Tarrant County Legislative
Delegation in feference to the Resolution sent to them opposing HB 67
with Committ4e Amendment #1.
REPORTS FROM THE CITY AMANAGER
CC-G5- Summer Recreation Program
Mr. Chester mad4 a motion seconded by Mr. Dowell that a summer recreation
program be set up as specified in CC-G5. The motion passed unanimously
CC-G6- Mosquito Abatement Program
Mr. Daley made a motion se~ded by Mr. Chester that the City purchase a
fogging machine. The motion passed unanimously.
CC-C2- White Way on Highway 121
Mr. King made a motion seconded by Mr.Dowell that the City authorize Texas
Electric to install mercury vapor luminaires, between Reeves Street and
Willman Streetjon the North side of S6ate Highway 121. The motion passed
unanimously.
CC-PZ-1- Planning and Zoning Commission Recommendations
PZ-65-1- Mr. King made a motion seconded by Mr. Sandin that the recommertdation
of the Zoning Commission be aaepted. Request fornrezoning granted. The
motion passed unanimously.
PZ-65-5- Mr. Chester made a motiom seconded by Mr. King that the recommendation
of the Zoning Commission be acéepted. Request for rezoning de.nied. Motion
passed unanimously.
PZ-65-6- Mr. Daley made a motion seconded by Mr. Ches6er that the
recommendation of the Zoning Commission be accepted. Request for rezoning
granted. MDt ion passed unanimously.
PZ-65-7- Mr. King made a motion seœnded by Mr. Dodson tlBt the recommendation
of the Zoning Commission be accepted. Request for rezoning granted. Motion
passed unanimously.
PZ-65-8- The Council took no action on the recommendation of the Zoning
Commission. The recommèndation was that the request be denied. Mr. Faram
made a motion seconded by Mr. King that the City Council set a public hearing
on June l4, 1965, at the requesS of Mr. John Worley, Dorfman Development
Corp. The motion passed unanimously.
HOLIDAYS FOR CITY EMPLOYEES
The City Manager stated that he had a recommendation to make to the Council
that was not on the agenda. Wr. Dowell made a motion secnded by Mr. Daley
that the item be added to the agenda. The motion passed unanimously.
The administrative staff stated that it was recommended that the following
days be designated as paid holidays for City Employees:
1. New Year's Day
2. Memorial Day
3. July 4th
4. Labor Day
5. Thanksgiving
6. ChEistmas
Mr. Chester made a motion second4d by Mr. King that the recommendation
be accepted.
ADJOURNMENT
Mr. Chester made a motion that the Council adjourn. The motion was seconded
by Mr. Daley.
