HomeMy WebLinkAboutCC 1965-07-12 Minutes MINUI'ES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICH- LAND HILLS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, JULY 12, 1965 7:30 P.M. CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL Those present: Mayor Hunter, Councilmen Dodson, King, Faram, Sandlin and Chester. Administrative staff present: City Manager. Those absent: Councilmen Daley and Dowell, City Attorney and City Secretary. INVOCATION The invocation was given by Rev. Brannon of St. Paul's Presbyterian Church. APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING Mr. Chester made a motion, seconded by Mr. King, that the minutes of the previous meeting be approved. The motion passed 5-0. CITIZEN PRESENTATIONS Mr. Jerry Randolph, on behalf of the Greater Richland Area Jaycees presented a booklet entitled IIHeritage of Freedomll to the members of the City Council. REPORTS OF THE CITY MANAGER CC G-12 PARTICIPATION IN JOINT LIBRARY FACILITY CC G-12 Mr. Sandlin made a motion, seconded by Mr. King, that the City of North Richland Hills pay to the City of Richland Hills $300.00 to cover expenses for the remainder of the fiscal year (July, August and September). The motion carried 5-0. CC P-2 PURCHASE OF A REPLACEMENT MAINTAINER CC P-2 Mr. Chester made a motion, seconded by Mr. Dodson, that a used replacement maintainer be purchased by the City for $5,500.00. $3,000.00 would come from capital outlay in the Street and Inspection Department~ $500.00 would be moved from character liD II in the Street Department to character IIZ II and the oil trailer YJOuld be traded in for an allowance of $2,000.00. Mr. Dodson stated that he would like to amend the motion in that the purchase be approved by the City Attorney since the equipment is used and bids would not be taken. Mr. Faram seconded the amendment. The amendment carried 5-0 and the original July 12, ï§65 motion carried 5-0. MID CITIES ADVISORY Mr. Dodson asked the City Manager to contact the City of Hurst in reference to a zoning ordinance recently passed whereby other cities within a certain distance of a city that is to .rezone will be notified of the rezoning. Mr. Chester asked the City Manager if he had looked into the possibilities of central purchasing as discussed at the Mid Cities Advisory meeting. OLD BUSINESS ORDINANCE #134 Mr. Chester stated that he would like to see the budget projected to a $.50 tax rate with special emphasis given to the Street and Fire Departments. Mr. Chester made a motion, seconded by Mr. King, that the Council take a five minute recess. During this recess the budget and the tax increase were discussed. Mr. Dodson made a motion, seconded by Mr. Sandlin, that there be a second reading on Ordinance #134. The motion passed 4-1 with Councilmen Dodson, King, Sandlin and Chester goting yes and Councilman Faram voting no. ADJOURNMENT Mr. Sandlin made the motion to adjourn. The motion carried 5-0.
