Minutes of the Speciäl·Mè~ting
held at North Richland Hills,
Texas, at City Hall, 4101 Morgan
Circle, May 7, 1962, 7:30 P. M.
Council Members Present: Mayor Hunter, Councilmen Johns, Whi te, Bell
Edwards, and Campbell.
Administrative Staff Present: Chief of Police, C. M. Lewis, City
Inspector, W. E. French, and City Accountant, Mr. Dennington.
Other's Present: Mr. Traywick and Mr. Carpenter, representatives of the
Pension Plan, and Mr. Neal representing the Social Security Plan.
INVOCATION - Councilman Campbell.
INTRODUCTION OF MR. EDWARDS AND HIS OATH OF OFFICE.
Mayor Hunter introduced Mr. Edwards to the Council and the audience.
The election results were then read and motion was made by Councilman
Bell and seconded by Councilman White that the election be validated.
Mr. Edwards then took his oath of office as Councilman of the North
Richland Hills City Council. (Election results attached and become a
part of these minutes.)
Mr. Dennington made an opening statement that part time employees would
soon be covered by Social Security. This was done by the Social Security
office saying that they were fee basis employees and were therefore sub-
jected to pay Social Security. He also stated that what the employee
paid into Social Security he would later get back, but the City would not
get its part back. He also mentioned that the City could exclude the
part time employees now and bring them under the plan later.
Mr. Traywick and Mr. Carpenter were then introduced as representatives
of the Pension Plan, and they stated these facts in reference to the
Pension Plan versus the Social Security Plan:
1. Upon employee te~mination if the err~loyee had been with the City for
a certain length of time the City would have a vested right to get back
what the City had paid into the plan. Under the Social Security Plan the
City would not get anything back.
2. The City Could impose a wa~ting period upon new employees, whereas,
under the Social Security Plan there would be no waiting period and the
City would have to begin paying Social Security immediately.
3. The City could place a ceiling on the Pension Plan, but this would
be impossible under the Social Security Plan.
4. The City Council would be the administrator under the Pension Plan
whereas, the Social Security office would be under the other plan. Also,
the Pension Plan is more flexible. The Social Security will increase,
but the Pension Plan will increase only when the City Council wishes to
increase it.
After some discussion between the Council, Mr. Traywick and Mr. Neal
regarding the Social Security Plar and the Pension Plan the employees

of the City were asked for their opinions. The Mayor asked how many
wanted each plan and the majority wanted the Pension Plan. Motion was
made by Councilman Campbell and seconded by Councilman Bell that the
City entèr into the Pension Plan and appo~nt a committee of a city
employee, a Councilman and a Pension Plan representative to work out
the details of the plan~ All Councilmen voted yes. Mr. French was
appointed as the employee representative and Mr. Bell was appointed as
City Council representative to work with Mr. Traywick.

Mayor Hunter then read a letter from Mr. R. S. Lofland requesting that
his place on the Water Board be filled as he will be gone from the City
for two years. The Mayor asked that the Council be thinking of someone
to fill his place. It was also mentioned that his place on the Zoning
Board of Adjustments would have to be filled.
The Mayor asked that an item be added to the agenda. Motion was made
by Councjlman Campbell and seconded by Councilman Johns that the fire
report by Fire Chief Fuchs be added to the agenda. All Councilmen voted
yes. Fire Chief Eddie Fuchs asked that a siren be put on the City Hall.
After some discussion Councilman Campbell made a motion to purchase a
siren to put on the City Hall. Councilman Johns seconded the preceeding
motion and Councilmen Bell, Edwards, and Campbell voted yes; Councilmen
White and Johns did not vote.
Motion was made by Councilman Campbell, and seconded by Councilman Johns
to adjourn. All Councilmen voted yes. Meeting adjourned at 9:40 P. M.,
May 7, 1962.
