CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL T}:1ose prEpsent: Mayor Hunter, Councilmen Dodson, Dowell, Daley, Faram, King, Sandlin and Chester. Administrative staff present: City Attorney, City Manager, Fire Chief and City Secretary. INVOCATION The invocation was given by Councilman Dick Faram. CONSIDERATION OF MINUTES OF THE PREVIOUS MEETING Mr. Dowell made a motion, seconded by Mr. Daley, that the minutes of the previous meeting be approved. The motion carried unanimously. REPORTS OF THE CITY MANAGER CC G-21 AMENDMENT OF CITY COUNCIL RULES OF PROCEDURE CC G- 21 Mr. Daley made a motion, seconded by Mr. Faram, tha t the Council adopt the amendment to the Rules of Procedure concerning zoning notifi- cation and legal publications. The motion carried unanimously. CC G-25 ANNEXATION ORDINANCES NO. 139, 140 and 141 CC G-25 Mr. Dowell made a motion, seconded by Mr. King, to adopt Ordinances 139, 140 and 141. Discussion followed concerning whether or not a motion and second should be made separately on each ordinance and the vote recorded separa- tely. Mr. Dowell then withdrew his motion and Mr. King withdrew his second. Mr. Dowell made a motion, seconded by Mr. King, that Ordinance No. 139 be adopted. The motion carried unanimously. -2- OCTOBER 25, 1965 Mr, Chester made a motion, seconded by Mr. Sandlin, that Ordinance No. 140 be adopted. The motion carried unanimously. Mr, Dodson made a motion, seconded by Mr. Chester, that Ordinance No. 141 be adopted. The motion carried unanimously. CC G-26 AMENDMENT TO THE DRIVE-IN ORDINANCE CC G-26 The administrative staff asked that this item be withdrawn until the City Attorney could review the ordinance. Mr. Chester made a motion, second- ed by Mr. Dowell, to table the amendment. The motion carried unanimously. CC G-24 STREET LIGHTING INSTALLATION-RICHLAND HIG H SCHOOL CC G-24 Mr, Dodson made a motion, seconded by Mr. Chester, that Plan No.1 submitted by the adminis- trative staff be modified and not more than twenty (2) lights be installed around Richland High School and in the Holiday Heights Addition to the City of North Richland Hills. Mr. Faram then amended the motion to state that the mercury vapor lights next to the Loop would be .replaced with incandescent lights. Mr. Daley seconded the amend- ment. The vote on the amendment to the motion carried unanimously, as did Councilman Dodson's o.riginal motion. CC P-9 PAYMENT OF DEBT-FIRE DEPARTMENT EQUIPMENT CC P-9 Mr. King made a motion, seconded by Mr. Daley, that the Administrative Staff be authorized to pay off the note on the fire equipment at Northeast National Bank. The motion carried unanimously. CC P-7 PURCHASE OF PUBLIC WORKS DEPARTMENT STREET EQUIPMENT CC P-7 Mr. Dowell made a motion, seconded by Mr. Faram, that the City purchase a 990 David Brown Tractor and a Ford Pick Up as per bid, the Pick Up to be bought without a trade-in. The motion carried unanimously. Mr. Daley made a motion, seconded by Mr. Dowell, that the GMC Pick Up in use by the City be declared salvage and that such declaration be advertised and bids be taken on the sale of the vehicle. CC P-IO PURCHASE OF SPECIAL PATCH UNIT-PUBLIC WORKS CC P-IO -3- OCTOBER 25, 1965 Mr. Dowell made a motion, seconded by Mr. Dodson, that the Ford C-600 Cab-Over Truck and the 92 cu. ft. air compressor from F and M Equipment Company be purchased. The motion carried unanimously. CC C-8 DRAINAGE IMPROVEMENT S SHAUNA DRIVE CC C-8 Mr. Dodson made a motion, seconded by Mr. Faram, that the .Administrative Staff be authorized to have specifications drawn up and accept bid s. CC PL-6 PLANNING AND ZONING COMMISSION RECOMMENDATIONS CC PL-6 PZ 65-13 Mr. Daley made a motion, sec- onded by Mr. Dodson, that the recommendation of the Planning and Zoning Commission be accepted. Zoning granted. The motion carried 6-0, with the Mayor Pro Tem recording the vote. PZ 65-14 Mr. Dowell made a motion, seconded by Mr. Faram, that the recommendation of the Planning and Zoning Commission be accepted. Zoning denied. The motion carried unanimously. PZ 65-17 Mr. Dodson made a motion, seconded by Mr. Faram, tha t the matter of this zoning be tabled until the administrative staff could ascertain if the property directly in front of the land to be zoned and directly be- hind the self service service station at 4100 Rufe Snow Drive is a dedicated street and if not to investigate the possibility of the party owning the strip of land dedicating it as ROW. CC TA-8 TAX ADJUSTMENT-CANCELLATION CC TA-8 Mr. King made a motion, seconded by Mr. Dowell, that TA-8 be accepted.
