MINUTES OF THE MEETING
OF THE CITY COUNCIL, NORTH
RIC.LAND HILLS, TEXAS, HELl
AT CITY HALL, 4101 MORGAN
CIRCLE, NOVEMBER 26, 1962,
7:30 p~ M.
CALL TO ORDER & ROLL CALL:
Those Present: Mayor Hunter; Councilmen Johns, White, Cam~bell, Edwards
and Bell.
ADMINISTRATIVE STAFF PRESENT: Chief of Police, Fire Chief, City Attorney,
City Inspector and City Secretary.
INVOCATION: Councilman Cam,bell.
APPROVAL OF MINUTES: Mr. Edwards stated he would like added to the records
his question to Mr. Renfro in the minutes of November 12, 1962. He put the
same question (last ~aragra~h before adjournment, last page) to Mr. Renfro
'and he stated Mr. Renfro's answer was "It wouldll. Mr. Edwards then moved
for minutes with addenda be a~~roved. Mr. White.seconded and motion carried
. "5-0.
Mayor Hunter pointed" out that in the minutes of Se~tember 24, 1962, subject
8, paragra~þ 2, page 2, figure of bid by AA Wrecker should have read
"$1,065.00" instead of "$1,025.0011. Correction was made.
CORRESPONDANCE: Letter from Mayor R. L. Merrill, re: representative from
our City to form an Airport committee was read, and Mayor Hunter presented
the name or Mr. J. L. Fleming to Council. After some discussion Mr. Bell
moved fo~Mr. Fleming to be ap:pointed to this committee. Mr. Campbell
seconded and motion carried 5-0.
1. REPORT ON STATUS OF PETITION - ANY VIOLATION OF ORDINANCE - HELICOPTER:
Mr. Goodnight told of looking over property in question and of other aspects
brought out in petition and stated he did not feel the Helicopter Company
was in any way in violation of our Ordinance. After lengthy discussion,
Mr. Robert Smith, s,okesman for petitioners, was told by Council and Mayor
Hunter to consult their Attorney as there was nothing Council could ,do.
2. HOME RULE CHARTER PETITION - JAYCEES:

Mr. Ray Sprinkle, President of Jaycees, turned over petition to City
Attorney and asked Coundil to call an election as soon as possible. Mr.
Goodnight stated he would have signatures verified and if all were legal
and enough had signed, he would have ordinance ~repar~d for next meeting.
Mr. Bell moved for City Attorney to ascertain validity of petition and
report to Council. Mr. CamDbell seconded. Messrs. Bell, Cam!bell and
Johns voting FOR, Messrs. White and Edwards abstaining from voting. Motion
was declared ¡¡-carried.

3. GARBAGE COMPANY CONTRACTS:
Copies of contract was given to Council and Mr. Goodnight reaw copy of
bond he recommenðed. After discussion Mr. Dell moved to renegotiate con-

tracts, make suggested changes and enter into same , contract to run 5 year.
concurrantly from this date. Mr. White seconded and motion carried 5-0.
4. CONFIRMATION OF HEALTK OFFICER: ·
Mayor Iunter told of talking with Dr. Ardis Bell and recommended him as
Health Officer. After some discussion Mr. Bell moved for Dr. Ardis Bell's
appointment as Health Officer be approved and ratified. Mr. Johns second-
ed and motion carried 5-0.
5. GREATER RICHLANI HILLS LIBRARY - JAYCEES:
Mr. Sprinkle told of an orgina~ation called IIFriends of the Library" and of
a door to door drive to try to raise a fund of $6,000.00 to furnish the
library with furniture and asked Council for support. After discussion in
which it was pointed out we had no formal budgeted figure for this caUle,
Council asked for a further report to be brought before them on the re-
sult of the drive. Mr. Johns stated he felt the City should make some
sort of donation if possible.
6. ADDED ITEM TO AGENDA - DRAINAGE PROBLEM - COLORADO BLVD. & HWY. 121:
Mr. Johns moved to add drainage problem to agends, Mr. White seconded and
motion carried 5-0.
Mr. Johns told of dirt piled up when service station built and had nvver
been leveled and requested Mr. French investigate and contact parties con-
cerned to see if this problem could be eased. Discus.ion followed. Mr.
French to look into this matter.
Mr. White stated he wished to make a statement. Mr. White stated he wanted
to apologize to the citizens, Council and Mayor Hunter for any misinter-
pretation of wording appearing in the Daily News Texan on Friday, November
16, that he in no way meant that any member of the City Councilor of the
City Government was guilty of any misappropriation of funds or dishonesty,
but he definately concurred that the handling of the car check was irregular
and did not wish to see it happen again.
ADJOURNMENT:
Mr. Campbell moved to adjourn at 8:45 P. M. Mr. White seconded and motion
carried 5-0.
