CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL Those present: Mayor Hunter, Councilmen Dodson, Dowell, Daley, King, Sandlin and Chester. Administra- tive staff present: City Attorney and City Secretary. Those absent: Councilman Faram and City Manager. INVOCATION The invocation was given by Councilman Fred Chester. CONSIDERATION OF THE MINUTES OF PREVIOUS MEETINGS September 23, 1965 Mr. Daley made a motion, seconded Chester, that the minutes be approved. passed unanimously. ~ by Mr. The motion September 27, 1965 Mr. Chester made a motion, seconded by Mr. Sandlin, that the minutes be approved. The motion passed unanimously. APPOINTMENTS PLANNING AND ZONING COMMISSION Mayor Hunter read a letter from Mr. Jim McCoy stating that he wished to resign from the Planning and Zoning Commission due to increasing business obligations. Mr. Chester made a motion, seconded by Mr. King, that Mr. McCoy's resignation be accepted. The motion passed unanimously. Mr. King made a motion, seconded by Mr. Dodson, that Mr. Clarence Kinnaird be appointed to replace Mr. McCoy on the Planning and Zoning Commission until the first Council meeting in May, 1967. The motion passed unanimously. -2- OCTOBER 11, 1965 JOINT MEETING WITH RICHLAND HILLS Mr. Chester gave a report on the joint meeting that was held with Richland Hills at the North Richland Hills City Hall. The Council asked that the administra- tive staff give a report to the Council on the feasibility of a joint school patrol effort at the Catholic School on Glenview Drive. Mr. King made a motion, seconded by M.r. Daley, that Mr. Chester's re- port be accepted. The motion carried unanimously. REPORTS OF THE CITY MANAGER G-21 AMENDMENT TO THE CITY COUNCIL RULES OF PROCEDURE G-21 Mr. Chester made a motion, seconded by Mr. King, that the amendment to the Rules of Pro- cedures be adopted (Section 5.6 articles 5.6.1 through 5.6.3). Mr. Dowell then made a motion, seconded by Mr. Dodson, that the matter be tabled for further study by the City Attorney. The motion carried 5-1 with Councilmen Dodson, Dowell, Daley, Sandlin and Chester voting yes (table) and Councilman King voting no. G-22 SALE OF SURPLUS FIRE EQUIPMENT G-22 Mr. Chester made a motion, seconded by Mr. Sandlin, that the City's 1941 Pumper be de- clared salvage and sold to the highest bidder-- the lowest bid not to be under $200.00. The motion carried unanimously. CC G-23 NORTH HILLS AREA DRAINAGE IMPROVE- MENT S CC G-23 Mr. Chester made a motion, seconded by Mr. King, that the matter of drainage improvements in the North Hills area be tabled until the needs of the complete area, incl ud ing the un- developed land just below the North Hills area, could be surveyed and until the City could coordinate wi th Leonard Properties on the drain- age just above the City Park. The motion carried unanimously. CC P- 7 PURCHASE OF PUBLIC WORKS DEPARTMENT STREET EQUIPMENT CC P-7 Mr. Dowell made a motion, seconded by Mr. Chester, that the approval and awarding of a bid on a pick-up truck be tabled until the City -3- OCTOBER 11, 1965 Manager could further explain the form in the Council Communication. Mr. Chester made a motion, seconded by Mr. Dodson, that the matter of awarding a bid on the tractor be tabled until such time as the Street and Inspections Supervisor could explain the difference between an 880 and a 990 tractor. The motion carried 5-1 with Councilman Dowell voting not to table. CC P-8 SPECIFICATIONS ON SQUAD CARS CC P-8 Mr. Dowell made a motion, seconded by Mr. Daley, that the specifications set forth in CC P-8 be accepted. The motion carried unanimously. CC TA-6 TAX ADJUSTMENT-CANCELLATION CC TA-6 Mr. King made a motion, seconded by Mr. Dowell, that TA-6 be accepted. The motion carried unanimously. CC TA-7 TAX ADJUSTMENT-SUPPLEMENT CANCELLATION CC TA-7 Mr. Dowell made a motion, seconded by Mr. Chester that TA-7 be accepted. The motion carried unanimously.
