JULY, 23, 1962, AT CITY HALL,

CALL TO ORDER &: !tOLL CALL:
Present: Mayor ftunter: Councl1men Johns, Campbell, Edwards and
Bell. Counol1man Whlte absent.
ADMINISTRATIVE STArr PRESENT: Clty Attorney, Judge Massey, Chlef of
Polloe, Flre Chief and Clty Seoretary.
INVOCATION: Councl1man Edwards.
APPROVAL OF MINUTES: Mr. Edwards moved to approve the miautes ot
the last regular meeting held July 9, 1962 as submltted. Mr. Bell
seconded and motion carried 4-0.
Order ot buslness was passed over 10 Mr. Reeve., Reeves and Gregory
_jngineering, oould give a report OD po.sible surtace water supply.
Mr. Gregory explalned rea.on behind the report. Study and disoussion
tollowed.
COMMUNICATIONS: Letter from Richland Plaza Merchants Assooiatlon was
read requesti.g the Clty to contact the State Klgnway .epartment ask-
lng approval of an acoess road to be oonstruoted from tne East-bound
la.. ot Kignway 121 to the Shopping Center. A map was inoluded with
letter. Atter a short re.ess tor study ant discussion Mr. Bell moved
tor the Mayor to oontaot the BigbWay Department alking for oonstructl0.
ot said acoess road to Shopping Center. Mr. Campbell seoonded and
motio. oarried 4-0.
COMMITTEE REPORTS:
A. City Name Change: Mr. Bell passe4 out a rough draft of a
proposed letter to be sent to the citizens.and the. read it to the
audienoe. Atter disoussion it was deoided a letter sAould be Bent
but further study and disousslon should be done. Mayor Bunter Buggelt-
ed another meeting sometine this week and a breakfast Saturday morn-
ing, July 28th. at 7:30 A.M. ,was deoided upon.
B. Ope. Bouse: Mr. Goodnight reported letterl had been sent to
committee member. letting up a meeting for July 24tà. Mr. Goodnight
stated he would like to wait until the Jail is oompleted before hold-
ing opea house.
C. Zoning; Mr. Renfro told of Publio Bearing held at the re-
quest ot Mr. Joe Owen to change the zoning on an area ift Snow Height.
Addition trom Class "A" _esidential to Class "CO Residential ift
order to oonstruot apartment houses. The Zoning Commission did not
reoommend the ohange but reoommended that the City Attorney try to
find some way the apartment. could be built. During diBous.ion the
queltion of servioe roads in the Snow Keights area was brought up
and Mr. Campbell moved for the Mayor, on behalt ot the City, to write
a letter to the state Kighway Department. City to take on the problem
of trying to get aervi.e road. for this area. Mr. John. seconded and
motion oarried 4-0.
After further disoussion on zoning ohange Mr. Bell moved to approve
the ohange from Class "AI to Class "0" Kesldential. Mr. campbell
seoonded and motion carried 4-0. Mr. OWen had stated he would have
deed restriotions drawn to state only multiple dwellings oould be
built on this partioular pieoe of property.
1. STREET REPORT:
street progress report and work Ichedule were dlstrubute4 and studied.
Mayor Jlunter told of the purohase of a seoonci-nand front-end loader
and a street sweeper.
2. :DUTIES OF CITY WATD PLANNING BOARD:
Duties of the City Water Planning Board was touohed upon and Mr. John.
stated he thought the Board should thoroughly familiarize themselvea
with the Tarrant County Water Commission.
3. OPENING OF RICHLANI PLAZA SHOPPING CENTE!t:
Mr. Johns stated he felt that sinoe the Center wa. within our City
limits that our City should participate in some way at tÀe opening.
Mayor Kunter stated Àe had already been oontaoted on this matter and
would have a further report at the Saturday morning meeting.
4. ADDE. ITEM TO AGENDA: RADIO FOR FIJItE TRUCK:
Buddy Oxford, rire Chief, told of need of a two-way radio for the
new fire truok. Mr. Bell moved and Mr. Campbell seoonded to add
item to ageada. Motion oarried 4-0.
After disous.ion Mr. Bell move. Mayor and Acoountant study budget
and if possible to purœa.. the used two-way radio for .175.00.
Mr. campbell seconded and .otion oarried 4-0.
Chief of Polioe Lewil gave a six .onthl aotivity report to Council
and Mr. Bell stated he thought it Ihould be publilhed.
AJJOURNMENT: Mr. Campbell moved to adjourn at 10:20 P.M. Mr. Jonn.
seconded. Motion carried 4-0.
