REGULAR MEETING
The City Council of the City of North Richland Hills, Texas met as the Landscape Review
Board on the 12th day of April after the 7:00 p.m. City Council meeting.

C.2 LRB 2021-01 CONSIDERATION OF A REQUEST FROM YOUNGER
PARTNERS FOR A PERMIT FOR NONCONFORMITY TO CHAPTER 114
(VEGETATION) OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES
AT 5503 RUFE SNOW DRIVE, BEING 5.4 ACRES DESCRIBED AS LOTS 1 R
AND 2, BLOCK 4, INDUSTRIAL PARK ADDITION.

Planning Director Clayton Comstock informed City Council the applicant is requesting a
permit for nonconformity on 5.4 acres located at 5503 Rufe Snow Drive. Mr. Comstock
provided site photos of the property.
Applicant representative Kelly Brannen of Younger Partners located at 6028 Bosque
River Court, North Richland Hills, presented the request. Ms. Brannen shared with City
Council the proposed plan for the site stating on the Browning Drive side of the property
the landscape requirement is a larger set-back and it would affect the parking; the
applicant is proposing to use a mixture of cedar elm and ornamental trees down the
Browning Drive side in addition to adding a tree in the one parking island. In the small
area fronting Rufe Snow there are ornamental trees and needlepoint hollies. On the
northwest side behind the building the landscaping area adjacent to the residential homes
is not irrigated. To irrigate this area would be very costly and the applicant is proposing
removing the current small trees and having native grass in this location. The west side of
the property has bermuda grass installed and Ms. Brannen indicated there is no irrigation
in this location and is requesting native grass. The applicant shared improvements and
tenants to the property over the years as well as new and upcoming tenants of the
property.Ms. Brannen and was available to answer questions.
Mr. Comstock presented a summary of the request for the permit of nonconformity and is
specific to the building and not the land. Mr. Comstock stated the improvements were in
excess of $500,000 and are adding value to the property. The amount of the
improvements triggers the landscape requirements which is why the request is before the
Board for consideration. Mr. Comstock was available to answer questions.
The Board discussed landscaping and the Transit Oriented Development (TOD).

BOARD MEMBER DEUPREE TO APPROVE LRB 2021-01.
MOTION TO APPROVE CARRIED 6-0.
