HomeMy WebLinkAboutCC 1965-12-13 Minutes MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, HELD AT THE CITY HALL, 4101 MORGAN CIRCLE, DECEMBER 13, 1965 7:30 P.M. CALL TO ORDER The meeting was called to order by Mayor John P. Hunter. ROLL CALL Those present; Mayor Hunter, Councilmen: Dodson, Dowell, Daley, King, Faram, Sandlin and Chester. Administrative staff present: City Manager, City Attorney, Fire Chief, City Secretary and Chairman of the Planning and Zoning Commission. INVOCATION The invocãtion was given by Councilman Faram. CONSIDERATION OF THE MINUTES OF THE PREVIOUS MEETING Mr. Daley made a motion, seconded by Mr. Sandlin, that the minutes of the November 22, 1965 meeting be approved with the following correction: The record of the vote on PS 65-7 should read 6-0, with Councilman Sandlin abstaining. Mr. Daley's motion to approve the minutes carried unanimously. Mr. Chester made a motion, seconded by Mr. King, that the minutes of the November 29, 1965 meeting be approved. The motion carried unanimously. CITY COUNCIL PRESENTATIONS Councilman Fred Chester presented to the City Council the request that the City of North Richland Hills investigate the feasibility and desirability of purchasing the Northeast System of the Tarrant County Water Supply Corporation7 Council- man Chester suggested that the City of North Richland Hills determine from the Tarrant County Water Supply Corporation the dollar cost of the facility within the corporate limits of the City of North Richland Hills, investigate the acquisition of the independent engineering services to study the utility system in North Richland Hills and corne up with an independent dollar evaluation of the sy stern, and for the City Manager to prepare a formal report to determine the feasibility, listing advantages and/or disadvantages, or purchasing that portion of the Tarrant County Water Supply Corporation system located within the City. Councilman Chester then stated that he would like to put the a1::)Qve mentioned steps in the form of a motion. Mr. King seconded the motion7 the motion carried unanimously. -2- December 13, 1965 MASTER PLAN Mr. Sandlin made a motion, seconded by Mr. Chester, that the matter of Master Plan be carried over to the next meeting. The motion carried unanimously. REPORTS OF THE CITY MANAGER CC G-23 North Hills Area Drainage Improvements Mr. Dodson made a motion, seconded by Mr. Faram that bids be taken for drainage improvements in the North Hills area, as recommended in CC G-23. The motion ,carried unanimously. CC G-28 Sale of Surplus Fire Equipment Mr. Chester made a motion, seconded by Mr. Dowell, that the ambulance in the Fire Department be sold to the Haslet Volunteer Fire Department, Inc. for the high bid of $226.00. The motion carried unanimously. CC G-29 Revision of Zoning Fees After considerable discussion as to whether to charge a fee according to each particular case, Mr. Sandlin made a motion, seconded by Mr. Daley, to table the matter of i nc.reasing the fee for a detailed breakdown of three typical cases and a study of the feasibility of charging for the number of letters sen t in order to equalize and dis tribute the cost of the fee to the proper concern. The motion to table carried unanimously. CC G-30 Street Name Changes Mr. King made a motion that Ordinance No. 145, changing the names and naming unnamed streets within the City of North Richland Hills be adopted with one modification7 that Davis Boulevard be called Davis Boulevard from Highway 121 to the City Limits. The motion carried unanimously. The motion was seconded by Mr. Sandlin. Mr. Chester then made a motion, seconded by Mr. King that the City coordinate with the United States Post Office to get the names of the Post Offices that are within the City Limits of the City of North Richland Hills changed to North Richland Hills rather than Richland Hills and Smi th- field Post Offices. The motion carried 6-1 with Councilmen Dodson, Daley, Faram, King, Sandlin and Chester voting in the affirmative and Councilman Dowell voting no. CC G-31 Investment of City Funds Mr. Daley made a motion, seconded by Mr. Dowell, that CC G-23 CC G-28 CC G-29 CC G-30 CC G-31 -3- December 13, 1965 the City Manager be authorized to invest $15,000.00 to prior years revenue in U. S. 90 day Treasury Bills. The motion carried unanimously. CC G-32 Truck Route Ordinance CC G-32 Mr. Chester made a motion, seconded by Mr. Daley, that Ordinance No. 144 be adopted, regulating truck traffic upon the streets within the City of North Richland Hills. The motion carried unanimously. CC G-33 Purchase of Replacement Emergency Vehicle CC g-33 Mr. Dowell made a motion, seconded by Mr. Daley, that $1,350.00 be transferred from unappropriated surplus to the current fiscal years budget for the purchase of replace- ment emergency vehicle to cost approximately $2,300.00. $950.00 os the total cost is to be provided by the Smith- field Fire Department, Inc., and $1,350.00 by the City. The motion carried unanimously. CC C-9 Stevens Street Drainage Improvements CC C-9 Mr. Dowell made a motion, seconded by Mr. King, that the City advertise for bids on curb and gutter improve- ments on Stevens Street. The motion carried unanimously. CC C-10 Shauna Drive Drainage Improvements CC C-10 Mr. Dowell made a motion, seconded by Mr. Dodson that construction of drainage improvements on Shauna Drive be awarded to the apparént low bidder, E. H. Shaw Con- struction Company on its bid of $4,898.00, thirty working days as time of construction. The motion carried unanimously. CC PL-10 Planning and Zoning Commission Recommendations CC pl-10 PZ 65-16 Holiday East Addition to the City of North Richland Hills Following considerable discussion with two members of the audience, Mr. Frank Proctor and Mr. James R. Stephen of 5404 and 5409 Susan Lee Lane, Mr. Daley made a motion, seconded by Mr. King, that the request of Richland Enterprises to rezone a 27.62 acre tract of land out of the W. W. Wallace Survey, Abstract No. 1606 to the City of North Richland Hills, from its present classification of Class IIAII Residential to a proposed classif ication of Class IIBII Residential and Class IICII Residential, be granted. The motion carried 6-0 with Councilmen Dodson, Dowell, Daley, King, Faram and Chester voting yes and Councilman Sandlin abstaining. -4- December 13, 1965 PZ 65-22 Tract llA and llB out of the W. W. Wallace Survey Mr. Dowell made a motion, seconded by Mr. Faram, that the rezoning of this property be tabled until it could be ascertained if Mr. Daniels of 7929 Glenview Drive had been notified of the rezoning. The motion carried unanimously. PZ 65-23 o. H. Calloway Estate Mr. Dowell made a motion, seconded by Mr. Sandl in, that the request of the O. H. Calloway Estate to rezone a tract of land out of the W. W. Wallace Survey from its present classification of Class IIAII Residen tial to a proposed classification of IILocal Retail Businessll be approved. The motion carried unanimously. Mr. Chester made a motion, seconded by Mr. King, that the City Council meet,with the Planning and Zoning Commission, Thursday, December 16, 1965 to discuss revision of the Zoning Ordinance of the City of North Richland Hills.
